About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force on September 3, 2026.

The amendment modifies solicitation FA520926Q0086 to FA520926Q00860001 and updates three key documents: the Performance Work Statement (PWS), the DD Form 254 (security clearance form), and FAR clauses 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation of Commercial Items). The PWS attachment was updated from August 19, 2026 to August 31, 2026, and the draft DD254 was finalized with the same date update. The solicitation is for commercial services under FAR Part 12 procedures. Quoters must submit responses in three parts: Part I (Summary and Miscellaneous Data including completed SF 1449), Part II (Technical Offer not exceeding ten pages with proposed candidate resume and staffing/management plans), and Part III (Price with completed Schedule of Supplies/Services for all CLINs except X002). All quotes must be submitted electronically via email to anju.bilyk.jp@us.af.mil and kaori.kanematsu.jp@us.af.mil in Microsoft Word, Excel, or Adobe PDF format only.

Evaluation will be based on two factors: Technical (contractor employee qualifications including base access/clearance capability, educational level, relevant experience in financial support roles, and financial management certifications; plus staffing and management plan quality) and Price (ranked by Total Evaluated Price for CLIN X001 including all options except X002, with price realism analysis reserved). Award will be made to the offeror representing best value to the Government. The amendment was signed by Contracting Officer Kaori Kanematsu on September 3, 2026. The issuing office is located at Unit 5228, APO AP 96328-5228.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clause modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) Jan 2026 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Technical

2. Price

(b) Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

Addendum to FAR 52.212-2, Evaluation - Commercial Products and Commercial Services The following is inserted as new paragraph (d) of the provision:

(d) Basis for Contract Award:

Award will be made to the offeror that represents Best Value to the Government in accordance with RFO FAR 12. The Government will evaluate both technical and price.

Will select the quote that provides the overall best value to the government that meets all solicitation requirements and offers a fair and reasonable price. By submission of its quote IAW the instructions provided in clause FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, the quoter accedes to all solicitation requirements, including terms and conditions and representations and certifications. Failure to meet a requirement may result in a quote being determined unacceptable.

The evaluation process will include the following:

1. Technical:

1-1. Contractor Employee Qualification:

The Government evaluates the proposed candidate's qualification IAW the attached PWS to determine technical acceptability and overall capability. The evaluation will assess the following aspects.

a. Base Access and Clearance: Ability to meet and maintain necessary security clearances and base access requirements.

b. Educational level: Verification of required degrees.

c. Experience: Demonstrated relevant experience and historical performance in similar financial support roles.

d. Financial Management Certifications: Possession of certificates IAW the PWS.

Note on Candidate Verification: The Government reserves the right to contact the proposed candidate directly using the information provided during the evaluation process to verify resume accuracy, credentials, and availability.

1-2. Staffing and Management Plan:

The quoter shall provide a staffing plan addressing the approach to staff, retain, and manage a qualified and capable workforce to successfully accomplish the PWS requirements. The plan shall assign appropriate labor categories and personnel with resumes demonstrating the knowledge, skills, experience, and training necessary to perform the requirements.

The management plan should also address leave and sick day coverage for staff personnel.

2. Price: The Government will rank all quotes by TEP for Contract Line Item Number (CLIN) X001 include all options except for CLIN X002 (and corresponding CLINs under options). The price evaluation will document the fairness and reasonableness of the TEP. The Government reserves the right to perform price realism analysis. If the Government elects to perform a price realism analysis, the Government reserves discretion over the method within which it performs its price realism analysis. If the Government elects to perform a price realism analysis and finds a proposal unrealistic, the Government may withhold award to that quoter.

Total Evaluated Price. A TEP will be computed for each quote in order to meet the requirements of FAR Parts 6 and 17. The price of a six-month extension authorized by FAR 52.217-8, Option to Extend Services, will be added to the proposed price for each potential contract performance period.

The TEP is a two-part computation.

2-1. The quoter's total quoted price will be determined by multiplying the quantities identified in the Pricing Schedule (SF 1449, continuation of blocks 19 - 24) by the unit price, limited to two decimal places, for each CLIN to confirm the extended total amount for each CLIN; the sum of all extended amounts will be the quoter's total quoted price.

2-2. The total quoted price (total amount for CLINs X001) plus the sum of FAR 52.217-8 formula (shown below) will constitute the TEP.

Evaluating the Option CLINs does not obligate the Government to exercise the Options.

Note: *0.5 is the multiplicative factor used to derive the 6 months quantity value.

Option Year 2 = CLIN Extended Amount x 0.5* Option Year 1 = CLIN Extended Amount x 0.5* Base Year = CLIN Extended Amount x 0.5*

Quoters are cautioned to submit sufficient information and, in the format, specified in FAR 52.212-1 of this solicitation. The Government intends to award a contract without further interchanges with quoters. Consequently, quoters are highly encouraged to quote their best quote in their initial submission. However, the Government reserves the right to have interchanges with any or all quoters, if it is determined advantageous for the Government to do so. This statement is not to be construed to mean that the Government is obligated to have interchanges with every quoter (note that FAR Part 12 evaluation procedures are not subject to FAR Part 15 procedures, therefore competitive negotiations are not applicable). A quoter may be eliminated from consideration without further interchanges if its quote is not among those considered most advantageous to the Government based on a best value determination.
