STATEMENT OF WORK

Wake Island Secondary Crash Network

611ACOMS-2023-00006-00001

Wake Island

611th Air Communications Squadron 21May2025

1. Scope: This Statement of Work (SOW) defines the effort required to furnish, configure, install and test into service a secondary crash network (SCN) system to support multiple Wake Island missions. This upgrade shall provide a completely standalone voice initiated and controlled mass notification system for up to 16 parties that directly support the Wake Island flying missions. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this statement of work (SOW). The Contractor shall comply with the current Telecommunications Industry Association (TIA) telecommunication installation and testing commercial standards, and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished.

1.1. Background: This site is maintained by a Base Operations Support (BOS) contractor. Any request for support (i.e. labor, equipment), the contractor may go directly to the BOS contractor in accordance with (IAW) the applicable site support letter. Any support from the BOS contractor shall be contracted directly with the contractor requiring support.

2. Applicable Documents:

2.2. Documents can be made available upon request.

3. Requirements:

3.1. General Requirements

3.1.1. Unless otherwise noted in writing by the CO, the CO is the only person with the authority to change, modify, deny or approve any part and has sole authority for all aspects of contract, SOW’s, contract changes, approvals, payments and project changes.

3.1.2. The Contractor shall provide all material, equipment, labor, supervision, housing, food, and transportation for material and to/from the job site required to accomplish the requirements of this SOW.

3.1.3. The contractor shall be responsible for all personnel and material transportation to and from the job site and any accommodations for the duration of the project.

3.1.4. Safety Requirements – The contractor shall adhere to all NFPA, OSHA, EPA and all federal, state and local regulations while performing the requirements of this SOW.

3.1.4.1. Asbestos Hazard – Asbestos is confirmed to be present in the facilities on Wake Island.

Asbestos was not found in the gypsum wallboard or ceiling tiles of Bldgs 1116, 1140, and 1502.

If asbestos or suspected asbestos containing materials are encountered, immediately stop working and notify the Government Project Manager.

3.1.5. Accident/Incident Reporting and Investigation – The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel. Notification shall be provided to the PRSC Det-1 office (315-424-2276). The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base POC. If the Government elects to investigate the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

3.1.6. Work Area(s) – At day’s end, the Contractor shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site if they are organized/stored in a manner that does not cause a safety hazard.

3.1.7. Security – Stated work and associated products shall be performed at the UNCLASSIFIED level. However, some of this work may take place in secure areas where Contractor employees must be escorted. The Contractor must coordinate access at least five (5) calendar days ahead of time.

3.1.8. Base Access – Access to Wake Island is restricted. The Contractor shall provide a valid driver’s license, date of birth, and social security number to the 611 ASUS SAR Office within 5 calendar days after schedule submission.

3.1.9. Operational Security (OPSEC) Requirements – Network infrastructure drawings are on the Wake Island Critical Information List and must be protected. The Contractor shall take appropriate measures to protect detailed information pertaining to the EFI&T effort, to include appropriate marking of documents as “Controlled Unclassified Information (CUI),” and ensuring limited distribution of documents and schematics/drawings to only those individuals with a valid need to know. In accordance with AFI 10-701, Operations Security, the contractor shall develop an OPSEC plan to ensure the protection of CUI data either furnished by the government or produced by the contractor.

3.1.10. Equipment Fuel – Ultra Low Sulfur Diesel and JP-5 are available on site to purchase.

See Attachment 1 base support letter, para 7.

3.1.11. All demolished and scrap materials used/generated in this project must be removed and disposed of in accordance with site policy.

3.1.12. All work must be completed within 365 days of award.

3.1.13. Contractor Personnel

3.1.13.1. Project Manager – The Contractor shall provide a Project Manager (PM) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation.

3.1.13.2. Site Point of Contact – The Contractor shall designate the Contractor's on-site team leader as the Site POC. The Site POC shall be on site during duty hours for the duration of the project, up to and until final acceptance by the Government PM and shall oversee all facets of the installation tasks. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

3.1.13.3. Personnel Requirements – The Project Manager and Site POC shall be able to read, write, speak, and understand English and shall be on site to coordinate permits, clearances, and receive shipments/material related to the task order.

3.1.13.4. Minimum Contractor Qualifications – All work shall be performed by an experienced Telecommunications Contractor. The Contractor shall have a minimum of 3 years of experience in Telecommunications Systems installations.

3.1.13.5. System for Award Management (SAM) – The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Installation via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://www.sam.gov.

SAM replaces the previous ECMRA application that was hosted on https://www.ecmra.mil. See https://www.dmdc.osd.mil/ecmra_splash/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the SAM help desk.

3.1.14. Transportation - For any travel of personnel and shipment of material and/or equipment, refer to Wake Island site support letter.

