Additional Information for Market Research for Simplified Acquisition of Base Engineering Requirements (SABER)

The Government provides additional information regarding Q8 of the Market Survey. It is to clarify the “Coefficient” structure. The following is the tentative idea of structure. We would like to collect the ideas how to establish coefficient rates against UPBs. During the solicitation, the contractor will submit the co-efficient rates based on the established categories. Please provide your feedback regarding the co-efficient rates structure.

Here is the sample of co-efficient structure.

The co-efficient structure (in percentage format, no more than 3rd decimal places) shall contain any/all applicable profit and burden costs such as, but not limited to, bond premiums, insurance, computer system, software and support costs; compliance with environmental and safety laws/regulations, taxes, overhead, general and administrative expense and any/all other associated indirect costs required to perform the work. SABER unit prices are for materials in place (FOB Destination) and, unless otherwise specified, include materials, labor and equipment.

Diagram I shows the co-efficient structure consists of 4 categories per year based on the project value (i.e. up to Y30,000,000/Y30,000,001 to Y75,000,000/Y75,000,001 to Y180,000,000/Y180,000,001 and above). Diagram II shows by the time and location categories.

The Government or offeror will prepare the Unit Price Book (UPB) which is a list of various material and labor cost items from the references such as the Accumulation Data (SEKISAN SHIRYO), Building Construction Unit Price (KENCHIKU SEKO TANKA), Civil Engineering Unit Price (DOBOKU SEKO TANKA) and Construction Unit Price (KENSETSU BUKKA) which are provided from Economic Research Committee (KEIZAI CHOSAKAI) and Construction Research Institute (KENSETSU BUKKA CHOSAKAI) governed by the Ministry of Land, Infrastructure and Transport.
