Amendment 02

The Purpose of Amendment 02 is to:

Extend the RFQ date from 12 pm HST, 26 September 2024 to 10am HST, 27 September

2024.

Amendment 01

The Purpose of Amendment 01 is to:

1. Update Attachments: Added the “Questions and Answers” and “Salient

Characteristics For Jet Engine Trailer Mover” to the RFQ.

Combined Synopsis/Solicitation For

F-117 Jet Engine Trailer Mover

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a Request for Quote. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort.

No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

(ii) The solicitation/synopsis reference number is FA521524Q0018 and is being issued as a Request for Quotes (RFQ).

(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, 08/29/2024.

(iv) This notice is 100% Set Aside for Small Businesses. The North American Industry Classification System (NAICS) code is 333924 with a Small Business Size Standard of 900 Employees.

(v) Contractor will provide a quote with items, quantities, and units of measure utilizing the structure:

(vi) Refer to the Attached Salient Characteristics for a detailed description of requirements for the product being acquired.

(vii) Delivery 45 Days After Date of Award.

(viii) 52.212-1, Instruction to Offerors – Commercial, applies to this acquisition. With the following addendum:

52.212-1 Addendum

The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.

1. Pricing:

a. Please provide your proposed price for the requested product, based on the CLIN structure outlined in section (v) above. There is no page limit for this section.

2. Technical Quote:

a. The Technical Quote should be detailed and comprehensive. Please explain how your product meets or closely matches the salient characteristics specified in the attached document, Salient Characteristics. The quote will not exceed 15 pages in length.

(ix) FAR 52.212-2, Evaluation - Commercial Items Evaluation. The government will start the review with the lowest priced vendor and second lowest priced vendor. If both are determined to be technically acceptable no other quotes will be reviewed, and the lowest price technically acceptable quote will receive the award. The following factors will be used to evaluate quotes:

1. Price - the Government will evaluate the total price of the quote to determine price Fair and Reasonableness. There is no page limit for this section.

2. Technical Acceptability - The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Quotes will not exceed 15 pages in length.

(3) Allow response time for receipt of offers as follows:

(i) Because the synopsis and solicitation are contained in a single document, it is not necessary to publicize a separate synopsis 15 days before the issuance of the solicitation.

(ii) When using the combined synopsis and solicitation, contracting officers must establish a response time in accordance with 5.203(b) (but see 5.203(h)).
