About this file

This Performance Work Statement (PWS) details a water filtration system installation project for the 611th Civil Engineer Squadron at the Kauai Astronomical Observatory in Kokee, Hawaii. The project requires installing a commercial off-the-shelf (COTS) water filtration system with UV disinfection in two bathrooms and a kitchen within building 1, including approximately 20-25 feet of new PVC piping and a comprehensive chlorination process. The contractor must complete all work within 4 weeks of contract award, perform system tests, conduct water quality analysis, and submit documentation verifying the system's functionality.

The PWS includes specific requirements for system components, installation procedures, and submittal documentation. Contractors must adhere to various safety and regulatory standards, including NFPA, OSHA, and EPA regulations. Entry to the Kokee Air Force Station requires U.S. citizenship, criminal background checks, and compliance with site security protocols. The project involves replacing existing water lines, integrating UV disinfection, and ensuring water suitable for general use, bathing, and food preparation. All project submittals must be accompanied by an AF Form 3000, and the final invoice must be submitted through the Procurement Integrated Enterprise Environment (PIEE) portal within 30 days of project completion.
