Installation of CCTV Services for the Front & Back Gate, Arc Light
Roundabout and Santa Rosa Blvd/Marianas Blvd Avenue & Interface the North Gate Cameras at Andersen AFB, Guam
STATEMENT OF WORK Rev: 1
10 February 2021
1.0 STATEMENT OF WORK
1.1 Scope of Work. This Statement of Work (SOW) defines the requirements for the Contractor to furnish, install, and test (FI&T).
1.2 Requirements:
1.2.1 The contractor shall provide and install the following items at the following locations:
Building 2404: (switch is located in 2404)
- Install four fixed cameras at the inbound side of the building (fixed HD Day/Night Cameras)
- Install two fixed cameras at the out bound lane of the building (fixed HD Day/Night Cameras)
- Install one PTZ camera at the front side of the building (Star Light Camera)
- Install one PTZ camera at the back side of the building (Star Light Camera)
- Install one PTZ camera on the inbound side of the building (Star Light Camera)
- Install one PTZ camera on the outbound side of the building (Star Light Camera)
- Building 2404 all cameras shall be tied into the power and wired to the switch in Building
-The contractor shall install new switches, UPS and insure that the electrical wiring are still in good operational condition to include replacing the aging conduits. The Contractor shall use stainless steel enclosures and aluminum conduits.
Arc Light Blvd roundabout
- Install One PTZ Star Light camera at the top of the light pole
- Arc Light camera shall be tied to the power in the light pole and have a wireless transmission capability that shall transmit to a repeater installed on a frangible pole along Arc Light Blvd which shall connects to another repeater at Building 2404 and then to the CISCO switch inside the building. The Contractor shall use stainless steel enclosures and aluminum conduits.
Building 1882
- Install two fixed camera at front of the two inbound lanes (fixed HD Day/Night Cameras)
- Install two fixed cameras at the back of the two inbound lanes (fixed HD Day/Night Cameras)
- Install two fixed cameras at the front of the two outbound lanes (fixed HD Day/Night Cameras)
- Install two fixed cameras at the back of the two outbound lanes (fixed HD Day/Night Cameras)
- Install two PTZ Star Light cameras (one at the front of the building and one at the back of the building)
- Building 1882 all cameras shall be tied into the power and wired to the switch in Building

Santa Rosa Blvd/Marianas Blvd
- Install One PTZ Star Light camera at the top of the light pole
- Santa Rosa Blvd/Marianas camera shall be tied to the power in the light pole and have a wireless transmission capability that transmits to a repeater installed on another light pole to transmit to another repeater at Building 1882 and then connect to a CISCO switch inside the building. The Contractor shall use stainless steel enclosures and aluminum conduits.
Northgate cameras
- Licensing and programming of thirteen already existing cameras. The existing models are BOSCH VG5-836-ECEV and FLIR PT-617 HD Dual Sensor Camera
- The contractor shall provide the licenses and programming into the new Video Management System located at Building 23020.
BDOC Building 23020
- Provide and Install a Video Management & NVR that meets the 36 SFS general requirement
- Program all cameras in the recorder and program all licenses in the video management server. All CCTV inputs shall be viewable and controllable.
- The NVR Video Recorder Server shall be 4CIFS at 720P with a minimum of 30 days of video recording capability.
General Requirements:
‐ All Products provided by the contractor shall be on the approved product list and must integrate with the Video Mangement system.
‐ ALL Cameras shall be IP Type
-Streaming type shall be H.264-
‐Video quality shall be medium
‐All cameras shall be 24 hours recording
‐Frames per second shall be 15 FPS
‐System shall record a minimum of 30 days
1.2.2 Documentation of Field Inspections. 36 Security Forces shall provide the Contractor with some existing legacy drawings which are provided for reference only. The Contractor shall prepare legible field drawings to record all upgrade features for this Gate CCTV installation. The Contractor shall submit legible, colored paper and color electronic copies of drawing as part of the Gate CCTV installation. These drawings shall be sufficient enough to document the CCTV upgrade and display the technical installations; enabling the government to troubleshoot and perform maintenance.
1.2.3 Identification and Tagging of Cables during Field Inspection. The Contractor shall provide accurate cable identification tags in all communications connection for this Gate CCTV installation, including buildings. Cables need to be easily traced, cable shall be tagged within two feet of the cable entry and exit. Cables shall also be tagged on each side of splices.
1.2.4. Discrepancies/Missing Data Issues. The Contractor’s Weekly Status Report shall include a running list of discrepancies and missing data issues either discovered by the Contractor or reported by the Government throughout the life of the project. All issues shall be either resolved by the Contractor, or accepted by the Government for Government action.
1.2.5. Obtain Photo Documentation of Container during Field Inspection. The contractor shall take photo (10 megapixel resolution or better) of the following:
Capture all interior features (conduits, racks, splices, terminations, etc.)
Demonstration of Documentation of Field Inspections and Cable Tagging Accuracy.
