About this file

This document is an attachment outlining the salient characteristics and specifications for a virtual reality (VR) training system designed for tactical law enforcement and military training scenarios.

The system must be man-portable and contained within a single hardened case measuring 48" x 20" x 9" and weighing 50 lbs, capable of supporting 1-8+ users simultaneously plus 1 instructor and 1-4 role players. The complete system includes enterprise-grade 4K resolution headsets with 2-hour runtime and hot-swappable batteries, an 11" Samsung tablet with protective case serving as the instructor console (no additional computers required), and software enabling single-user, team, and force-on-force training modes. The system must operate offline on closed networks and include an 11" Samsung tablet instructor console. Key technical requirements include "inside out" VR tracking through headset and weapon-mounted sensors with no external tracking infrastructure, compatibility with both operational and inert recoil-generating weapons platforms (AR rifles and Sig M18 pistols with gas recoil capabilities), and support for multiple use-of-force options including rifle, pistol, conducted energy weapon (CEW), and spray. The software must provide scenario creation and customization tools, comprehensive After-Action Review with 3D and first-person replay capabilities, instructor debrief capture, detailed user analytics, and high-risk task planning functionality. Training scenarios should include ID verification, domestic response, traffic stops, felony stops, hostage negotiations, and active shooter response across customizable environments such as schools, apartments, neighborhoods, streets, and overpasses. Security requirements mandate ISO:27001 hardware compliance and US Department of Defense Authorization to Operate (ATO) on VR hardware, with offline operational capability on closed networks.

Attachment 1 – Salient Characteristics

The entire system, including headsets, computer, and tracking sensors, is contained within a single, man-portable, hardened case. This allows for rapid deployment and training in any environment without the need for a dedicated facility. Trainees utilize their own service-issued weapons and equipment (e.g., rifles, pistols) outfitted with proprietary tracking technology. This ensures realistic weapon handling, muscle memory development, and authentic training experiences that cannot be replicated with simulated mock weapons.

Includes the OP-2 Scenario Creator Suite, a powerful software tool that allows instructors to design, build, and control fully interactive and dynamic training scenarios from scratch.

This enables training to be tailored to specific tactical needs, environments, and learning objectives. The system supports multiple trainees operating simultaneously within the same virtual environment. It also allows instructors or other personnel to act as role-players within the scenario to create more dynamic and unpredictable training situations. A comprehensive AAR system provides a 3D, top-down, and first-person replay of the training session. It captures critical data points including movement, shot placement, and accuracy for detailed performance analysis and debriefing. The system provides realistic and scalable virtual training areas, including indoor structures for Close Quarters Battle (CQB) and outdoor environments. These can be customized and populated with intelligent, interactive avatars.

The product must allowed to be used by a minimum of 2 person by system. The system must be complete with headset, software and all equipment needed to train for up to 8 hours to include training and support. The system and equipment must be able to fit a minimum of 4 users at one given time, not to include role players. Role player capability should be at a minimum of 2 per system/equipment not to include instructors/trainer.

Overall the system should be allowed to be used at a minimum as a single user, team training, and force on force training. The system should be stand alone from the instructors/trainer, which the system should allow instructor/trainer to can get creative and develop training to fit their training needs.

Training should include but not be limited to anything as checking IDs at the front gate to working domestics at family housing, can even set up a chair and have the suspect sit in a vehicle and practice traffic stops or use multiple headsets and do felony stops, hostage negotiations and response to active shooter scenarios. The virtual system should provide training environments (school, apartment, neighborhood with multiple houses, streets, and overpasses, etc.) for the trainer to create any training event they want as well as the ability to train de-escalation tactics and switch over to team movement for CQB style training. The system must also include a tablet with protective case and not additional computers should be required due to limited space. The equipment must come with license agreement installed and headsets/hardware/equipment to meet the specs required to operate its own software.

Equipment/weapons needed should include but not limited to Sig M18s pistols and M4 Rifles, which both should be enabled to have operational and inert recoil generating weapons, which let the user feel the gas recoil and practice actual drop in bolt and magazine. The weapons systems should have the capability for rail mounted VR tracking sensors as well as “inside out” tracking done through the headset and weapon mounted sensors with no external tracking system required.

The system should allow for High-risk task planning, comprehensive After-Action Review modules, instructor debrief captures and detailed user analytics. It should also be able to be operated offline on closed network.
