About this file

This document is a Questions and Answers (Q&A) file for the Wake Island Secondary Crash Network solicitation (FA521525Q0015). The Q&A provides detailed clarifications about the project's technical requirements, installation specifications, and contractor expectations. Key details include the need to install a new Secondary Crash Network (SCN) system on Wake Island, with the system requiring a completely independent network infrastructure using single-mode fiber, supporting up to 10 communication endpoints (2 initiators and 8 drop phones), and capable of future expansion to 16 parties.

The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement by the Department of the Air Force Pacific Air Forces. Contractors must self-certify 3 years of telecommunication systems installation experience and understand the project's austere location constraints. The project involves installing network equipment across multiple buildings (1502, 1116, 1140), including fiber and copper cabling, phones, initiator consoles, and UPS systems. The contract requires a perpetual license, includes a $15,000 not-to-exceed travel budget, and mandates English-language training for up to 12 staff members. Contractors will be responsible for providing all materials, equipment, labor, and transportation, with installation work permitted Tuesday through Sunday from 0700 to 1700.

WAKE ISLAND SECONDARY CRASH NETWORK

Notice ID: FA521525Q0015

Questions and Answers

1. Would you please provide the applicable wage determination for craft labor?

The contract type for FA521525Q0015 is a commodity with incidental services/installation. Due to the estimated installation timeframe being less than 60 days, a wage determination is not required and will not be included.

2. Would you please clarify time zone for offer submission? SAM.gov states AKDT but the RFQ form indicates that it’s issued from Hawaii.

SAM.gov reflects Alaska time which is the local time for the contracting office. The contracting office’s DoDAAC is assigned to the contracting organization that is based in Hawaii. However, the due date and time is AKDT. SAM.gov only has Alaska Time as an option.

3. Would you please provide delivery instructions? If quotes are to be emailed, who should be the recipients?

Quotes and supporting documentation are to be emailed to matthewross.cruz.1@us.af.mil and Cc erick.shriver.1@us.af.mil by the response due date and time. In the event file(s) are too large, an offeror may request a DoD Safe drop off link.

4. Can any specifications or basis of design be provided for the SCN equipment package?

Specifications are provided in the SOW in 3.2.

5. Please clarify the IT requirements of the contractor, as it pertains to establishing an "independent" network for the SCN. I.e. Do we need to provide routers, switches, etc.? Or will we be given a pre-configured VLAN port on an existing switch? Can we assume any network equipment configuration (aside from the SCN system, which should be handled by that provider) will be performed by the AF?

Per 3.2.1.2.1 of the SOW, the SCN must be set up on a separate & independent network. The only component currently in place for this effort is the base fiber.

6. Is the independent Network to be created using the existing infrastructure or is the intent to bring a new separate fiber line to support the independent network.

mailto:matthewross.cruz.1@us.af.mil mailto:erick.shriver.1@us.af.mil

Base fiber is already run between bldg’s 1502 to 1506, 1506 to 1181, and 1181 to 1116.

Base copper is ran between bldg’s 1116 to 1140. The contractor will need to make cross connects within bldg’s per 3.2.1.1 of the SOW.

7. Please provide detailed information (part numbers & pictures, if possible) of the existing FODP and FOT's.

The part number of the Fiber Optic Distribution Panel (FODP) won’t change the requirement of the patch cable required for each cross connect, its single mode SC fiber (fiber requirement updated in revised SOW). The Fiber Optic Transceivers (FOT) are not already in place. Per the SOW, the Contractor shall install the FOT’s for each location they’re required.

8. Is the contractor to assume that manufacturer’s shop drawings will be acceptable in lieu of engineered stamped drawings.

The as-builts do not require engineer certification. Manufacturer’s shop drawings, or equivalent, would suffice as the as-builts.

9. Is it the intent of the USAF to Award All 3 Secondary Crash Network RFP’s to the same Contractor, to insure the all 3 project sites, Wake Island, Eareckson, and King Salmon have the same systems, components, critical spares, and training to all for continuity for all 3 locations.