1.2.6.1 Progress Demonstrations. N/A
1.2.6.1.1 General. Any data submitted under this contract by the contractor shall be used by the government and shall become proprietary to 36 Security Forces. The Government reserves the right to full ownership of the data submitted by the contractor. The contractor is responsible for completeness, workmanship, and accuracy.
a. As part of the demonstration, the contractor shall coordinate with the government’s technical point of contact for demonstration of survey accuracy. In addition, fully populated with appropriate cables and splices; show accurate placement/layout and equipment/junction device information; show properly aligned and spaced cables. This shall be accomplished to verify proper installation, operational test, technical documentation and certification of the system before government acceptance.
b. The Contractor shall properly identify and provide reports to 36 Security Forces for Connection on Splice, for the COR to review.
c. The Contractor shall be responsible for correcting all errors shown in the most current report.
1.2.6.2 Demonstration Reports. The Contractor shall record all demonstrations as they are accomplished and include products generated during the demo in the Demonstration Report.
1.3 Warranty Criteria. Warranty shall be One year warranty. If a warranty call is needed the contractor shall send a Certified Tech to troubleshoot the Video Management System to include the cameras within 24 hrs.
1.4 Installation
1.4.1 Delivery Date. __90___ Days after award.
1.4.2 Place of Performance. All work shall be performed on site at Andersen AFB, Guam.
1.4.3 Hours of Work. Contractor shall work during normal operating hours of 8:00 AM – 4:30 PM, Monday through Friday, excluding Federal holidays. The Contractor may work outside normal working hours upon approval of the contracting officer and coordination with the COR.
When no other scheduling option is available due to mission impact, the Contractor may be allowed to work after hours and weekends in areas that require an escort provided that coordination with the COR and approval of the contracting officer is obtained five (5) duty days prior to the date that the work shall be accomplished .
2.0 GENERAL INFORMATION.
2.1 Administrative.
2.1.1 Schedule. The contractor shall provide a schedule for the install portion of this requirement.
2.1.3 Weekly Status Reports. The contractor shall let the government know if there are any issues that arise in regards to their installation schedule. Any changes to the installation schedule shall be coordinated with government.
2.1.4 Out brief. Once installation is complete the contractor shall provide all final deliverables and notify the government that they are ready for final acceptance. The government shall then inspect all aspects of the install to ensure proper function of all cameras and compliance with this Statement of work. If everything is functioning properly the government shall sign acceptance and the warranty period shall start.
2.2 Contractor Personnel.
2.2.1 Project Manager.
The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or his/her alternate's range of authority to act for the Contractor relating to daily contract operation.
2.2.2 Site Point of Contact (POC).
A designated Site POC or alternate(s) shall be on site during duty hours until project completion.
The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters. The Project Manager and Site POC can be the same person.
2.2.3 General Personnel Requirements.
The Project Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English. The Site Visit Request Letter shall be submitted to the Contracting Officer not later than two weeks prior to base visit. The Visit Request Letter shall be IAW
AFFARS 5352.242-9000.
2.2.4. Contractor Identification.
Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
2.3 Security.
The Contractor must coordinate with appropriate base personnel and comply with all required security measures for gaining entry and working in all buildings. The Contractor may require Government escorts with proper building entry authorization and identification while in all buildings. Some areas in those buildings may require prior coordination through base personnel in specified work areas before entering and work can be accomplished. See paragraph 3.2 of this PWS for escort information.
2.3.1 ID Card/Key Control/Combinations.
The Contractor shall establish and implement methods of assuring control and safeguard of all Government keys or lock combinations issued to the Contractor. GOVERNMENT KEYS SHALL NOT BE DUPLICATED. See FAR 52.245-2(e).
2.3.3 Signs on Contractor Vehicles.
The Contractor shall have signs displaying the Contractor’s company name on all company and employee vehicles operated on the base.
2.3.4 Base Passes.
2.3.4.1 Base access: In order to obtain base passes, the Contractor shall provide, the names, social security numbers, driver’s license numbers and state of issue (or equivalent), and birth date of all personnel who shall be performing work on Andersen AFB, Guam, under this contract or task order. This information is required to grant access on Andersen AFB, Guam. Vehicle information (make, model, year, color, VIN, license plate number and state) must also be provided for all personal and company vehicles that shall be used on Andersen AFB, Guam, during performance of this contract or task order.
2.3.4.3 Background Checks: The Contractor is advised that background checks are run for personnel requiring unescorted access, long term access, and that it takes a MINIMUM of two weeks to process access requests. In order to expedite base passes, the Contractor may submit required information and forms to 36 Security Forces Squadron before arrival on site.
2.4 Safety
2.4.1 General Safety: The Contractor shall comply with all local, state and federal safety guidelines, including OSHA practices and procedures to protect employees from the hazards of entry into permit-required confined spaces.
2.7 Deliverable Summary: All deliverables are subject to Government acceptance and approval. They shall meet professional standards. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. A summary of deliverables is as follows:
1. CCTV technical installations Drawings. This is required upon project completion and shall include how the vendor installed the system and connections as well as an inventory list of the cameras installed at each site.
2. Inventory list must be approved prior to install (must interface with VICAD and approved on Approved Product List.
3. Comply with SFS Gate pass procedures for Contractor Personnel (contractor base access list).
4. At Government acceptance: One Year Contractor Warranty
2.8 Training: The contractor shall provide one training session coordinated with end user once system is 100% operational.
2.9 Acceptance: The government shall perform an inspection and operational test of the CCTV system that verifies the system is 100% operational prior to accepting completion.

The Contractor shall obtain and comply with any other applicable manuals not identified above that would be required to meet industry standards.
