About this file
This is a Performance Work Statement (PWS) dated 31 August 2026 for avian waste extraction, decontamination, and bird mitigation services at Hangar 4 on Joint Base Pearl Harbor-Hickam.
The Contractor must provide all personnel, equipment, tools, materials, supervision, and services to execute the following tasks: collect and properly dispose of accumulated bird droppings, nesting material, and bio-debris from structural elements and floor surfaces in sealed biohazard bags; perform high-pressure washing at minimum 3,000 PSI using hot water and EPA-registered broad-spectrum biocides rated for avian pathogens; deploy containment berms, wastewater vacuums, and filtration systems to capture 100% of wash runoff with strict prohibition on environmental discharge; deploy humane live-catch traps in roosting zones with daily inspection logs maintained for 14 days and coordinate bird relocation per federal, state, and installation wildlife policies; and install physical exclusion systems including UV-stabilized bird netting, stainless steel ledge spikes, and wire mesh across rafters and nesting alcoves. Performance standards require 100% visible waste removal with zero bio-matter on structural beams, 98% surface cleanliness post-inspection, zero environmental discharge violations with 100% manifest tracking, and zero sagging or gaps exceeding 0.5 inches on exclusion hardware with 30-day follow-up audits. Deliverables include a work and safety plan (5 calendar days prior to start), Safety Data Sheets (5 calendar days prior to start), certified disposal manifests (within 5 business days after final disposal), and a completion report with photographic logs and trap records (within 10 business days of project completion). The Contractor must maintain workers' compensation and general liability insurance per State of Hawaii requirements and comply with OSHA, federal, state, and local environmental regulations.
