MARKET SURVEY
Q1. The attached business licenses and/or permits listed in the qualifications table may be required to perform SABER projects. The list will change based on the each project, and also may expand as needed.
Do you have other licenses/permits that the Government should consider?
Do you have any concerns/issues meeting some of the licenses/permits? If so why?
Q2. Is your firm currently, or does your firm have experience, doing business with the U.S. Government?

Q3. The U.S. Government may include following the Air Force and Army installations listed below in the requirement.
U.S. Air Force Installations:
- Yokota Air Base (ZNRE), Fuchu Communication Site (HMFP), Tama Recreation Area (WRFD), and Yuki Radio Relay Site (ZQUG) in Tokyo Prefecture(東京都:横田基地、府中通信施設、多摩サービス補助施設、八王子由木通信所)
- Tokorozawa Communication Site (WYHL), Owada Communication Site (SQDW), and Momote Annex (QNMU) in Saitama Prefecture (埼玉県:所沢通信施設、大和田通信所、桃手米軍施設 (キャンプ朝霞留保地)
- Sofu Communication Site (VWMT) in Yamaguchi Prefecture (山口県:祖生通信所)
- Fukuoka Airfield at Itazuke AA (LQZN) in Fukuoka Prefecture (福岡県:板付飛行場)
- Narita Air Terminal (RGQN) in Chiba Prefecture (千葉県:成田空港内施設)
- Chitose Auxiliary Annex (DSCV) in Hokkaido Prefecture (北海道:千歳補助施設) U.S. Army Installations are:
· Camp Zama (CZ), Sagamihara Family Housing Area (SFHA), Sagami General Depot (SGD), and Yokohama North Dock (YND) in Kanagawa Prefecture (神奈川県: 座間基地、相模原ファミリ-ハウジングエリア、相模供給廠、横浜ノースドック)
· Akasaka Press Center (APC) in Tokyo (東京都:赤坂プレスセンター)
· Kure Pier 6, Akizuki Ammunition Depot (KAD), Hiro AD (HAD), and Kawakami AD (KAD) in Hiroshima Prefecture (広島県:呉ピア6、秋月弾薬廠、広弾薬廠、川上弾薬廠)
· Shariki Communication Site (SCS) in Aomori Prefecture (青森県:車力通信施設)
· Kyogamisaki Communication Site (KCS) in Kyoto Prefecture (京都府:経ヶ岬通信施設) or in the general vicinity in support of U.S. Government requirements.

Q4. Which do you prefer: Single Award or Multiple Award?

Q5. If the multiple award approach is used, SABER will have a couple of companies, which means that there will be competition among awardees to receive work for each task order. Is your firm capable of supporting this strategy? How would you provide that support?
Q6. The benefits that the Government obtains from having a couple of companies in the SABER contract will be substantial in regards to reducing the project cost for each task order by promoting competition. Do you perceive any other benefits that the multiple awards will bring that were not previously mentioned? Also, please explain the detriments, if any.

Q7. SABER will use one of the following options for pricing coefficient structures. Which would your company prefer?
[ ] Consolidated coefficient that includes the four work categories, Architectural, Civil, Mechanical and Electrical work together; or
[ ] A separate coefficient for each work category.
Q8. If your company chose the consolidation coefficient that includes all categories (response to question #7), what are some of the perceived benefits to your company and the contracting activity gained from this strategy? In terms of cost, what perceived percentage of cost savings would be realized by taking this strategic approach?
Q9. If your company made the other choice (a separate coefficient for each work category), again, what are some the perceived benefits to your company and the contracting activity gained from this strategy?
Q10. Would your company support a tiered coefficient? The coefficient would include all costs besides the material cost and would be increased or decreased depending upon the amount of work to be completed. For example, a project that amounts to $100K would have a greater coefficient than a project that amounts to $600K.

Q11. The Government is considering using the Japanese Pricing Guide (Sekisanriryo) as the Unit Price Book (UPB). Do you agree to use the Japanese Pricing Guide?

If no, please explain or provide at recommendation for UPB.
Q12. If using the Japanese Pricing Guide, the Government may require the contractor to translate the Japanese Pricing Guide formulated in Excel or via software to be shared between the contractor and the Government. It is basically a “Contractor-furnished UPB” based on the Japanese Pricing Guide. Do you have any issues with this approach?
If yes, please explain or provide recommendation.

Q13. If using a Contractor-furnished UPB, the Government may require the contractor to update them when new editions are published. Revision frequencies are to be decided and are open for suggestion. Do you have any issues or concerns for this approach?
