Questions & Answers for RFQ FA521526Q0022 – Laundry Services

This is a Questions and Answers document for RFQ FA521526Q0022, addressing technical, operational, contracting, and pricing inquiries related to military laundry services at Joint Base Pearl Harbor-Hickam (JBPHH). The Government will award this as a Firm-Fixed Price (FFP) contract with estimated quantities (not firm commitments) distributed across 52 weekly pickup cycles. All items processed are training-use only with no exposure to chemical, biological, radiological, or nuclear (CBRN) contamination. Historically, there have been no damaged items requiring replacement, but if needed, deployed items would be replaced at cost and non-deployed training items at a flat $5.00 per item. The contractor is responsible for providing wheeled laundry bins, tracking wash cycles on JLIST care labels, procuring water-repellent finish chemicals, and conducting random sampling inspections. Pickup occurs during a compressed window (0630–0800 HST) at Building 2115 with full piece-count validation required at delivery. No site visits will be held, and all information is available in the Performance Work Statement (PWS).

The contract is subject to the Service Contract Act (SCA) with a Department of Labor wage determination for Honolulu, Hawaii to be issued. Pricing must be built on a per-item basis, not per-pound. Delivery fees apply only when soiled laundry is available for pickup; contractors should contact the Point of Contact (POC) to confirm pickup requirements if no laundry is available. The Government will sponsor contractor badges through the 647th Logistics Readiness Squadron (LRS) for multi-month or annual validity. The previous contract (N0060425D4002) is available on FPDS-NG as historical reference, and no Independent Government Cost Estimate (IGCE) will be provided. Applicable clauses and provisions are attached in SAM. Emergency callouts result in service rescheduling or cancellation rather than immediate mobilization. No minimum insurance requirements apply, and US citizenship restrictions apply only to personnel requiring base access, not off-base commercial facility operations.

Questions & Answers for RFQ FA521526Q0022

Technical & Operational Questions

• Question: Replacement Items o What is the Government's expected frequency and cost per replacement item (e.g., fleece jacket, sleeping bag, trousers)?

o Answer: Historically we have had no damages. If there were, the cost would be the price of the deployed items. For the non-deployed training items, it would be a flat $5.00 for each item regardless of what they are (i.e. trousers, coats, cotton gloves).

• Question: Historical vs. Estimated Quantities o Are the quantities listed in the solicitation based on actual historical usage, or are they estimated annual quantities for evaluation purposes only?

o Answer: Historical usage to base on estimated quantities.

• Question: Surge Workload o Are the itemized quantities in the pricing table intended to be processed as a single, large-scale surge event, or will the workload be distributed incrementally across the 52 weekly pickup cycles?

o Answer: Workload will be distributed across 52 weeks, however there is no guarantee to the amount per week.

• Question: CBRN/JLIST Contamination o Can the Government confirm that all items turned over for laundering will be exclusively "training use only" items that have never been exposed to live chemical, biological, radiological, or nuclear agents?

o Answer: Yes all laundering is training use, no contamination of any kind has been used during training events.

• Question: Decontamination Protocols o If an item is suspected of having hazardous contaminants beyond standard dirt and sweat, will the Government perform pre-decontamination, or is the contractor expected to isolate and return the item unprocessed?

o Answer: If this were to happen, the asset would be disposed of and not laundered.

• Question: Wash Cycle Tracking o The JLIST care labels require crossing off a number box with an indelible marker after each wash. Will the Government track and mark these cycles prior to turnover, or is the contractor responsible for inspecting and marking the garment labels?

o Answer: Contractor’s responsibility as part of their internal process.

• Question: Water Repellent Finish o Will the Government provide the chemical compounds/consumables required for the water-repellent restoration, or must the contractor procure these specialized agents commercially?

o Answer: Contractor will be required to provide.

• Question: Joint Inventory o Given the compressed pickup window (0630–0800 HST), will the Government allow a joint inventory based on sealed bin counts/bulk weight at the loading dock, with final piece-counts verified at the commercial facility?

o Answer: No, we’ve had no issues validating during the window-time upon delivery at our facility.

