[id=1073834, AwardId=512521, MiscellaneousText=, CSIDivision=, CSISection=, Section=M, FormattedMiscellaneousText=

The following procedure will be used to evaluate offerors in accordance with FAR 13.106-2:

(i) Past Performance Evaluation: The Government will evaluate recent and relevant performance information on all offerors based on (a) the references provided by the offeror, and (b) any past performance information obtained from survey/questionnaires (Attachment 4), and (c) any data independently obtained by the Government. Each item listed on the questionnaires must be rated as equal to or more than "Satisfactory." Only the offer with "Satisfactory" or "Very Good" or "Exceptional" rating past performance is the subject to the next step described on the paragraph (ii) below. Also, each performance must satisfy the recency and relevancy of the record to be evaluated. The recent past performance information includes contract performed and/or being performed for any customer within the last three (3) years prior to the issuance date of this solicitation. The relevant contract, as a prime contractor, includes contract performance and/or being performed for one or more of the following works:

Paint Removal from Airfield Pavements

Sealing Cracks in Asphalt Paving; and/or

Pavement Markings

(ii) Price Evaluation: All offers satisfied the Paragraph (i) above will be evaluated on their price proposal. All items listed on the item list as referenced in the Attachment 2 will be evaluated the completeness and reasonableness of the proposed price. Incomplete and/or unreasonable offers are subject to be rejection/eliminated from further consideration.

(iii) Award Decision: After proposals are evaluated as stated above process, the Contracting Officer will make the final award decision.

Offerors are cautioned to submit sufficient information and in the format specified in FAR 52.215-1 of this solicitation. The Government intends to award BPAs without further communication with offerors. Consequently, offerors are highly encouraged to quote their best proposal in their initial submissions. However, the Government reserves the right to exchange information with any or all offerors, if it is determined advantageous for the Government to do so. This statement is not to be construed to mean that the Government is obligated to communicate with every offeror (note that FAR Part 15 procedures do not apply to FAR 13 procedures, therefore formal discussions are not applicable). An offeror may be eliminated from consideration without further correspondences if it's offer is not among those considered most advantageous to the Government based on a best value determination.