3.1.14.1. Personnel Travel – Due to the complexity of travel, a Not to Exceed (NTE) CLIN 0002 (Contract Line-Item Number) will be established for contractor personnel transportation to and from the site from contractor’s point of origin. Transportation covers labor, per diem, lodging, and travel expenses IAW the JTR. Total amount will be determined by the Government as mission need arises, current ceiling will be set at not to exceed $15,000. Prior to the Project Kickoff Meeting, the Contractor shall submit their proposed travel plan to the contracting office for review and discussion during the Kickoff Meeting. When 80% of the approved travel amount has been utilized, the Contractor shall notify the Contracting Officer and Program Manager Offices.

3.1.15. Third Party Support - Certain site-specific services may be available to the Contractor on a space available or limited basis. Types of support are detailed in the attached Wake Island site support letter along with required coordination and contacts for support.

3.1.16. Billeting - Refer to attached Wake Island site support letter.

3.1.17. Base Support – The Contractor shall identify any base support requirements (for example, laydown and storage areas) necessary to complete this project in their proposal. The contractor shall return all government furnished lay-down and storage areas to their original condition upon completion of the project.

3.1.18. Manuals and Practices – The Contractor shall provide the latest version of operation, installation, and maintenance manuals and practices/users guide for each system installed as provided by the original manufacturer with all new equipment.

3.1.19. Warranty – The Contractor shall provide a one-year workmanship warranty. The warranty period shall start from the date of system acceptance.

3.1.20. Restricted Access Areas – Wake Island has restricted areas where access is limited and requires Government escorts. The contractor shall coordinate with the 611th ACOMS/SCX fourteen (14) calendar days in advance for escorts and accessibility.

3.1.21. Post-Award Meeting (Project Kickoff Meeting) - The Contractor shall host the Project Kickoff Meeting to be held within 30 days of the Notice to Proceed (NTP). The meeting may be held on Joint Base Elmendorf-Richardson (JBER) or Microsoft Teams. The meeting date and time shall be coordinated by the Contractor no less than 15 days prior to the meeting date. The Contractor shall include the Government project delivery team and contractor personnel responsible for project execution and quality control. The purpose of the Project Kickoff Meeting will include, but not be limited to, identifying management goals, key issues, project scheduling, travel plan, and policies related to the project. The Contractor shall prepare and submit a meeting agenda for review. At the Project Kickoff Meeting, the meeting dates and times for additional meetings shall be discussed and tentatively decided. The Contractor shall keep records of each meeting, phone conversations and written correspondence (including email) affecting decisions relating to the performance of this contract. The Contractor shall produce draft meeting minutes, submit the minutes to all meeting attendees for review and comment, and finalize the meeting minutes. The post-award meeting is expected to last approximately 1 hour.

3.2. Specific Requirements: CLIN 0001

3.2.1. The Contractor shall EFI&T into service a SCN consisting of one (1) core system, two (2) initiator consoles, and four (8) drop phones. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. The Contractor shall comply with the current TIA telecommunication installation and testing commercial standards and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished.

3.2.1.1. The Contractor shall make the required intra-building fiber and copper cross connects within Bldg 1502, 1506, 1181, 1116 and 1140. All fiber on Wake is single mode with SC connectors. See Figures 1 and 2.

3.2.1.2. The SCN system must meet all requirements within DAFMAN 13-204 v2 and be compliant with The Trade Agreements Act (TAA) of 1979.

3.2.1.2.1. The SCN must be set up on a separate & independent network which allows it to remain operational when the base network goes down.

3.2.1.2.2. The SCN system shall be set up to record all conversations conducted using the system.

3.2.1.2.3. The SCN system shall be equipped to make simultaneous calls (conference call) to reduce the delay of emergency notifications.

3.2.1.2.4. The SCN system shall have a visual feature which activates as each two-way party on the SCN picks up the handset.

3.2.1.2.5. The SCN system shall have a noise reduction feature such as push-to-talk handsets or mute function to filter out background noise.

3.2.2. Bldg 1116 – Medical Clinic/Dorms

3.2.2.1. Medical Clinic – An SCN phone shall be installed in the Medical Clinic. The fiber optic transceiver (FOT) for the phone shall be installed in the Bldg comm room and connected through copper premise wiring to an ethernet wall jack in the clinic. The contractor shall install a 1 KVA, 110 VAC, 60 Hz UPS to provide emergency power to the FOT. See Figure 1 for path information.

3.2.3. Bldg 1140 – Fire Station

3.2.3.1. Alarm Room – A SCN initiator console and it’s two (2) associated phones shall be installed in the Fire Station Alarm Room. The contractor will provide and install a small computer UPS to provide emergency power for the initiator console. The FOTs for the initiator console and phones shall be installed in Bldg 1116. The comm 66 block is located on the 2nd floor common room (no room number). The contractor shall punch down an ethernet cable to the punch down block and run the cable through pre-installed conduit to the alarm room on the 1st floor. The contractor shall install an ethernet wall jack for the initiator console and phone to plug

in. The contract shall install a 1 KVA, 100 VAC, 60Hz UPS to provide emergency power to the initiator console. See Figure 1 for path information.