This question is in reference to all 3 opportunities (FA521525Q0015, FA521525Q0016, and FA5215Q0017). These opportunities are solicited as separate requirements, will be evaluated independently and awarded independently. The basis of award for each contract is LPTA. If an offeror was the lowest price technically acceptable for all three

(3) requirements, a single offeror could receive all three (3) awards but this is not a requirement and could be three (3) separate awardees.

While the same product/manufacturer is ideal for all 3 contracts, it is not required.

10. 3.2.1.3. states the SCN must be set up on a “separate and independent” network which allows it to remain operational when the base network goes down. Please specify to what extent the SCN network is to be separate and independent. Figure 1 shows existing (in green) fiber optic cable originating at bldg. 1502 and connecting between bldgs. 1506, 1181, 1116 and 1118. It is assumed that this existing cabling is serving the base network. In order to provide a separate and independent network, is the intent to run new fiber optic cabling originating at bldg. 1502 and interconnecting between bldgs. 1506, 1181, 1116 and 1118 so as to be considered separate and independent from the existing Base network cable? Additionally, is the intent to reuse the existing copper cabling between B1116 and B1140 as shown on figure 1 or to run new “separate and independent” cabling between those bldgs?

Please specify if any additional new network equipment will be needed in B1502 Comm Room, other than SCN core equipment, in order to meet the requirement of a separate and independent network.

The only currently existing infrastructure that will be used will be base fiber, which isn’t part of the network. No equipment is in place nor provided, and none will be shared between the SCN and any other system on base.

11. Can all FODP’s and FOT’s shown on fig 1 be clarified as to what is new equipment provided by contractor and what is existing equipment?

All base fiber terminates in already existing FODP’s on each end. Contractor is not providing any FODP’s. Per the SOW, the Contractor will install all the FOT’s.

12. Please specify what type and how many strands for ALL new fiber optic cable shown on figure 1.

Each FOT requires 1 strand of single mode fiber.

13. Scope for B1506, 1181, and 1116 is not shown on the Table #1 Equipment location schedule and there is no other SOW language identifying the scope in these areas.

Fig 1 shows new cabling between FODP’s in these bldgs. Will there be any new SCN equipment needed in B1506, 1181, and 1116 or is the extent of scope only to run cabling between the FODP’s to carry the SCN network connectivity to the other buildings which will get SCN equipment installed?

Bldg’s 1506 and 1181 will only require fiber patch cables for cross connects. Bldg 1116 will require 3 FOTs…2 for the fire department in bldg 1140 and 1 for the clinic within bldg 1116. Bldg 1116 will also require a SCN phone.

14. Is the acronym “FODP” referring to a Fiber optic distribution panel?

Yes.

15. Figure #1 shows an FODP in B1502, room 114 with (3) new fiber optic lines being run from Room 114 FODP to (3) FOT’s in B1502, room 204. Room 114 and associated scope is not referenced anywhere else in the SOW or Table 1 Equipment location schedule. Is the extent of scope in room 114 limited to running 3 cables back to the FOT’s in room 204?

Room 114 is a comm closet that has the FODP for the fiber running to bldg 1506. No equipment relevant to this requirement exists nor will exist in room 114.

16. 3. 2.1.1. states contractor shall make the required fiber and OSP cross connects within and FROM bldg. 1502 TO bldg. 1118 and 1140 per fig 1 and 2, however figures 1 and 2 do not show any NEW fiber or copper from bldg. 1502 to bldg. 1118 or 1140.

Is the intent to use the existing underground fiber from B1116 to B1118 and the existing underground copper from B1116 to B1140 for the SCN equipment as shown of figure 1 or is any new cabling required between those buildings?

3.2.1.1 states the Contractor shall make all intra-building fiber and copper connections. I removed the OSP part that may have made things confusing. Please see revised SOW.

17. 3.2.1.2. states that the SCN must meet the requirements of DAFMAN 13-20,v2, can these specifications be provided?

Requirements are listed out from 3.2.1.2.1 to 3.2.1.2.5 within the SOW.

18. Confirm B1118 as one of the locations to receive the new equipment. Currently the “clinic” is located in B1116.

SOW has been changed to reflect Bldg 1116

19. Does the USAF have a preference for the SCN gear and equipment being proposed?

No preference as long as the requirements laid out in 3.2.1 are met

20. We assume it would be beneficial to the USAF to have the same product/manufacturer at each of the 3 locations to maximize usability, training, operations, repair.

