FA5209-20-Q-NJ01 374 CONTRACTING SQUADRON (374 CONS) SHAREPOINT APPLICATION
Questions and Answers* – v2 09/25/2020 (Japan)
CS = Contract Specialist CO = Contract Officer V = Vendor
1. What type of contract/purchase are you anticipating awarding (Cost reimbursable, T&M, FFP)?
a. CS: FFP, Firm Fixed Price
2. Are you able to grant a one-day extension
a. CS: Are you asking for one business day extension or a calendar day extension.
b. V: 1 calendar day
c. CS: Yes, we will amend the announcement and extend the deadline to Sept 26, 1700 (Japan Time)
3. What is the level of effort to be performed at each location (Japan & Hawaii)
a. CS: The system is actually located here in Japan, our headquarters is in Hawaii. We cannot assess how much effort it takes one company to finish the changes to SharePoint as opposed to the next. Right now we use excel sheets and would like to have that data added to SharePoint with a top level dashboard or easy measures. This was not specifically stated because we mainly want to purchase a solution but do not want to dictate how we get there as long as it is in compliance. This is why one of the lines of effort is to establish a baseline of our existing data (several excel sheets). CONS will leverage the tedious parts such as data entry from existing technical team.
4. Under 2.0 Deliverables it states “SharePoint Resource Management Application System Specification Report(s) + Training Material(s)” which would lead me to believe that you are only seeking reporting and training materials development but the Lines of Effort section above also discuss the assessment and reengineering of the technical components as well. Based on your response is it safe to say that all of the above is in scope?
a. CS: That is correct. Technical components = SharePoint application, training materials = CONS needs to know how to update data without the continued assistance of the vendor. With these two items our technical team should be able to provide different Units Leaders the ability to pull a report from CONS data that is in the SharePoint application.
5. Will you provide SOFA support?
5. CS: No
6. Why isn’t the period of performance longer?
6. CS: CONS anticipates that because there is existing data and assigned organic team (in house labor assistance) these changes to SharePoint will not take long. We are attempting to mitigate the vendor risks that may occur with the Yokota Air Base SharePoint cloud migration.
