About this file
This is a Questions and Answers document updated September 16, 2026, addressing contractor inquiries regarding bird removal, decontamination, and exclusion services at Hangar 4, Joint Base Pearl Harbor-Hickam (JBPHH) in Hawaii.
The facility is a 250-foot long by 150-foot wide hangar with 55-foot ceiling height. Approximately 18,750 square feet (half the hangar) requires decontamination from pigeon droppings concentrated around the hangar doors and perimeter nesting areas at 55-foot height with only 8-inch depth. The Government does not mandate specific Hawaii pest control or contractor licenses but requires compliance with Federal and State pesticide laws. Bird relocation is not required; humane removal and appropriate waste disposal are acceptable. The contractor must determine the technically appropriate combination of permanent exclusion materials—including bird netting, stainless steel ledge spikes, and/or wire mesh—estimated at approximately 150 feet by 18 inches around the hangar door. Permanent bird exclusion/mitigation materials and installation must be included under CLIN 0001. The Government will provide water and electrical utilities with available hose spouts in the hangar. Contractors must provide their own lifts and powered access equipment, which are permitted since the decommissioned hangar is away from the flightline. Regarding wastewater disposal procedures, the Government defers to contractor expertise but emphasizes preventing contamination runoff to surrounding heavily foot-trafficked areas, including a children's skate park. Department of Labor Service Contract Labor Standards wage determination applies, with the closest labor category identified as Pest Controller per the Honolulu Wage Determination 2026. No site visit is available; contractors must rely on provided photographs and dimensions. This is a new requirement with no incumbent contractor.

Questions and Answers
Updated 9/16/2026
1. Does the Government require the contractor to hold a Hawaii pest control operator license (HRS 460J) or a Hawaii contractor license (HRS 444) to perform this work on
JBPHH?
Government regulations mandate contractors comply with Federal and State pesticide laws
2. What bird species are present? Is relocation required, or is humane removal and disposal coordinated with base natural resources acceptable? Who holds any state or federal permits?
We believe they are pigeons. Relocation is not required, humane removal and appropriate waste disposal is acceptable.
Original Q&A posted 9/14/2026
1. Has a site visit has been scheduled, or will one be arranged prior to the bid submission?
There will be no site visit, please refer to the dimensions and pictures provided in this document.
2. Can you provide overall Hangar 4 dimensions, including approximate length, width, and relevant interior height/clearance?
Length: 250ft
Width: 150ft
Height: 55ft
3. What is approximate square footage of contaminated floor area and overhead structural area requiring cleaning/decontamination?
Approximately half of the hangar (18,750 sq ft) is contaminated and will be requiring cleaning services. The droppings are mainly focused around the hangar doors below the nests. (see images below)
4. What is approximate square footage or dimensions of the rafters, nesting alcoves, or other areas requiring bird netting/exclusion treatment?
The nests are concentrated around the perimeter of the hangar, mainly over the door
– 55ft high and only ~8in deep.
5. Are any photographs, site sketches, drawings, marked-up plans, or other visual information showing the affected areas and extent of contamination available?
6. What is approximate working height of the affected rafters, beams, alcoves, cranes, conduits, and other overhead structures?
55ft
7. Clarification whether heavy-duty bird netting is required across the full affected area, or whether the contractor may use a technically appropriate combination of netting, stainless steel ledge spikes, and/or wire mesh selectively based on field conditions?
We are looking to the contractor to determine the technically appropriate combination. This is most likely to be needed around the hangar door.
8. The SOW provides no pictures or dimensions, could you provide this information?
Please see photos under #5.
9. If a site visit is not available, are there photographs, drawings, approximate square footage, working-height information, or estimated quantities for the contaminated areas and bird-exclusion areas that can be provided to prospective offerors?
Please see above (#2, 3 & 5)
10. Approximately how much bird netting, wire mesh, and/or bird-spike coverage is anticipated?
We are looking to the contractor to determine the technically appropriate combination and amount. From our observations it will most likely be needed around the hangar door (maybe ~150 ft by ~18in?)
11. Should the permanent bird exclusion/mitigation materials and installation required by PWS 2.5 be included under CLIN 0001, or will the Government establish a separate
CLIN?
The permanent bird exclusion/mitigation materials and installation required by PWS
2.5 shall be included under CLIN 0001.
12. Will Government water and electrical utilities be available to the contractor during performance?
Yes. There are spouts available in the hangar available for hoses to link to as well.
13. Is recovered wastewater required to be transported off the installation for disposal, and are there specific approved disposal facilities or procedures contractors must use?
We are looking to the expertise of the contractor to determine these procedures, however, the surrounding areas are heavily foot trafficked, to include a skate park used by children. We do not want the cleaning of the droppings to simply flush the contamination to another area on base.
14. Has the Government identified the bird species currently occupying Hangar 4?
Subjects in Question: We think they are pigeons :)
15. Will contractor personnel be permitted to use lifts or other powered access equipment inside Hangar 4, and are there any equipment restrictions due to flightline/hangar operations?
We are requesting the contractor provide their own lifts. The hangar is away from the flightline and is decommissioned from traditional hangar operations. Lifts and powered access equipment are permitted.
16. Does a Department of Labor Service Contract Labor Standards wage determination apply to this requirement? If so, could the applicable wage determination be provided?
Yes, the PDF document titled, Honolulu Wage Determination 2026 has been added to the solicitation attachments. The closest labor category to this service is Pest Controller.
17. Is there an incumbent contractor or previous contract for these services? If so, can the previous contract number and award value be provided?
No, this is a new requirement.
