Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

1. The purpose of the Ammendment is to change the RFQ Response date from 26 May 2025 to 6 June 2025 on Attachment 'Combo Bus Shuttle', highlighlight paragraph 5 for General Information in ‘PWS Bus Shuttle’, and add the following document:

· Attachment 3 – Wage Determintion The Ammendment number is now FA524025Q0028P00001.

2. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation is being issued using simplified acquisition procedures.

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03, effective date 17 January 2025, DFARS Change 01/17/2025 effective 17 January 2025, DFARS PGI Change effective 17 January 2025, and DAFAC 2024-1016 effective 16 October 2024.

Contracting Officer will coordinate with vendor after receipt of award on exact bus routes.

A.All contractor personnel or representatives entering the Government installation shall abide by all security regulations of the base installation commander.
B.All vehicles must have full insurance coverage and Mechanically Sound.
C.All vehicles and operators shall maintain active insurance for each vehicle.

7. Addendum to FAR 52.212-1 Instructions to Offerors--Commercial Items (Sep 2023)

I. It is the Government’s intent to award without discussions, per FAR 52.212-1(g), offerors are cautioned to examine the solicitation in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all respects.. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may conduct discussions with one, some, none, or all offerors at its discretion.

II. Any exceptions made to any of the Line Items and conditions of the offer must be stated in a separate letter that is to accompany your offer. The person signing the quote shall initial any erasures, cross outs, or changes made. All information should be typed or neatly printed in ink. Exceptions as offered, if accepted by the Government, will become part of the contract.

III. Late offers will be processed in accordance with FAR 52.212-1(f), “Late submission, modifications, revisions, and withdrawals of offers.”

IV. This request does not commit the Government to pay any costs incurred in the preparation and submission of offeror’s quote or in making any necessary studies for the preparation thereof or for any visit the Contracting Officer may request for the purpose of clarification of the quote or for preparation for negotiations. The Government reserves the right to cancel this Combined Synopsis/Solicitation at any time.

V. All questions regarding the solicitation shall be submitted via e-mail only to Simeon.packer@us.af.mil and tate.elie.1@us.af.mil. The Government requests that you submit questions as soon as possible, but no later than 29 May 2025, 11:00AM,; questions received after this time will not be addressed. The e-mail title shall be the solicitation number. Answers to questions will be posted publically under the solicitation number in https://sam.gov. Offerors are responsible for monitoring the https://sam.gov web site for postings and amendments, answers to questions, and other supplementary instructions or information that may be posted.

VI. QUOTE PREPARATION:

a. Provide vendor information specified in section 4 of this combined synopsis/solicitation.

b. Provide pricing utilizing CLIN breakout under section 3 of this combined synopsis/solicitation.

c. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, catalog cuts, or other documents as necessary.

VII. QUOTE SUBMISSION:

The quote package must be received by the designated date and time. Quotes may only be submitted electronically. QUOTES RECEIVED BY MAIL OR BY FAX WILL NOT BE CONSIDERED FOR AWARD. The Government shall not be held liable for quotes not received.

VIII. Quotes shall be valid for 90 day.

7. Addendum to FAR 52.212-2 Evaluation—Commercial Items (Nov 2021)

a. Evaluation Criteria In accordance with FAR 52.212-2 and FAR 13.106-1(a)(2) The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, is determined to represent the best value to the Government, price and other factors considered.

“Best Value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.

Quotations that do not conform to the requirements of the solicitation may be rejected without further evaluation or discussions.

The following non-ranked factors shall be used to evaluate offers:

1. Past Performance

2. Technical Acceptability

3. Price Note: In accordance with FAR 13.106-1(a)(2)(iii), the relative importance of evaluation factors is not required to be stated.

a. Past Performance The Government will evaluate the offeror’s recent and relevant past performance to assess the likelihood of successful performance of the required transportation services.

Submission Guidelines: Offerors must submit two (2) to five (5) past performance projects & references, limited to two (2) pages per project.

(a) Relevance: The Government will consider past performance for contracts of similar scope, magnitude, and complexity, especially involving:

· Passenger bus transportation

· Logistics

· Operation on government installations or time-sensitive support missions

(b) Recency: Contracts performed within the past three (3) years will be considered more relevant than older efforts.

(c) Sources of Information: The Government may use the following sources to evaluate past performance:

· Contractor-provided references

· CPARS and PPIRS (if available)

· Interviews with prior customers or contract administrators

· Any other source of relevant performance information

(d) Evaluation Rating:

· Acceptable – The offeror has recent, relevant performance that demonstrates a reasonable expectation of successful performance.

· Unacceptable – The offeror’s past performance does not support a reasonable expectation of success.

Lack of relevant past performance will not be rated favorably or unfavorably but the offeror must still be determined responsible.

b. Technical Acceptability The Government will evaluate each offer’s technical submission against the requirements outlined in the solicitation and associated attachments.

Each quotation will be evaluated strictly in accordance with its content. The Government will not assume the offeror will perform in any manner not specifically stated in their written submission. Partial quotes will not be considered.

c. Price Price will be evaluated in accordance with FAR 12.209 and FAR 13.106-3 to determine whether the proposed price is fair and reasonable using one or more of the following techniques:

· Comparison of competing quotes

· Historical prices for similar services

· Independent Government Estimate (IGE)

· Market research Award may not necessarily be made to the lowest price offer. The Government is more concerned with obtaining the best overall value. However, the Government will not make award at a significantly higher price for only marginal improvements beyond the minimum requirements.

8. Basis for Award / Evaluation Procedures I. The Government will first evaluate quotations for technical acceptability and responsibility. Quotations determined to be unacceptable or from non-responsible offerors will not be further considered.

II. Among technically acceptable offers, the Government will then evaluate past performance and price to determine the best value.

III. If only one technically acceptable quotation is received, the Government will assess price reasonableness using means other than competition, in accordance with FAR 13.106-3.

IV. Award will be made based on the initial evaluation of quotations received. Offerors are strongly encouraged to submit their best terms in their initial submission, as discussions are not anticipated.

V. Any affirmative response under FAR 52.204-24(d) will be reviewed to determine if award is in the Government’s best interest. If not, the offer may be deemed ineligible.

9. FAR 52.212-3 Offeror Representations and Certifications--Commercial Items (May 2024) is included in this solicitation. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and/or furnish the Government a completed copy of the record with its offer.

10. FAR 52.212-4 Contract Terms and Conditions--Commercial Items (Nov 2023) applies to this acquisition. No addenda to this clause.

11. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Jan 2025) applies to this solicitation and resulting award as listed in Attachment 1 – Provisions and Clauses.

12. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov to be considered for award. Quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered Unique Entity Identity, CAGE code, Tax ID, and small business status.

13. Submittal Information:

I. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee’s email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt.

II. Please submit any Quotes in response to this RFQ no later than Friday, 6 June 2025 at 11:00 A.M. ChST.
