マーキング資材の規定がASTMとなっております。日本製品を

代替品として使用することは可能でしょうか? It is stipulated that the marking material regulations are subject to ASTM. Can Japanese products be used as an alternative?

Paint and beads need to be compliant with the Federal Specification provided. If Japanese Product manufacturer can provide evidence that their product meets the federal spec requirements, then their product can be used. Will need to provide evidence to the government. Most likely, american product will be easiest to provide evidence of compliance with TT-P-1952F.

の記載がありますが、使用資材はUS材でなければいけないので

しょうか? There is a reference to Buy American-Supplies on p. 15 of Solicitation, but does the material used need to be US material?

Yes if the material is applied to FAR 25.002

もし輸入材が要求される場合、材料費と別途輸送コストが必要

となります。数量によってはこの輸送費の割合が大きくなる可

能性がありますが、どのようにコスト分配をすべきかご教示く

ださい。 If imported material is required, there will be a separate transport cost needed to the material cost. The proportion of transport costs could be significant depending on the quantity. I would appreciate it if you could indicate how the costs should be distributed.

I recommend potential shipping costs for paint and beads be included and spread out in the unit price for the paint. Ex. If 1 gallon of paint covers 10 square meters, and it cost 20$ to ship one gallon from the states, then $20/10SM = $2 per SM. Increase your unit price of paint per SM by $2. Just an example.

請負業者の業務としてF-103等の申請業務は含まれますか? Does the contractor's work include the filing of F-103s and other applications?

Yes, contracors will need to submit form 103s identifying dates and areas where construction or laydown areas will be. Laydown areas will be agreed upon prior to submittal of 103. Form 103 is standard notification of Work Clearance for all affected parties and buildings.

5 Section 32 17 23

There is no description with paint color. On the attachment 2 price list as well. I believe each color have different material cost.

Would you provide what color to be used for the price list?

It is not our intent to identify a cost for each color. 1 Cost shall cover the potential to use any standard pavement color. White is going to be the majority of the color that is used, but we may also require other standard pavement colors such as black, yellow, and red. Recommend pricing for the most expensive color, and then bidding lower for each task order if a cheaper color is required. Or set an average price that the contractor is comfortable with, knowing that the majority of the work will be white paint.

6 Section 32 17 23

Regarding letter and number painting, there is no items on the price list. Those letter and number will be required as new price items?

Paint price is by Square Meter. The surface area and size of the markings should be incorporated.

Section 32 01 11 51

1.6.6 Water

Water blasting equipment needs clear water to avoid nozzle trouble. Is the water from hydrant clean and no dirt?

Water hydrant water is potable water and is supplied from same source as drinking water. Recommend running for a few seconds before using, but there should be no dirt.
