FA5209-18-Q-0152 INSTALLATION, LEASE, MAINTENANCE, AND REMOVAL OF PREFABRICATED FACILITY (TEMP SQUAD OPS BLDG)
Q1. Please give us information of the spec, size and the place to set the external and internal entrance (exit), windows, etc. for each building.
A1. The PWS appendices are updated to show window/door placement. The Government is flexible on window size since we do not know what will be provided and where columns need to be placed. As long as there are windows along the side identified the Government is flexible.
Q2. We are planning to replace the size to the meter module size and prepare the one with the similar size with it. Will that be fine?
A2. Yes. The Government is looking to maintain the overall square footage. The size may be slightly different as long as the shape does not change. Please provide recommended size for Government approval.
Q3. Will the spec of the prefabricated facility (buildings) for purchasing will be the same as of the one for the lease contract?
A3. Please refer to PWS and appendices for specifications.
Q4. Are the prefabricated facility (buildings) for purchasing will be dismantled at the same time as the one for the lease contract? Are you planning to set another date for dismantling it?
A4. This requirement has been converted from a purchase to a lease. All revised documents are included in this amendment. Dismantling performance period has been added to match solicitation FA5209-18-Q-0039.
Q5. Are you planning to dismantle the above? Please tell us if you have any plans in mind for dismantling.
A5. This requirement has been converted from a purchase to a lease. All revised documents are included in this amendment. Dismantling performance period has been added to match solicitation FA5209-18-Q-0039 and PWS paragraph was 1.8 added.
Q6. Will we be able to borrow the bathroom and electricity and water facilities while the construction is running?
A6. Yes Q7. We are planning to use the electrical facilities (equipment) that is made in Japan. Will that be fine?
A7. As long as Japan made equipment meets PWS requirements this is not an issue.
Q8. About the building of lease contract, shall we prepare the facilities inside the building such as lighting equipment, etc. as a lease contract too? We are planning to lend (do a lease contract) for lights (lamps) and other equipment (such as outlet) as we have been told on the first place. Or do you like to purchase them?
A8. All equipment in the prefabricated facility should be available for Government use for the duration of the lease period. The contractor shall remove the facilities and other provided equipment within 30 FA5209-18-Q-0152 INSTALLATION, LEASE, MAINTENANCE, AND REMOVAL OF PREFABRICATED FACILITY (TEMP SQUAD OPS BLDG) calendar days after the lease period ends. Removal includes restoration of all Government facilities and grounds to previous conditions.
Q9. Is the voltage 120V?
A9. See PWS paragraph 1.3.3.
Q10. We are planning to prepare the firefighting equipment based on the products which passed through the Japanese domestic fire protection law. Will that be fine?
A10. As long as Japan made equipment meets PWS requirements this is not an issue.
Q11. How many lighting equipment and outlets do you need for each buildings? Also, please give us direction for where to set the lighting equipment and outlets.
A11. For lighting the Government is looking for your recommendation on how best to achieve an even 500 lux, lumens/m2. For outlets, please refer PWS paragraph 1.3.3. The outlets should be a minimum of every 2m along the perimeter of each rooms walls, see Appendix B.
Q12. We believe that the electric capacity fulfills the requirements of the assigned cubicle and distribution board. Are we understanding correctly?
A12. Yes Q13. About the shower facilities, is the heat source for hot water propane gas?
A13. No. Also, please note shower facilities have been removed from the PWS and overall requirement.
Q14. If you are planning to use the propane gas, please suggest us the contractor you are going to use.
A14. Not applicable.
Q15. We are planning to make the branches of the sprinkler from the existing sprinkler of the prefabricated facility (buildings). Will that be fine?
A15. There is not a sprinkler requirement for this prefabricated facility.
Q16. Please mark the places to set each facilities (equipment) at your drawings.
A16. See Appendix A Site Plan Q17. We believe the construction period is really tight. Will it be possible to extend the construction period?
A17. The installation completion date has been extended to 1 January 2019.
Q18. Since there isn’t much time until the period of the construction, will it be possible to work on Saturday, Sunday and Holidays?

Q19. Since there isn’t much time until the period of the construction, will it be possible to work overtime such as after 17:00?
A19. Yes. Please coordinate with the Contracting Officer Representative.
Q20. Regarding the IDS system, do we need to program the V5 vindicator or Yokota AB Security will program the system.
A20. The Government will program the system.
Q21. We provide prefabricated facility under Japanese standard. However, specification refers U.S standard such as STC-31 sound attenuation or UFC .Do you accept Japanese equivalent standard?
Yes Q22. Regarding Option-3(PWS paragraph 1.2.9.3), shall we provide the cost of 96sq inch penetration? Also, please let us know the meaning of "be hardened".
A22. In accordance with PWS paragraph 1.2.8.3, the definition of “hardened” can be found in the Military Handbook 1013/1A Section 5.5.1.2. Sub-section 5. A23. The IDS must be single-mode fiber optic capable and have any additional modules required to support all of the motion detectors, doors strikes, etc. Catalog data for Honeywell Vindicator V5 Network Security Appliance and Kaba Mas CDX-10 is attached.
Q24. Please checked the attached file “Drawing_01.pdf”. We are considering to arrange the stud column in the internal side due to the specification as we written down on the drawing. Will that plan be fine? Also, does the drawing shows the correct area for setting the braces?
A24. The drawing provided is a required submittal after award in accordance with PWS paragraph 1.4.2. Therefore, the Government is unable to provide a response at this point in the acquisition process.
Q25. Since the requirement has been converted from a purchase to a lease, we feel Option item from 1 to 4 become lease items. Or are they regarded as purchased items? Especially for IDS.
A25. It is up to the contractor on whether they choose to lease or purchase the equipment. However, all applicable pricing must be submitted in accordance with Attachment 2: Pricing Exhibit.
Q26. Do we need an alarm signal from IDS and Fire Alarm System to Yokota Security and Fire department independent?
If you allow to connect the wire to the next building 584? In this case, we have to estimate excavation of the road between Prefab and B584.
A26. There is not a requirement to connect the fire alarm and mass-notification system to the Fire Department. The IDS system will be connected via fiber optic cable that is already ran to the utility connection point near building 584 and will be connected by the Government after installation of the facilities.
Q27. Para 1.3.3. of the PWS states “The facility will require a full communications rack and will require two 20amp breakers”. Will the contractor be providing the communication racks and breakers? And if so, what are the models for the racks?
A27. Yes, the contractor will provide the communication's rack and breakers. Any commercial 15U rack is appropriate.
Q28. The installation method conflicts in Para 1.2.5. and 1.3.3.
A28. The Government would like the power and Cat-6 put along the walls as outlined in the PWS and example diagram and we would still like the raceways installed as well as described in the PWS.
