SUBJECT: AMENDMENT 0002 TO COMBINED SYNOPSIS/SOLICITATION FA524021Q0074
DESCRIPTION: The purpose of this amendment is to provide responses to the request for information (RFIs) submitted for the subject solicitation as well as extend the date offers are due from 6 August 2021 at 10:00 AM
Chamorro Standard Time to 18 August 2021 at 10:00 AM Chamorro Standard Time. RFI questions and answers listed below.
Q1: What is the minimum resolution for the fixed cams?
A1: 4MP
Q2: What is the minimum resolution for the PTZ cams?
A2: 4MP
Q3: For the fixed cams did you want bullet cams or domes?
A3: Dome with mounting brackets when applicable
Q4: The SOW calls out Starlight. Do you require TAA Compliance on all hardware?
A4: Yes
Q5: What are the minimum requirements for IR vision length and width? How far does the IR get?
A5: 100 feet with 30 feet wide
Q6: Could you kindly provide plans for the following locations:
- Building 2404
A: 6 ea Fixed Cameras & 4 ea PTZ Star Light Cameras
- Arc Light Blvd Roundabout
A: 1 ea Starlight Camera
- Building 1882
A: 4 ea Fixed Camera and 2 ea PTZ Star Light Cameras
- Santa Rosa Blvd / Marianas Blvd

A: There are existing cameras already in place at the North Gate, just need it to interface with the BOSCH

BOSH Allegiant Video Management System and BOSH Video Recorder with 128 Channels, includes 64 camera license. With options for additional 64 camera license.
Q8: Specs of the NVR doesn’t match the camera spec please clarify requirements.
A8: The Video Management System, Video Recorder will be BOSCH equipment that will have no problem interfacing the cameras at the three (3) gate locations.
Q9: Are the buildings interconnected via fiber?
A9: There are existing fiber circuits from the front gate, back gate and North Gate that are in place. These fiber circuit have been traced out, confirmed and tested by the 36 COMM Squadron Infrastructure & Cable Shop.
Q10: Who handles the subnetting of the camera IPS?
A10: The 36 SFS IT Specialist will designate this to the installing contractor.
Q11: The Government in Guam has ladders and scissor lift for the prospective awardee to use?
A11: See RFI # 19
Q12: New cameras are to be installed on existing wiring or new wiring to be run for the new cameras?
A12: Wiring will be replaced when necessary due to new conduit to be installed because of degrading conduit infrastructure.
Q13: How far is the NVR from the camera and the monitor/s?
A13: The Video Management System and NVR will be installed in building 23020, the gate cameras will be multiplexed using a CISCO switch which will connect with the 36 SFS/BDCO by fiber. Approximate distance is 2 miles.
Q14: Any monitors to be supplied and if so how many and where should the monitor be installed?
A14: Monitors will be available at the 36 SFS/BDOC, the contractor will insure that all cameras will be monitored and controlled there.
Q15: If existing cameras are on site, are they IP cameras and what is the manufacturer of those cameras?
A15: The front and back gates do not have existing cameras. The North Gate does have existing cameras. All cameras will be IO based.
Q16: Licensing is required only for the new cameras installed under this solicitation or for the existing cameras as well?
A16: License will be required for the new cameras at the front gate and back gate. The existing cameras at the
North Gate will also require license.
Q17: The prospective awardee needs to be on site to receive and accept shipment, or the government will be able to do so?
A17: The prospective awardee needs to on site to receive shipment, inventory and check equipment for any defects prior to installation.
Q18: Storage for all parts will be provided by the government?
A18: No, the contractor who awarded for this project will be responsible for storing the equipment that will be installed.
Q19: What type of equipment or machinery can the government provide to ensure a smooth operation of this project?
A19: It is the responsibility of the contractor to provide the equipment or machinery for this project.
Q20: It was discussed during the site survey that the power for the repeater “on a frangible pole along Arc Light
Blvd” requires having to connect some power wiring at a junction box between the pole and the pop-up barrier control enclosures.
Q: Does this work require electrical plans certified by an electrical engineer?
A: Not required.
Q: Does this work require a certified electrician?
A: Yes
Q: It was also mentioned that existing camera and equipment on this pole shall be removed by the contractor. Please clarify as this is not in the existing scope.
A: Yes, the non-operational cameras shall be removed by the contractor so the new camera can installed in its place.
Q: Please also clarify if contractor is to supply a frangible pole or use existing.
A: The existing frangible pole will be utilized.
Q21: It was mentioned that the Equipment Rack Enclosure inside the Guard house, building 2404, must be replaced.
Q: Does the Equipment Rack Enclosure need to be replaced?
A: Yes, the enclosure is old, the ventilating fans do not work.
Q: If the Equipment Rack Enclosure is to be replaced, does the requirement for stainless steel apply?
A: No, it does not need to be stainless steel.
Q22: Please clarify this statement found under building 2404 requirements: “The contractor shall install new switches, UPS and insure that the electrical wiring are still in good operational condition to include replacing the aging conduits.”
A22: The CISCO switch are obsolete, the UPS are not functional and the conduits infrastructure for the cameras are in a severe deterioration state of condition.
Q23: Are the site visits mandatory?
A23: No; 1 time site visit was held 29 July 2021
Q24: Please clarify if equipment must be removed, and turned over to the Government.
A24: The equipment to be removed and turned over to the government are all the cameras that are being replaced, CISCO switch, UPS and enclosure.
All other terms and conditions remain unchanged