3.2.4. Bldg 1502 – Base Ops/Terminal – Each room will need a wall jack installed and cable ran directly back to room 204.

3.2.4.1. Room 204 (Main Comm Room) – The SCN Core Equipment shall be installed within equipment rack RR-1502-204-01. The contractor shall provide and install a 2KVA, 110 VAC, 60 hz UPS in the bottom of the cabinet. Electrical AC Supply for this UPS is a spare 220VAC, 2 Phase wall outlet behind the cabinet. Additionally, the contractor shall provide and install a 1U, 12 outlet PDU above the UPS for powering the SCN Core Equipment and FOT modems. Lastly, the contractor shall provide and install a shelf to securely mount all nine (3) FOTs.

3.2.4.2. Room 201 (Site Manager Office) – A SCN phone shall be installed in the Site Manager’s Office, Room 201, and connected to the SCN Core Equipment via approx. 70 feet of contractor ran CAT 5e premise wiring. See Figure 2 for path information.

3.2.4.3. Room 205 (Det Commander Office) – A SCN phone shall be installed in the Det Commander’s Office, Room 205, and connected to the SCN Core Equipment via approx. 90 feet of contractor ran CAT 5e premise wiring. See Figure 2 for path information.

3.2.4.4. Room 207 (Base Ops) – A SCN initiator console and it’s two (2) associated phones shall be installed in the Base Ops, Room 207, and connected to the SCN Core Equipment via approx. 115 feet of contractor ran CAT 5e premise wiring. The contract shall install a 1 KVA, 100 VAC, 60Hz UPS to provide emergency power to the initiator console. See Figure 2 for path information.

3.2.4.5. Room 121 (Fire Staging Office) – A SCN phone shall be installed in the Fire Staging Office, Room 121, and connected to the SCN Core Equipment via approx. 125 feet of contractor ran CAT 5e premise wiring. See Figure 2 for path information.

3.3. Test Plan – The contractor shall submit a written test plan that details how they will test the SCN system. In addition, the contractor shall submit written step-by-step and troubleshooting instructions to system operator(s) for conducting periodic system tests. The SCN system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service.

3.4. Onsite Training – Upon completion of the installation process, the Contractor shall provide user training to up to 12 site staff.

3.4.1. The Contractor shall provide the 611th ACOMS with the Training Plan (CDRL A003) at least 30 days prior to installation.

3.4.2. The Contractor shall provide step-by-step operational training on the utilization of all features of the new system.

3.4.3. The Contractor shall provide basic system troubleshooting training, to include setup, configuration, operations, user diagnostic, repair, and replacement to system maintainers.

3.4.4. Instructional sessions shall be permitted to be videotaped and retained for future training purposes.

3.4.5. Training materials, including any training slides, guidance, and documentation, shall be electronically provided to site personnel and 611th ACOMS. The Government shall retain the right to duplicate and distribute the training materials for future training purposes.

4. Submittals:

4.1 All project submittals must be accompanied by a completed AF Form 3000, Material Approval Submittal. All AF3000 will be submitted to the CO for signature. If there is a change in process or material, different from what was proposed and awarded, the CO or PM’s signature on the AF3000 does not constitute an approved change order. Any changes must be coordinated with the CO prior to submission of the AF3000 for signature.

4.2. The Contractor shall submit to the Contracting Officer and 611 ACOMS project manager a schedule timeline within 15 days of award for all major project milestones that include at a minimum: material orders, shipments, and project completion. Report any delays and upcoming problems and causes for concern. (A002)

4.3. The Contractor will provide an update to the schedule provided in 4.2 with any significant changes to 766 ESS and Project Program Manager (significant changes understood as changes that shift the schedule by more than 5 business days).

4.4. All required project close-out documentation submitted within 10 days of project completion, including:

4.4.1 Finalized DD Form 1354, Transfer and Acceptance of Military Real Property.

4.4.2 Red-Line and As-Built Drawings. The contractor shall submit drawing showing the “as built” configuration in Visio format, along with PDF format. The As Built Drawings shall include at a minimum the equipment locations, rack elevations, FODP/ethernet P/P, and port numbers. (CDRL A001)

4.4.3 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, overview system schematics and maintenance manuals and practices/users guide for each system installed, as provided by the original manufacturer with all new equipment.

4.4.4 Software and Licenses. The contractor shall provide a physical copy of all software to site personnel and 611th ACOMS/SCX. Licenses shall be provided to site personnel and 611th

ACOMS/SCX.

4.5 The contractor shall submit the project invoice in Wide Area Workflow (WAWF) through the Procurement Integrated Enterprise Environment (PIEE) portal, within 30 days of project completion and inspection, IAW DFARS Clause 252.232-7006 of the awarded contract.

4.6 Project completion is defined as all work has been completed IAW the SOW, all submittals required in Sections 4 above have been received/accepted by the Government and inspection/acceptance has occurred.
