QUESTIONS AND RESPONSES
Anti-Terrorism (AT)
Level II 26 October 2023
Question: On page 2 of Addenda to FAR as part of the proposal process, the government is requiring draft course material. Will the government consider removing this requirement as we believe this gives an unfair advantage to the incumbent. Especially since the course material is already government approved for the winning contractor to utilize.
“II. Offeror must submit draft instruction material. This material will include the following, in accordance with PWS 2.1 and 3.1:
• Course Outline
• Individual Lesson Plan
• Slides to Accompany the Lesson Plan
• Applicable Support Material as Needed”
Given, that questions are due on 23 October and the proposal is due on 30 October. Would the government make a decision prior to 23 October to remove the lesson plan content from being included in the proposal.
Response: The draft instruction material must be submitted as part of the proposal to allow the Government to judge the technical acceptability. The Government has decided to extend the proposal period from 30 October 2023 to 13 November to allow more time for the building of the draft instructional material.
Question: The PWS lays out the courses, location and student instructor ratio, however the number of courses and frequency of courses is not listed. Would the government provide the number of courses at each location for each year?
Response: PWS Paragraph 2. Scope, lays out the nine bases that will require this training. Each location will be visited once per option year with a max class size of 50 students.
Question: To save pages in the Part I volume and allow it to focus more on the Offeror’s technical approach, please confirm that the SF 1449 with blocks 12, 17a, and 30 a-c completed; the fill-ins and certifications and provisions; and the acknowledgment of amendments can be located exclusively in Part II-Price Proposal.
Response: The SF 1449 with blocks 12, 17a, and 30 a-c completed; the fill-ins and certifications and provisions; and the acknowledgment of amendments can be submitted as an appendix to Part I and will not count against the page limits detailed in the Solicitation documentation. This appendix can either not include numbering or restart the numbering to emphasize the different section.
Question: To ensure consistent price evaluation of all offerors, please provide an estimated contract start date.
Response: The Government plans to have this effort on contract by 30 December 2023.
Question: The Supplies or Services & Prices or Costs lists the travel CLINs (xx10) as FFP. The PWS designates travel as cost reimbursable. Please confirm that travel is cost reimbursable.
Response: In accordance with Section 5.4 of the PWS, travel is cost reimbursable and should not be proposed on.
Question: Please confirm that on the submitted Schedule of Supplies/Services for each CLIN, that offerors should provide no entry for the Travel CLINs (xx10), and that it should just remain blank.
Response: This is correct.
Question: Will government provide a DoD SAFE link with any associated code to upload draft instruction material and ensure no file size limitation?
Response: If the submission is too large to submit via email, then send an email to amanda.kimbel@us.af.mil NLT 1 hour prior to the submittal deadline. Further information regarding the submittal of the material will be provided at that time.
Question: Please confirm that Offerors should submit all the lesson plans, slides, and support materials for the full 40-hour course.
Response: Draft instruction material for the entire course should be submitted as part of the proposal.
Question: To ensure consistent price evaluation of all offerors, will the government agree material costs should be estimated at 50 books and course material CDs, including shipping, per event in the Materials CLIN (xx11)?
Response: The shipping costs should reflect transport of the materials to each of the listed bases for the course. Each location will be visited once per option year with a max class size of 50 students.

Question: Is there an Incumbent? and have they been performing sufficiently?
Response: This effort has been performed in the PACAF AOR. The previous contract was awarded to Integrity Management Consulting, Inc.
Question: With the many locations receiving AT training. Is there a preferred PACAF location for management staff to reside?
Response: This requirement is not for full time equivalents. The Government will not set a preferred location for the training staff to live; however, the trainers must be available to answer questions, coordinate with the bases, etc as needed during the course of the contract.
Question: Are there existing AT courses? And does the customer prefer new courses of instruction?
Response: There are existing AT courses; however, part of this requirement is for the selected contractor to develop the training they will teach over the course of the contract within the parameters set by the PWS for this effort.
Question: What is the AF PACAF certification process for new AT courses?
Response: After award, the contractor will submit the final course material to the customer, who will verify that the material aligns with the defined PWS requirements. It will then be sent to HQ Air Force for a final validation and approval.
Question: Are there any restrictions how many times a student can take the same course?
Response: In accordance with DODI 2000.16_DAFI 31-145, all antiterrorism officers must be AT Level II certified every three years.
Question: Does the customer want the vendors actual courses submitted?
Response: The draft instruction material must be submitted as part of the proposal to allow the Government to judge the technical acceptability. The Government has decided to extend the proposal period from 30 October 2023 to 13 November to allow more time for the building of the draft instructional material.
Question: Would the USG please reconsider the instructional material submission requirement given that Per the PWS page 4 - 3. DELIVERABLES 3.1. Training Course, "The contractor shall utilize an approved Level II Course of Instruction on file with the HAF/A4S and validated as an approved course of instruction in AFI 31-145." - since this is USG provide course curriculum it will represent an unfair advantage for the incumbent contractor. Please advise.
Response: The draft instruction material must be submitted as part of the proposal to allow the Government to evaluate the technical acceptability in accordance with the evaluation factors set out in the Solicitation. The Government has decided to extend the proposal period from 30 October 2023 to 13 November to allow more time for the building of the draft instructional material. The awardee will submit the final course material to the customer, who will verify that the material aligns with the defined PWS requirements. It will then be sent to HQ Air Force for a final validation and approval. This will validate the submitted instruction material as approved and it will remain on file.
Question: Will the USG please provide historical data for the last contract period regarding classes across each of the locations listed in the Schedule B / CLINs? Offerors need to have an understanding of the level of effort for estimating/bidding purposes. Also, please provide a schedule (date, location, number of students, etc. for all Offerors to bid against for apples to apples comparison of bids.
Response: Within the PWS, it shows the nine main operating bases that will require this training.
Each location will be visited once per option year with a max class size of 50. The trainers must be available to answer questions, coordinate with the bases, etc as needed during the course of the contract.
Question: Will the USG please provide Not To Exceed (NTE) "plug" numbers for the following:
