QQUESTION #2, FA5209‐17‐Q‐0014, 4 May 17

QUESTION CLIN ANSWER

Regarding FAR Part 25.400, what is your consideration for FAR 25.105 / Subpart 25.5 and DFARS 225.105 / Subpart 225.5 in determining reasonableness of cost for this contract?

OTHER

FAR part 25.001 reads "41 U.S.C. chapter 83 Buy American— (1) Restricts the purchase of supplies, that are not domestic end products, for use within the United States." The product that we are going to purchase is NOT for use within the US so Buy American act does not apply. Accordingly, FAR 25.105 or DFARS 225.105 do not apply since that part is for Buy American ‐ supplies. We follow FAR part 25.4 ‐ Trade Agreements, and use FAR part 25.5 for evaluation. FAR part 25.502(b) reads "For acquisitions covered by the WTO GPA (see Subpart 25.4 ) ‐‐ Consider only offers of U.S.‐ made or designated country end products, unless no offers of such end products were received."

FAR part 25.003 defines designated country end product” means a WTO GPA country end product, an FTA country end product, a least developed country end product, or a Caribbean Basin country end product. For price fairness and reasonableness, we expect that adequate price competition will justify it.

Regarding "designated country end products" will you be using the “Designated country” list written in FAR 52.225‐5 Trade Agreements?

OTHER

We will consider the products made in the US or WTO‐GPA country (Armenia, Aruba, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Ireland, Israel, Italy, Japan, Korea (Republic of), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Taiwan (known in the World Trade Organization as “the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei)”), Ukraine, or United Kingdom) or FTA country (Australia, Bahrain, Canada, Chile, Colombia, Costa Rica, Dominican Republic,El Salvador, Guatemala, Honduras, Korea (Republic of), Mexico, Morocco, Nicaragua, Oman, Panama, Peru, or Singapore) or least developed country (Afghanistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic Republic of Congo, Djibouti, Equatorial Guinea, Eritrea, Ethiopia, Gambia, Guinea, Guinea‐Bissau, Haiti, Kiribati, Laos, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Nepal, Niger, Rwanda, Samoa, Sao Tome and Principe, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Tanzania, Timor‐Leste, Togo, Tuvalu, Uganda, Vanuatu, Yemen, or Zambia.) Caribbean Basin country (Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Bonaire, British Virgin Islands, Curacao, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saba, St. Kitts and Nevis, St.

Lucia, St. Vincent and the Grenadines, Sint Eustatius, Sint Maarten, or Trinidad and Tobago)

Regarding Q&A#1, No. 18: Whirlpool informed us they do not have a Dryer Model 3LWED4800YQ, can you confirm which manufacturer you are using for the Dryer Referenced Model? Is there a different make and model number for the Referenced dryer?

CLIN 0003

The specified model# is whirlpool that we purchased before. We are not requiring specific MFR and Model Number as long as the specification of your offered products conform to the solicitation requirements.

QQUESTION #2, FA5209‐17‐Q‐0014, 4 May 17

Washer Model2DTWT4705/4845 this specific model does not have a metal cover for the top load opening, the cover is made of plastic. They said the washer comes in 220 volts not 110 voltage. Can you please confirm if the referenced washer is supposed to have a metal cover or a plastic one and if the voltage is supposed to be 110/120 on the referenced model?

CLIN 0002

We confirmed with our end‐user that the material of top parts is Metal for the specific model we received in the past. We also confirmed that metal cover is required for CLIN 0002 110/120Hz, 50Hz

Regarding the Government shipping instructions to be picked up by IBS. Will you allow the winning bidder to instead ship the items in question directly to you? This is in case warehousing is not possible, could we arrange shipping it to an address in the US or Japan for you to pick up?

OTHER

If you want to offer shipping directly to Yokota AB, Japan, we are OK with it, however, you will bear the cost of direct shipping to Yokota AB, Japan while other offerors do not need to include the shipping cost. Also, if you directly ship items to Yokota AB, Japan, inspection and acceptance will take place at Yokota AB. If items are damaged, you will be responsible for replacing it. Direct Shipping must be to Yokota AB Japan. No other places is acceptable.

You referenced FAR 25.400 regarding products made outside the US. Can you please confirm that South Korean or Japanese products would be ok, or is there a specific exception since the service is purchased in support of military services overseas?

OTHER South Korean or Japanese products are acceptable. Please see listed countries in Answer #42.

Can you please confirm that the bids would be evaluated on CLIN by CLIN bases for CLIN0001, CLIN0002, CLIN0003‐0005? Meaning the lowest price technically acceptable could be awarded CLIN0001 but not necessarily CLIN0002

OTHER Please refer to Amendment 0001. CLIN 0001, and CLIN 0002 thru CLIN 0005 will be evaluated.

If you require warehoused storage for IBS how long would the storage be for? How many months? It would be more practical for our supplier to ship the stoves to your address.

How long would you require storage for? Until Sept 30, 2017?

OTHER

Under the delivery information of the solicitation, it is stated that "Due to the limited capacity of the government warehouse, partial shipment may be required." It was never meant for the contractors to incur additional cost for storage. Due to the high volume of the order, the contractor may ship items when they are ready.
