Govt.’s response to a question in RFI#1 was that this project is not design-build. However new design drawings will be required by the Guam DPW and GEPA for the project building permit, road encroachment and earthmoving permits respectively since portions of the new water line are within existing road ROWs.. Response: This will not be a design build due to replacement of identical infrastructure. Any permits will need to be coordinated with the local government entities before work is initiated and should be built into proposal costs.
