Q1. To what extent will the components be disassembled upon receipt? Please define if less than “fully disassembled”.

ANSWER: Components will be fully disassembled for the contractor and will not have to remove anything.

Q2. Is it to be assumed that all subassemblies attached to the trailer body is being requested? i.e.

wheel hubs, tow bar, leaf springs, tie-rods..etc. *Itemized list would be optimal, preferably excel worksheet.

ANSWER: The trailer body will include: 1 Trailer Body, 1 Front Pivot Assembly with Tool Box, Rear Pivot Assembly, 1 Front Axle, 1 Rear Axle, and 1 Tow Bar.

Q3. Logistics flow – Is there a minimum amount of items available to ship when made ready or disassembled?

EXAMPLE: Would one MAAS trailer be accompanied by subassemblies, BAK-12 engine base and chain guards? There has to be a min/max of items available within a given timetable for shipment from port in order to be economically sufficient.

ANSWER: Typically, one trailer assembly, one BAK-12, one chain guard and 2 hardback/rings will be together since they will be disassembled at the same time. Under normal operations, the Government would be able to hold two BAK-12 bases, 2 chain guards, 4 hardback/rings and when possible 2 fairlead beams for an order; however this is not guaranteed and the IDIQ will still state one component as the minimum order.

Q4. Would the contractor be able to specify preferred method of palletization or freight application to be used for shipment when being prepped by end user? EXAMPLE: MAAS trailer bodies are preferred to be placed on a “flat-rack” to expedite port to port and port to carrier handling.

ANSWER: Normally if the items fit on a pallet we will utilize that. The bigger parts are put on dunnage and transported. This was done for local vendors. The Government is willing to deliver items to the contractors designated cargo contractor and would have to work with them for final shipping configurations.

Q5. Will the contractor still have to provide man hours utilized for performance of services if “firm fixed” is stated? If yes, please specify method and brief description.

ANSWER: The manpower reporting requirement is mandated for all service contracts. This was mandated by Congress and implements Section 8108 of Public Law 112-10 of the Department of

Defense and Full Year Continuing Appropriations Act of 2011. Contractors will report labor executed during each Fiscal Year which runs from 1 Oct through 30 Sep of each year. All data will be reported at http://www.ecmra.mil no later than 31 October of each calendar year. Any specific questions regarding this website should be directed to the CMRA help desk.

Q6. The North American Classification System assigns businesses a number by the type of work that they perform and a business can request a number change once every five years is what I have been reading. The code does not appear to be a certification of a standard that needs to be achieved such as the NACE certification which covers Sandblasting and Coatings. We have a two Nace Level two inspectors on Staff to insure a top quality product.

Is it possible that you have these two acronyms mixed up?

ANSWER: No. The NAICS code 811121 was assigned to this requirement because the painting and sandblasting represent the majority of the work and the equipment is fully disassembled by the

Government prior to the contractor taking possession. The NACE certification was not specified. Also, NAICS codes under your System for Award Management (SAM) profiles can be updated at anytime. If the code is not listed by the closeout date of the RFP, just show proof you are working with SAM to have this updated. We are aware that changes may not take immediately.
