About this file

This document contains questions and answers (Q&A) related to a solicitation for UPS maintenance services at Joint Base Pearl Harbor-Hickam. The solicitation number is FA521524Q0003, and the contract will service existing APC Galaxy 5000 and Galaxy VX UPS systems. Key details include:

The previous contract has expired, and there is no incumbent. The government is looking to add maintenance for two newer Galaxy VX UPS systems to the existing contract for the APC Galaxy 5000 systems. Batteries will need to be replaced, with Lithium-Ion batteries for the Galaxy VX UPS expected to have a longer lifespan than the existing Ni-Cad batteries. The government expects pricing to cover all parts and labor for the current systems, excluding battery replacements, as the newer Lithium-Ion batteries are still within their expected useful life. The contract is for the Department of the Air Force Pacific Air Forces.

Q&A UPS Maintenance

FA521524Q0003

1. What is the model and serial number the existing unit?

a. Galaxy 5000 UPS C1, Model 72-174002-00, Serial 3AFR24012001

b. Galaxy 5000 UPS C2, Model 72-174002-00, Serial 3AFR24009001

c. Galaxy VX UPS-B, Model GVXI1000KG, Serial U21836000879

d. Galaxy VX UPS-A, Model GVXI1000KG, Serial U21836001338

2. Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need?

a. Previously existing contract UPS C1/C2 now expired and there is no incumbent.

Currently we are trying to add a Newer UPS A and UPS B system already installed and operational to an older UPS contract (UPS C1/C2) that has expired FY2023. UPS and UPS B, that was a new install a few years ago (FY2019), had an equipment warranty that is now expired FY2023. Hence the requested add on of 2 more systems for a total of 4. UPS A, UPS B UPS C1, and UPS C2

b. Galaxy GVX and Galaxy 500 was installed by Schneider Electric IT.

3. If there is an incumbent, can the government please provide the most recent contract award number and contract value?

a. There is no incumbent as the contract has expired, but the previous contract was

FA521518P8051 valued at USD 230,738.14, awarded to Schneider Electric IT.

4. Can you clarify your expectation around the battery replacements and timing of which they will take place?

a. The contractors and field reps from Schneider had educated me that the life span of

Lithium Batteries is longer lived and has a better operational run time before depletion. That is why we went to Lithium-Ion Batteries plus the longer run time and smaller space that it resides in. I can add more batteries in a smaller space with longer run times. Unfortunately, with Ni-Cads that is almost as true, but the run times battery to battery is not as long. They have what we call a drop point. If you can compare that with a flashlight with Ni-cad batteries. The longer it runs the dimmer it gets. Lithium-Ion Batteries will run bright, till at one point will go dim and die. Surpassing the Ni-cad batteries in performance. Hence why at 5-8 years it is recommended to replace those batteries.

5. Is it acceptable for primes to provide a coverage model for all parts and labor to be included with the current system at no additional cost, excluding the batteries or will the coverage model have to include the batteries?

a. If the Primes include the batteries for both the Galaxy UPS and GVX UPS’s, the cost of the contract will go up and currently a waste of Govt Funding to replace those batteries (GVX UPS Lithium-Ion), since it was never recommended or noted to me. I have done lots of research and the original SOW that was submitted will suffice all my requirements. I cannot support our Govt to replace the GVX Lithium-Ion batteries, when they are young and fine. They (Batteries) are closely monitored, and they have performed well, this past year on several real world occasions. I have had no issues with what was originally submitted. We only need to replace the Ni-Cad Batteries at this time. In 4-5 years somewhere in FY29 or FY30. The Lithium batteries will need to be replaced. I do not expect or see any current issues with them at this time.
