About this file

This is a Questions and Answers (Q&A) document for a federal procurement of lighting systems and related equipment. The acquisition is being conducted directly by the Air Force (766 ESS) via SAM.gov and is not hosted on the Defense Logistics Agency (DLA) DIBBS system. This is an immediate procurement, not a bid process.

The procurement involves a complete lighting system package designated as CLIN 0001, which is evaluated as an all-or-none single award. The requirement includes 48 LED floodlight fixtures across 6 poles (8 fixtures per pole), 50-foot Class 1 Wood Utility Poles pressure-treated with DCOI per AWPA P8-9A and AWPA U1 standards, cross arms, mounting hardware, and associated electrical items. Products manufactured in Japan that meet salient characteristics and qualify as Japanese qualifying-country end products are acceptable under DFARS 252.225-7001. A combination of U.S.-manufactured and qualifying Japanese-manufactured products is also acceptable if each item meets applicable salient characteristics and Buy American/Trade Agreement provisions. Brand names are listed only for certain items with specific standards; offerors may quote any commercial product meeting minimum specifications with supporting technical literature. Delivery is FOB Destination to either Hickam Air Force Base, Hawaii or the DLA Consolidation Point in Tracy, California. No pre-proposal conference or site visit was conducted, and no plan holders list or pre-bid sign-in sheet exists; interested vendors can monitor the solicitation on SAM.gov under Notice ID FA5215260Q03600001.

Question Answer

1 Is this for immediate procurement or a bid process. Immediate procurement.

Is there a DIBBS NSN for this? Or is this just a SAM thing? Unfortunately, we don’t have a bidding process in place outside of DIBBS. This acquisition is being conducted directly by the Air Force (766 ESS) via SAM.gov and is not hosted on DLA DIBBS.

Please confirm whether the Government will accept products manufactured in Japan that meet all salient characteristics and qualify as Japanese qualifying-country end products under DFARS 252.225-7001.

Yes. Under DFARS 252.225-7001 / DFARS 225.872-1, Japan is a designated Qualifying Country. Products manufactured in Japan that meet all salient characteristics and qualify as Japanese qualifying-country end products are acceptable.

Would the Government also accept a combination of U.S.-manufactured and qualifying Japanese-manufactured products within the complete lighting system?

Yes. A combination of compliant U.S.-manufactured and qualifying Japanese-manufactured products is acceptable, provided each item fully meets the salient characteristics and applicable Buy American / Trade Agreements / Qualifying Country provisions.

5 Please provide additional manufacturer part numbers/specs.

Brand names are only listed for certain items where specific standards were requested. For items without a listed brand name or part number, offerors may quote any commercial product that meets or exceeds the minimum specifications in the Salient Characteristics sheet. Offerors must include technical product literature (spec sheets) with their quote to demonstrate compliance.

Can CLIN 0001 be split, or will you accept a quote on the lighting and pole package only?

Currently, CLIN 0001 is evaluated as an all-or-none single award package for the complete system. Quotes must cover all items specified in the Salient Characteristics.

Must the poles be wood, or are engineered steel or aluminum sports lighting poles acceptable?

The requirement specifically calls for 50-foot Class 1 Wood Utility Poles pressure-treated with DCOI per AWPA P8-9A / AWPA U1 (Use Category 4B) to integrate directly with existing base engineering standards and field installation capabilities. Engineered steel or aluminum poles are not acceptable substitutes at this time.

3) The spec lists 48 fixtures but 6 cross arms, each rated for four fixtures — and the mounting hardware is quantified at one arm per pole. Should the arm count and hardware be 12 sets, or is the fixture quantity 24?

The requirement remains for 48 LED floodlight fixtures across 6 poles (8 fixtures per pole). To support this configuration, the quantities for cross arms, mounting hardware, and associated electrical items have been increased in the updated Salient Characteristics document attached to this amendment.

Could you kindly provide the shipping address where the items will need to be delivered?

Delivery is FOB Destination. Address: 647 FSS CC AF BPN NO MILSBILLS PROCESSES, BLDG 2060 900 HANGAR AVE RM 127 HICKAM AFB, HI 96853 UNITED STATES,or utiliing the DLA Consolidation Point in Tracy, CA (Defense Logistics Agency San Joaquin, 25600 S. Chrisman Rd, Tracy, CA 95376) for onward military shipment to Hawaii.

Are you able to email me the plan holders list or pre-bid sign-in sheet for this project?

There was no pre-proposal conference or site visit conducted for this supply-only procurement; therefore, no plan holders list or pre-bid sign-in sheet exists. Interested vendors can monitor the solicitation on SAM.gov under Notice ID FA521526Q00360001.
