4. Evaluation Criteria IAW 52.212-2
The Government will evaluate offers based on the following factors to determine which proposal represents the best value and is most advantageous to the Government, considering price and technical merit. Technical capability and price are of equal importance. These factors are described below:
1. Technical Capability (See attached Performance Work Statement and Site Photos)
2. Price
1. Technical Capability
This factor assesses the offeror's understanding of the requirement and their proposed approach to meeting it. The government will evaluate-
Understanding of the Requirement: The extent to which the offeror demonstrates a clear and thorough comprehension of the solicitation's requirements, including any specifications, standards, and performance criteria.
Technical Approach: The feasibility, effectiveness, and practicality of the offeror's proposed solution or methodology for fulfilling the requirements. This includes the methods, techniques, and resources they plan to employ.
Quality of Proposed Solution: The inherent quality of the proposed product or service, including its features, functionalities, and potential for long-term performance and reliability.

The Government shall consider your “DISCOUNT TERMS” to be NET 30 unless following block is marked and filled-in completely: Use the following DISCOUNT TERMS for ________% __________days.
8. Delivery Terms IAW FAR 52.211-9
FOB: Destination
(a) The Government desires delivery to be made according to the following schedule:
___30____Days After Date of Contract (ADC)
If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror’s proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government’s required delivery schedule as follows:
____30____ Days After Date of Contract (ADC)
Offeror’s proposed delivery schedule: __________ Days ADC
(b) Attention is directed to the Contract Award provision of this solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding:
• (1) Five calendar days for delivery of the award through the ordinary mails, or
• (2) One working day if the solicitation states that the contract or notice of award will be transmitted electronically.
(The term “working day” excludes weekends and U.S. Federal holidays.)
If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