This question is in reference to all 3 opportunities (FA521525Q0015, FA521525Q0016, and FA5215Q0017). While the same product/manufacturer is ideal for all 3 contracts, it is not required.

21. Will there be an effort to award these 3 similar contracts to one qualified contractor to help ensure uniformity in equipment and manufacturer?

This question is in reference to all 3 opportunities (FA521525Q0015, FA521525Q0016, and FA5215Q0017). These opportunities are solicited as separate requirements, will be evaluated independently and awarded independently. The basis of award for each contract is LPTA. If an offeror was the lowest price technically acceptable for all three

(3) requirements, a single offeror could receive all three (3) awards but this is not a requirement and could be three (3) separate awardees.

22. Figure 1 calls to use existing OSP Copper which is Cat 3. However this also calls for a FOTs in B1140 which would require fiber, is there existing fiber from B1116 to B1140? According to Figure 1 there appears to be existing Cat 3 Phone Cable.

There is not existing fiber between bldg 1116 and 1140 and there aren’t any FOTs in B 1140. The paragraph about 1140 was updated as it was mislabeled. The transition to copper would take place in bldg 1116 and then be transmitted over phone cable to bldg 1140. This is the only medium available to reach bldg 1140.

23. SOW 3.1.14.1 Personnel Travel: Can you confirm if the Not To Exceed number of $15,000 should include per diem and lodging associated with the travel?

The Not to Exceed amount for CLIN 0002 Travel, which includes labor, airfare, per diem, lodging, and other travel expenses, is $15,000. The offeror shall not include travel in their quote. The offeror’s quote will be adjusted to include the CLIN 0002 NTE amount of $15,000.

24. SOW 3.1.14.1 Personnel Travel: Can you confirm if the Not To Exceed number of $15,000 should include labor associated with travel times of our personnel (e.g. if they are traveling for 2 days would we include the labor wages associated with that travel in the NTE of $15k)?

The Not to Exceed amount for CLIN 0002 Travel, which includes labor, airfare, per diem, lodging, and other travel expenses, is $15,000. The offeror shall not include travel in their quote. The offeror’s quote will be adjusted to include the CLIN 0002 NTE amount of $15,000.

25. SOW 3.1.14.1 Should our travel costs included in the NTE number of $15K JUST include the travel costs from JBPHH to WIA or include the travel costs for our travel to JBPHH.

The Not to Exceed amount for CLIN 0002 Travel is $15,000. Travel includes labor, airfare, per diem, lodging, and other round-trip travel expenses from the point of origin to Wake Island. The offeror shall not include travel in their quote. The offeror’s quote will be adjusted to include the CLIN 0002 NTE amount of $15,000.

26. SOW 3.2.1.2.5: For the sake of keeping costs down to the government, we intend to make one trip out Wake Island for installation of the SCN system. This would restrict us from making a site visit prior to installation. Could the customer confirm the required distances required for cables prior to mobilization for the project?

Yes, this could be made available.

27. Is a specific SCN hardware vendor or model preferred or approved for this project?

No, as long as all requirements within the SOW (3.2.1 through 3.2.1.2.5.) are met.

28. Can you list preferred equipment vendors/manufacturers?

As long as all requirements within the SOW (3.2.1 through 3.2.1.2.5.) are met, there isn’t a preferred vendor/manufacturer.

29. Will you accept equivalents to preferred vendors/manufacturers?

As long as all requirements within the SOW (3.2.1 through 3.2.1.2.5.) are met. There is not a preferred vendor/manufacturer.

30. Can you provide preferred model numbers for each product requested?

As long as all requirements within the SOW (3.2.1 through 3.2.1.2.5.) are met, there isn’t a preferred vendor/manufacturer.

31. In section 3.2.2.1. Alarm Room, where it refers to a “small computer UPS to support emergency power to the initiator console, what size (KVA) is required for that system?

Both instances (Base Ops and Fire Station) will require a 1 KVA UPS.

