About this file
This is a Salient Characteristics document for the Earhart Track Lighting Project, a supply-only purchase requested by the 647th Civil Engineer Squadron to install a sports and recreational lighting system at Earhart Track.
The project requires LED flood lights (48 units) with specific performance standards including 5000K daylight output at 39,000 lumens, 120-degree beam spread, minimum 85 CRI, IP65 weatherproofing, 110-277V input voltage range, built-in dusk-to-dawn sensors, 20KV/10KA surge protection, aluminum construction, and a minimum 2-year warranty with 90-day return policy. Structural components include six 50-foot Class 1 wood utility poles manufactured to ANSI O5.1 standards with DCOI preservative treatment (0.20 pounds per cubic foot minimum retention), and six 10-foot heavy-duty cross-arms (either pressure-treated wood or hot-dip galvanized steel) rated to support 60-80 pounds per arm with four pre-drilled 9/16-inch mounting holes. Cross-arm mounting hardware requires six complete galvanized steel kits per ASTM A153 standards, including 12 thru-bolts (5/8-inch diameter, 18 inches long), 12 flat braces (28 inches), lag screws, carriage bolts, and 24 square washer plates (2-inch x 2-inch). Electrical materials include six spools of 10 AWG THWN/XHHW building wire (500 feet each), one roll of SOOW portable cord (250 feet, 10 AWG), 50 segments of Schedule 40 PVC conduit (3/4-inch, 10 feet each), and associated fittings such as adapters, couplings, elbows, bushings, pipe straps, and lock nuts. Connectors and junctions include 12 six-port multi-tap connectors, 25 split bolt connectors, six weather-resistant junction boxes (10" x 10" x 6"), and 30 liquid-tight cord box connectors (3/4-inch). All materials must meet UFC and electrical code requirements to provide Class 3 illumination for the track and field, with "Brand Name or Equal" provisions allowing substitutions where specific manufacturers are identified.

SALIENT
CHARACTERISTICS
Earhart Track Lighting Project REQUESTER: 647th Civil Engineer Squadron
1. Rationale of Requirement
The 647th Civil Engineer Squadron has identified a requirement to install a sports and recreational lighting system at the Earhart Track. This is a supply-only purchase of materials necessary for military personnel from the 647 CES to execute the installation. The materials specified below are required to ensure compatibility with existing base infrastructure, meet UFC and electrical code requirements, and provide the mandated Class 3 illumination for the track and field.
2. Physical and Functional Requirements
The vendor shall provide the following materials, which must meet or exceed the minimum essential physical and functional characteristics listed below. "Brand Name or Equal" applies to items where specific manufacturers/standards are identified based on shop requests.
A. Illumination Components
LED Flood Light (Quantity: 48)
• Physical Dimensions: Fixture size must not exceed 15 in. (Length) x 8 in. (Width) x 6.5 in. (Height/Depth) to accommodate cooling, surge, and driver components.
• Voltage: Must feature an input voltage range of 110-Volt to 277-Volt.
• Automation: Built-in dusk-to-dawn sensor to enable automatic on/off operations.
• Output / Color Temperature: Must produce 5000K Daylight LED with 39,000 lumens for superior sports field visibility.
• Beam Spread: Must feature a 120° wide beam angle to adequately cover small-to-medium outdoor courts and tracks.
• Color Rendering Index (CRI): Minimum of 85 CRI to restore true colors, making the field fit for amateur games and daily training.
• Durability & Weatherproofing: IP65 dustproof and waterproof rated to resist rain, dust, and harsh outdoor conditions. Must feature a durable aluminum body to ensure structural stability and weather resistance.
• Circuit Protection: Built-in 20KV/10KA surge protection to shield the fixtures against voltage spikes (lightning/circuit surges).
• Installation Method: Must support standard hardwired installation.
• Warranty Support: Minimum 2-year limited warranty with a 90-day return policy for risk-free procurement.

B. Structural Components
Lighting Poles (Quantity: 6)
• Material & Standard: Must be Wood Utility Poles manufactured in accordance with ANSI O5.1 (latest revision).
• Preservative Treatment: Must be pressure treated with DCOI per AWPA P8-9A to a minimum net retention of 0.20 pounds per cubic foot per AWPA U1 for Poles Commodity Specification D, Use Category 4B (designed for heavy ground contact/high decay areas).
• Manufacturing Specs: 50-foot Class 1 utility poles. Minimum circumference: 27 inches at the top, 45 inches at 6 feet from the butt. Minimum diameter: 8.59 inches at the top, 14.32 inches at 6 feet from the butt.
• Preparation: Roof and tag only. No framing and no pre-drilled holes to allow custom field modifications by the installation crew. Must be plant-inspected and brand new.
Cross Arms (Quantity: 6)
• Dimensions & Rating: Must be a heavy-duty, 10-foot (120-inch) long electrical utility cross-arm. Standard cross-section dimensions of 3.75 in. x 4.75 in. Must be rated for heavy-duty structural/distribution use to support the dead-weight of four floodlight fixtures (approx. 60-80 lbs total per arm) and survive local high-wind velocity standards.
• Material: Must be pressure-treated solid wood (treated to AWPA standards compatible with the poles) OR heavy-duty hot-dip galvanized steel structural channel to prevent corrosion.
• Light Mounting Holes: Must feature at least four pre-drilled 9/16-inch mounting holes spaced evenly along the length of the arm to accommodate the standard mounting trunnions/brackets of the 300W LED floodlight fixtures.
Cross-Arm Pole-Mounting Hardware (Quantity: 6 Complete Sets)
• Requirement: To securely mount each 10-ft cross-arm to the round wood utility poles, the vendor must supply hot-dip galvanized mounting kits meeting ASTM A153 corrosion standards.
• Double-Arming/Thru-Bolts: Qty 12 (two per pole). 5/8-inch diameter hot-dip galvanized steel bolts, 18 inches in length (to fully penetrate the ~14 inch pole butt/top diameter and the cross-arm), complete with matching galvanized hex nuts.
• Flat Cross-Arm Braces: Qty 12 (two per pole). 28-inch hot-dip galvanized flat steel stabilizing braces to form a structural triangle from the pole body to the outer edges of the cross-arm, preventing tilting or shifting under wind loads.
• Brace Attachment Bolts: Qty 6 lag screws (1/2 in. x 4 in. galvanized drive/lag screws to secure the bottom of the braces to the wood pole) and 12 carriage bolts (3/8 in. x 4-1/2 in. galvanized carriage bolts to connect the top of the braces to the cross-arm).
• Square Washer Plates: Qty 24. 2-inch x 2-inch galvanized square washers with a 11/16-inch center hole to distribute pressure evenly on the wood surfaces and prevent the bolts from pulling through the timber under tension.
