Solicitation No. FA520924Q0077
Japanese Cultural Awareness Instructor, Yokota Air Base, Japan
No. 1
Question: Our company has a strong candidate for this position. However, the candidate does not hold a certificate in different aspects of Japanese culture, such as a tea ceremony, as specified in the solicitation although the candidate has ample experience in English – Japanese translation/interpretation and teaching Japanese culture to private corporations as well as government entities. The candidate’s family member, who is an elder, does possess such a certificate. In this instance, would it be an acceptable approach for this opportunity that the candidate would serve as a coordinator and arrange for a certified instructor to teach special lessons?
Answer: A candidate must meet the criteria specified in the Performance Work Statement (PWS), paragraph 2.
Therefore, any education requirements, license/certificate, experience, knowledge, etc., that other than a candidate possesses are unacceptable and will not be considered for award. The Government will evaluate an offeror’s quote in accordance with the evaluation criteria specified in the Standard Form
(SF) 1449, FAR 52.212-2.
No. 2
Question: Our company has reviewed the SAM.gov and noted that the submission due date is Sep 17, 2024, at
03:00 pm, Japan Standard Time (JST). Could you please confirm if this date is correct and if there have been any updates or amendments that may not have been posted yet?
Answer: The Government issued Amendment 0001 on 10 Sep 2024 and posted it in the SAM. The offer due date/time remains unchanged.