32. In section 3.2.3.1. Room 204, does PDS refer to a rack-mounted Power Distribution

Unit (PDU)?

Yes, it will be a PDU.

33. Our standard minimum for copper data connections is CAT6. Is this acceptable in place of CAT5e?

CAT6 can be used as it’s backwards compatible. Minimum is CAT5e.

34. Are the new fiber connections to be single-mode or multimode cables?

All fiber is single mode.

35. What fiber interfaces are being requested at the FODPs and FOTs? LC, SC, or other?

All fiber across Wake uses SC connectors.

36. What are approximate distances between the following equipment:

a. B 1116 –

i. New Fiber Connections between FODP and FOTs.

A 5-meter cable is recommended.

ii. New Copper Connections between FOTs and Copper OSP 66 Block.

5-meter cabling is recommended.

b. B 1118 –

i. New Copper Connections between FOT to SCN Phone.

1118 is no longer going to be the destination for this fiber. It’ll be staying in 1116. SOW has been updated.

c. B 1140 –

i. New Copper Connection between Copper OSP 66 Block and Initiator

Console

ii. New Copper Connections between Copper OSP 66 Block and SCN

Phone.

A 15 meter cable is recommended.

37. Will the air cargo carrier accept transportation for Li-Ion and Lead Acid batteries to the island?

When shipping any hazardous cargo, a Material Safety Data Sheet (MSDS) will be required when dropping off with the Air Force.

38. Can you confirm availability and readiness of the 220VAC outlet for the core room

UPS?

There are multiple 220VAC outlets available behind the row of racks the system will be installed in. Pease see picture below.

39. Is new recording equipment/software required or will we interface with existing base systems for SCN call recording?

No part of this system currently exists other than base fiber (backbone fiber between bldgs.). The system will require new equipment/software to record.

40. Is the contractor responsible for ongoing monitoring or support beyond the 1-year workmanship warranty?

No. Ongoing support beyond the one year warranty will be provided by the base operating support contractor.

41. Is there sufficient space in the existing cable trays or conduit to support the new wiring, or will new pathways be needed?

There is enough room in existing trays.

42. How many staff members will the contractor need to train?

Up to 12. Reflected in updated SOW.

43. Are there any language or accessibility accommodations required for training materials?

All written/verbal training will be required to be in English.

44. Will any existing systems need to be taken offline in order to accomplish this work scope?

No. This system will be logically and physically separated from all other systems currently in place.

45. Are there any time-of-day or day-of-week restrictions for site access or installation work?

Contractors on island that can provide support work Tuesday through Sunday, 0700 to 1700.

46. What is being used for the Secondary Crash System right now?

Wake currently doesn’t have a secondary crash system.

47. What is being used for the Primary Crash System right now?

Wake currently doesn’t have a primary crash system.

48. Are you looking to upgrade an existing solution or fully replace existing solution?

Looking for a brand-new system. One doesn’t currently exist.

49. Is the solution required to be on the JITC APL?

This system isn’t going to touch the network at any point. It will be a completely standalone system. System just needs to meet the requirements in paragraph 3.2.1 –

3.2.1.2.5 of the SOW.

50. Are we required to use single-mode or multi-mode fiber?

Single mode. Existing single-mode fiber is compatible with simplex and duplex. Simplex is preferred but not required.

51. What is the type of termination connectors at the FODP panels?

SC

52. We are assuming you prefer IP Phones to analog phones, is that correct?

Phones only need to meet the requirements in paragraph 3.2.1 – 3.2.1.2.5 of the SOW.

53. How will the crash call be initiated? By simply taking initiator phone off hook, or initiator panel push button?

The SCN system only need meet the requirements set forth in paragraph 3.2.1 –

3.2.1.2.5 of the SOW.

54. How many total endpoints will be connecting for an emergency blast-dial? 3.2.1 says 2 initiators and 8 drop phones. So does that mean there will be 10 total people on the call?

The system will need to be able to support up to 10 people upon install, yes. Scope mentions “up to 16 parties.” This is to support future expansion.

55. Section 3.1.13.3: "And shall be on site to ... receive shipments/material related to the task order". Does that mean our Engineer has to be there when the CM arrives on the island?

This was meant to convey the site POC would be there when the cargo is accepted by the contractor from Supply, not when it actually arrives on the barge/air cargo. There will be a single point of contact for communication with the project manager. If there are any issues with the shipment, the site POC could convey this to the project manager and contracting officer. I removed “Project Manager” from this paragraph as this won’t necessarily be the same person.

56. Section 3.2.1.3: To confirm, no connection to the base network?

Although the SCN and base network may share the same infrastructure, the separation of spare fiber will ensure sufficient separation of the SCN from the base network so that if the base network goes down, it won’t affect the SCN. The SCN equipment must be kept separate and backed by a UPS where required. The SCN is an emergency system and cannot be beholden to the base network.

57. Figure 1: I think we actually need **4** fiber runs from switch at SCN out to B1116?

3 for the devices in B1140 and 1 for the phone in B1118. Is this correct?

There are only 3 available. Many FOT’s have 2 copper ports coming out of them, so one of them may need to be used. The bldg for the clinic has been corrected to 1116 in the latest SOW revision.

58. Figure 1: Distance of required copper runs between FOTs and copper OSP 66 block? Is the contractor required to provide that cabling?

The copper between bldg 1116 and the fire station is marked as existing. This distance is approx. 600 feet.

59. Figure 1: Distance of required copper run between FOT and phone in B1118? Is contractor required to provide that cabling?

This was corrected to bldg 1116 in the latest revision with required cable distances indicated. The existing copper between the two rooms is approx. 10 meters as it’s in the room next door to the comm room.

60. Figure 1: 3 copper (??? m) 66 Block to 2x phones and 1x initiator Building 1140 DO WE NEED TO SUPPLY THIS, or premise wiring already in place? It appears to be existing.

Some changes were made to the revised SOW with Figure 1 updated. The approx.

distance from the 66 block in bldg 1140 to the wall jack (also to be installed by the contractor) is 15 meters. This run isn’t existing and would need to be supplied by the contractor. There is then a further 3-meter cable that is needed to the device.

61. Section 3.2.2.1 Alarm Room. Infers premise wiring already in place? Do we need to supply/run?

This paragraph was updated in the latest revision of the SOW. The contractor will need to run the cabling from the punch down block to the wall jack (also to be installed by the contractor) in the Alarm Room. There is then a further 3-meter cable that is needed to the device.

62. Section 4.1: AF3000 submitted as part of proposal, or later?

The AF3000 requirement is effective Post Award. It is not required to be submitted with your quote in response to the solicitation.

63. Is there cable conveyance for us to pull cable?

A cable conveyance may not be available.

64. Is contractor required to supply all cabling and fiber required for this project?

When indicated on figure 1 and 2 that new copper/fiber is required, the contractor will be responsible for supply that cabling.

65. Will we have to bring power tools such as hammer drill and so on in order to pull cabling or can Base supply that?

Per 3.1.2, The Contractor shall provide all material, equipment, labor, supervision, housing, food, and transportation for material and to/from the job site required to accomplish the requirements of this SOW.

66. In building 1502, are there any firestops or other obstructions in the walls that we would need to penetrate in order to pull cable?

The contractor may encounter firestops and/or obstructions that may need to be penetrated. Due to the remoteness of the site, we recommend to contractor to plan accordingly.

67. Regarding power in building 1502, room 204 for equipment -Section 3.2.3.1 says “The contractor shall provide and install a 2KVA, 110VAC, 60hz UPS in the bottom of the cabinet. Electrical AC Supply for this UPS is a spare 220VAC, 2 Phase wall outlet behind the cabinet”. What does “2 Phase” mean? Does that just indicate that there are 2 different phases (red and blue per the picture on page 14) available, and the UPS should be powered by only one of them? What is the socket type for those power connections? (Hard to see in the picture)

Two-phase power refers to an early polyphase power distribution system using two circuits, where each phase is 90 degrees out of phase with the other. Better pictures are attached below. 6A and 8A refers to the circuit ID in the circuit breaker.

68. What type of purchase does the government want to make; Perpetual License based (capital expenditure) or Annual License Based?

A perpetual license.

File details come from the government source that posted it. Updated .
