About this file

This document is a Sole Source (Including Brand Name) Justification for a federal contract opportunity. The key details are:

The contract is for preventive maintenance services for an Uninterruptible Power Supply (UPS) system that supports sensitive electronic equipment at Joint Base Pearl Harbor-Hickam. The UPS system is a proprietary APC Galaxy 5000 model made by Schneider Electric, which requires factory-trained technicians to service. The incumbent contractor is Innovative Power LLC, the authorized Schneider Electric service provider. A Request for Information was posted to determine if there was competition, but other companies do not service competitors' proprietary equipment due to liability concerns. The contracting officer determined that a sole source justification is appropriate, as Schneider Electric holds the proprietary rights to the UPS system. The contract will include scheduled preventive maintenance, battery replacement, and 24/7 emergency service.
