About this file
This document is a contract clause addressing contractor access requirements to Department of the Air Force installations.
Contractors must obtain base identification and vehicle passes for all personnel making frequent visits or performing work on Air Force installations, with personnel required to wear or display identification badges at all times while on base. Contractors shall submit a written request on company letterhead to the contracting officer that includes the contract number, work site location, start and stop dates, names of employees and subcontractor employees requiring access, and identification of individuals authorized to sign for credentials or passes. The contracting officer will endorse the request and forward it to the base pass and registration office or Security Forces for processing. At the registration office, authorized contractor representatives must provide a valid driver's license, current vehicle registration, and valid vehicle insurance certificate to obtain vehicle passes, along with any additional local security procedure requirements. The contractor bears ongoing responsibility for obtaining identification for newly assigned personnel and promptly returning credentials and passes when employees no longer require access. For work requiring unescorted entry to controlled or restricted areas, contractors must comply with DAFI 31-101 and DoDMAN 5200.02/DAFMAN 16-1405/DAFGM 2026-01. Upon contract completion, termination, or pass expiration, the prime contractor must ensure all base identification passes are returned to the issuing office. Additionally, contractors must provide after-hours contact information for personnel whose normal place of duty is on a Department of Defense installation or facility in the Emergency Mass Notification System and comply with DAFI 10-206 requirements. Failure to comply with these requirements may result in withholding of final payment.
