Section M, bids should address all such areas of evaluation.
Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
SECTION M, Evaluation Criteria For Award
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE PHYSICALLY
REMOVED FROM ANY RESULTANT AWARD
M.1. Introduction.
This section outlines the criteria the Government will use in evaluating the bids received in response to the
SABER IFB.
M.2. Number of Contracts to be awarded.
The Government intends to award a single SABER IDIQ contract for the Territory of Guam and Hawaiian Islands, but reserves the right to award a separate contract for each location should that result in a lower total evaluated price.
M.2.1 The "Total Evaluated Price" will be based on the sum of the proposed coefficients for the Territory of Guam and/or Hawaiian islands times the estimated workload value for the entire duration of the IDIQ.
M.3. Basis for Contract Award.
In order to be considered for award, the Bidder must be determined responsible (as described in FAR 9.104), meet all solicitation requirements (including terms and conditions), and have the lowest total evaluated price.
Per FAR 14.101(e) "an award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government".
M.3. 1 Responsiveness: In order to be determined responsive, a bidder shall:
a. Submit Financial Information
b. Submit Notarized Bonding Letter
c. Registered in SAM under appropriate NAICS code as an 8(a) with a bona fide office in Guam and/or SBA Hawaii District Office (HDO), and
d. Conform to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, submissions, and all other information required by solicitation.
M.3.2 Unbalanced Pricing.
The Government will analyze the coefficients to determine whether proposed prices are unbalanced pursuant to FAR 15.404-1(g). Bidders are cautioned against submitting an offer that contains unbalanced pricing.
Unbalanced pricing exists when, despite an acceptable TEP, the price of one (1) or more coefficient is significantly over or understated. The Government will analyze bids to determine whether they are unbalanced with respect to price, variable quantity matrix factors, and separately priced line items, and option prices. A bid may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the
Government.