• Question: Emergency Callouts / Inclement Weather o What is the expected response time framework (e.g., hours from notification) for the contractor to mobilize vehicle assets and personnel to support emergency callouts?

o Answer: Laundry service will be rescheduled or cancelled for that week(s).

• Question: Loading Dock Access o Are there any vehicle length, weight, or height clearance restrictions for the access roads leading to Building 2115 at JBPHH that would prevent a standard commercial box truck from docking?

o Answer: No.

• Question: Minor Repairs o What is the historical percentage of turned-in items that typically require minor repairs?

Alternatively, will the Government establish a reasonable maximum cap per task order/batch beyond which repair labor becomes billable?

o Answer: 0%, we have not yet come across any minor repair.

• Question: Technical Capability Format o What specific documentation or narrative detail is required to satisfy the "Technical Capability" evaluation factor? Will a brief narrative demonstrating understanding of the PWS suffice?

o Answer: A more detailed technical approach is appreciated but, not required.

Contracting, Clauses, and Pricing Questions

• Question: Firm vs. Estimated Quantities (CLIN Volume) o Could you confirm whether the listed CLIN quantities are firm quantities to be delivered each year, or estimated quantities under a requirements type/IDIQ-style arrangement where actual volume may vary?

o Answer: Estimated Quantities.

• Question: Delivery Fee Execution o If the Government does not have any soiled laundry available for pickup on a scheduled Tuesday, is the contractor still authorized to invoice the flat delivery fee to cover vehicle, fuel, and driver mobilization overhead?

o Answer: No. Contractor should contact the POC to see if pick up is required.

• Question: DBIDS Sponsoring o Will the 647th LRS act as the official base sponsor to facilitate rapid processing of multi-month or annual contractor badges for delivery personnel?

o Answer: Yes.

• Question: Laundry Bins (GFP) o Will the Government ensure a 1:1 float exchange of empty bins at the time of pickup so the contractor can transport the soiled load without leaving clean laundry uncontained?

o Answer: Wheeled bins must be provided by the contractor.

• Question: GFP Liability o Under DFARS 252.237-7014, if a Government-furnished wheeled bin breaks down due to normal wear-and-tear, will the contractor be held financially liable?

o Answer: Wheeled bins must be provided by the contractor.

• Question: Inspection Methodology o What is the inspection methodology (100% inspection vs. statistical sampling)?

o Answer: Random sampling.

• Question: Option Period Pricing o Will the Government issue an amended pricing schedule for the option periods?

o Answer: We will post an updated combo with areas to include option pricing.

• Question: Site Visit o Is it possible to do a site visit?

o Answer: We will not be holding a site visit. All information and pictures can be found in the

PWS.

• Question: Pricing Methodology o Would the Government consider pricing these items on a per-pound basis?

o Answer: Pricing should be built on a per item basis.

• Question: Insurance Requirements o Are there any minimum insurance requirements?

o Answer: No.

• Question: Incumbent Information & IGCE o Has this requirement been previously awarded, and is there an IGCE range available?

o Answer: The previous contract N0060425D4002 can be found on FPDS-NG and can answer these questions. There is no significant change from that contract and this solicitation. No IGCE will be shared; the incumbent contract is the historical information.

• Question: Contract Structure o Will this be awarded as a Requirements Contract, an IDIQ, or a straight FFP purchase order?

o Answer: FFP (Firm-Fixed Price).

• Question: Period of Performance (PoP) o Could the Government explicitly define the base PoP and confirm if any option years are anticipated?

o Answer: No, we will not know the exact PoP start until award. There will be option years priced for this.

• Question: Off-Base Citizenship Restrictions o Does the US citizen/national restriction apply strictly to base access logistics, or does it extend globally to the subcontractor's off-base commercial facility?

o Answer: This only applies to base access.

• Question: Service Contract Act (SCA) o Is this subject to the SCA, and will the Government issue an amendment attaching the DOL Wage Determination for Honolulu, Hawaii?

o Answer: Yes we will add a wage determination.

• Question: Applicable Clauses o Section 9 references "Attachment 2" which was missing. Please provide the full clause list and confirm the Limitation on Subcontracting clause (e.g., FAR 52.219-14).

o Answer: Clauses and provisions are attached in SAM.
