3. CONTRACTOR RESPONSIBILITIES – This section will outline the responsibilities of the contractor(s) during the execution of this contract.
3.1. The materials and methods used in the execution of this contract will be of the commercially accepted types and applications used for work of this type.
3.2. The contractor(s) will be responsible for producing a finalized product that is acceptable to Combat Mobility Flight (CMF). The CMF will not be responsible for additional costs above and beyond the initial estimated cost that are incurred due to the re-accomplishment of any work that is not deemed acceptable during the acceptance inspection.
3.3. The contractor shall perform the service Monday through Friday and the building will be available 24 hours excluding U.S. and Japanese legal holidays.
Performance period is 60 calendar days.
3.4. The contractor(s) shall be held responsible for any damage that may occur to any government or private property that is damaged in the process of the contractor(s) work. All government owned or private property will be removed from the rooms prior to the contractor staring work.
3.5. The contractor(s) shall at no time leave materials or waste, which is required to be regulated by Japanese Laws and/or JEGS, unattended on Yokota Air Base.
4. REQUIREMENTS FOR IN-GROUND SCALE UNITS – This section will outline the types of repairs requested for the In-Ground Scales designated in this contract. Unless specified otherwise, all provided software, drawings, manuals, instructions, reports, and other documents and code shall be provided in the English language. Dual-mailto:ryan.aubert@us.af.mil language with Japanese as the second language shall be acceptable provided everything defaults to English.
4.1. IN-GROUND SCALES
4.1.1. Remove existing hydraulic lifts (2) located in the southwest corner of the CMF warehouse.
4.1.2. Install two new in-ground scale units on the east end of the current roller system where hydraulic lifts currently exist replacing hydraulic lifts. The in-ground scale units will be utilized to weigh airdrop platforms, 463L pallets and other cargo equipment between the two different roller systems currently installed.
4.1.2.1. Unless specified otherwise, the scale capacity shall be 15,000 pounds.
All scale components shall be protected against power surges and spikes such as lightning. The weighing system shall be accurate to within 0.5 percent at maximum rated load. The Contractor shall provide independent verification and certification of this accuracy. Detailed calibration procedures shall be provided with the scale. Calibrating the scale shall not void the scale warranty.
4.1.2.2. Unless specified otherwise, each in-ground scale system shall have a minimum of four electronic shear beam load cells, each having a minimum capacity of 10,000 pounds. Repeated airdrop platforms and pallet transfer on the rollerized system shall not harm the load cells. All load cells subject to vertical impacts shall be designed to withstand repeated vertical impacts of the maximum load. All shear beam load cells shall be dust proof and watertight. Damage to the load cells due to over travel and overextension shall be prevented through the use of mechanical stops or shall be inherent in the design of the load cells.
Provisions for the load cell replacement shall be provided.
4.1.3. Maintenance personnel access shall be available to all bearings, sprockets and all other components without hindrance from roller system supports, frames, drives, electrical units or any other obstruction. Sufficient room shall be provided to perform inspections and preventive and corrective maintenance functions.
4.1.4. Scale display shall be separate and independent on the north and south ends of the eastern side of the roller system.
4.1.4.1. The north side scale display shall be at least 60 inches from the scale with the monitor faced to the south in direction behind a safety pylon to prevent any damage from warehouse and material handling vehicles.
4.1.4.2. The south side scale display shall be at least 66 inches from the scale with the monitor faced to the north in direction behind a safety pylon to prevent any damage from warehouse and material handling vehicles.
4.1.4.3. The scale display shall consist of a digital readout and be able to stabilize in less than 3 seconds.
4.1.4.4. The scale display shall have a zero button to reset the weight to zero.
4.1.4.5. The scale display shall have a button to toggle the displayed weight between pounds and kilograms and shall default to pounds.
4.1.4.6. The scale display shall be designed so an operator cannot inadvertently change the scale calibration. The scale display shall reset, but not lose calibration, by powering the display off and on without any other form of human intervention.
4.1.4.7. The scale display and controls shall be clearly labeled in both English and Japanese.
4.1.5. Precision Measurement Equipment Laboratory (PMEL) shall conduct two calibrations annually and at a minimum one calibration annually based on manning inabilities and justification.
4.1.6. Both in-ground scale systems shall be designed to withstand, operate, and be safe to use in rain, heat, direct sunlight, wind, moisture, fog, humidity, snow, sleet, ice, and all other environmental conditions at Yokota AB.
4.1.7. The system shall be designed, fabricated, and installed to facilitate maintainability and ensure a minimum service life of 10 years. The design shall provide for modular assembly of components and subassemblies where feasible to permit repair or replacement of parts in a minimum of time.
4.1.8. Standard, commercial components which have been for sale and available for purchase to the general public or government agencies for at least one year shall be used to the maximum extent possible. If requested by the GR, the Contractor shall furnish evidence that equipment of approximately the same design as the proposed to be installed has been tested and successfully operated. Where two or more units of the same type of equipment are required, these units shall be products of the same manufacturer.
4.1.9. Use of special tools shall be minimized and, where required for operational adjustments, shall be securely mounted within the equipment in a readily accessible location. Standard tools, fittings, lubricants and fluids shall be used the maximum practicable extent.
4.1.10. All metal system component surfaces with exception to the tread plates shall be protected from corrosion by painting, plating, or a galvanized protective coating. Surface preparation and color shall be as specified prior to approval.
3. ACCEPTANCE CONDITIONS – This section will outline the method of inspection for acceptance of the finalized product and some of the main points that will be checked during the acceptance inspections. This list is not, however, all-inclusive.
3.3. The acceptance inspections will be conducted at Building 202, Combat Mobility Flight Warehouse.
3.4. Types of occurrences that will not be accepted on the final product:
3.4.1. Inoperable scale displays.
3.4.2. Scales inability to execute max capacity weigh.
3.4.3. Scale Display inability to accurately show item weight within a 0.5 pound variance.
3.4.4. Scale Display inability to show weight in pounds and kilograms.
3.4.5. Inability for ease of access for maintenance personnel.
3.4.6. Any other mistakes or aesthetic inconsistencies the take away or otherwise reduce the overall appearance of the floors and walls.
