PERFORMANCE WORK STATEMENT (PWS)
Passenger Shuttles
Part 1
GENERAL INFORMATION
1. GENERAL:
This is a non-personnel services contract to provide Shuttle Bus Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Shuttle Bus Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background:
The requested Shuttle Bus Services will be utilized to transport personnel from various hotels to various locations on Guam.
Shuttle Bus Transportation Services Tumon Hotel District to Won Pat, Andersen AFB, and Northwest Field (NWF)
1.3 Introduction
The contractor shall provide shuttle transportation services to support personnel traveling between the Tumon Hotel District and three key locations: Won Pat International Airport (Neptune Avenue), Andersen Air Force Base (AFB), and Northwest Field (NWF) in Guam.
2.0 Period of Performance
• Base Period: 23 June 2025 – 13 August 2025 (52 calendar days)
• Optional Period (exercised by day): 14 August 2025 – 22 August 2025 (up to 8 calendar days)
3.0 Requirements
3.1 Scheduled Shuttle Support by Period:
• 23 June – 29 June 2025:
• One (1) shuttle bus to support shift changes between Tumon Hotel District, Andersen AFB, and NWF (0500–0700, 1300–1500, 1700-1900, 2100–2300).
• 30 June – 7 July 2025:
• One (1) shuttle bus to support shift changes between Tumon Hotel District, Won Pat, Andersen AFB, and NWF(0500–0700, 1300–1500, 1700-1900, 2100–2300).
• 3 July – 13 August 2025:
• Three (3) 24-hour shuttle buses (one ea) continuously servicing as outlined in 3.2:
• Tumon Hotel District ↔ Won Pat International Airport (Neptune Avenue)
• Tumon Hotel District ↔ Northwest Field
• Tumon Hotel District ↔ Andersen AFB (must include luggage storage)
• Five (5) additional shuttle buses to support shift changes across all three locations.
Specific shift times and frequency as outlined in section 3.3.
3.2 24-Hour Shuttle Bus Services (3 Total):
• Won Pat International Airport (Neptune Avenue):
• One (1) bus providing continuous 24/7 service.
• Northwest Field (NWF):
• One (1) bus providing continuous 24/7 service to five drop-off/pick-up points.
• Andersen AFB:
• One (1) bus providing continuous 24/7 service to 12 drop-off points. Bus must have luggage storage.
3.3 Shift Change Shuttle Services:
• Won Pat (Neptune Avenue):
• One (1) bus during shift change hours:
• 0500–0700
• 1300–1500
• 2100–2300
• Northwest Field:
• One (1) bus during shift change hours:
• 0445–0715
• 1645–1915
• Andersen AFB (Bus must have luggage storage):
• Three (3) buses during shift change hours:
• 0445–0715
• 1645–1915
CO will provide bus routes to include hotel pick-up points and destination drop-off locations.
Note: Shift times are estimates but subject to change at CO discretion. All buses must adhere to designated pick-up and drop-off locations, provided by the Contracting Officer after award.
4.0 Optional Services
The Government reserves the right to extend the period of performance by up to 8 calendar days beyond the base period on a per-day basis
• 14 August-22 August 2025:
• Three (3) 24-hour shuttle buses (one ea) continuously servicing as outlined in 3.2:
• Tumon Hotel District ↔ Won Pat International Airport (Neptune Avenue)
• Tumon Hotel District ↔ Northwest Field
• Tumon Hotel District ↔ Andersen AFB (must include luggage storage)
• Five (5) additional shuttle buses to support shift changes across all three locations.
Specific shift times and frequency as outlined in section 3.3.
The Government may exercise an option to increase the number of buses during the base period (3 July 2025 – 13 August 2025).
• Three (3) 24-hour shuttle buses (one each) continuously servicing as outlined in 3.2:
• Tumon Hotel District ↔ Won Pat International Airport (Neptune Avenue)
• Tumon Hotel District ↔ Northwest Field
• Tumon Hotel District ↔ Andersen AFB (must include luggage storage)
• Five (5) additional shuttle buses to support shift changes across all three locations.
Specific shift times and frequency as outlined in section 3.3.
5. General Information:
Drivers assigned to shuttle routes servicing Andersen Air Force Base (AFB) and Northwest Field (NWF) must possess or be able to obtain appropriate base access credentials prior to the start of service. It is the contractor’s responsibility to ensure that all designated drivers have valid identification and successfully complete any base entry authorization processes as required by installation security protocols.
Failure to provide drivers with required base access shall not relieve the contractor of performance requirements under this contract.
Recognized Holidays
The contractor is required to perform services on holidays.

Place of Performance:
The work to be performed under this contract will be performed Between Tumon Hotel District, Won Pat, Northwest Field, and Andersen Air Force Base, Guam.
Type of Contract:
The government will award a Firm Fixed Price Contract.
Organizational Conflict of Interest:
Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

DEFINITIONS:
CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
CONTRACTING OFFICER. A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the people that are listed in the proposal.
PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
