Attachment 2. QQUESTION 27 Apr 17
QUESTION CLIN ANSWER
The solicitation does not mention a specific brand or model used for your current oven appliance to be replaced. We would like to ask if you could provide a product picture, explain the function of the Electric Range 50 Hz, what the material is to be made of (stainless steel?).
What will the ovens be used for?
CLIN0001
Currently there are no 50Hz E‐range in use. The Government currently uses 60Hz Whirlpool RF263LXTQ3, but we are having a lot of electrical errors. Only metal models are accepted.
What is the maximum temperature you require the stoves to be at? Do you have a comparable brand of stoves you used before or in a prior solicitation? It could be helpful to have a reference for a particular stove brand type you used for the base residential housing as the stoves come in a very wide variety and design.
CLIN0001
Approximately 500 Degree for 50Hz use. Currently used model is Whirlpool RF263LXTQ3. However, referenced model is Frigidaire
MFF3015RW.
Line item 0002 : in the specification, it says: Dry Line Capacity (lbs.): Maximum 35 , do you mean the washer should be a dryer too with the capacity of 35 lbs.? please clarify, please note that in the same line item, the capacity of the washer is given : 35‐40 lbs.
CLIN0002 Capacity was changed to read "3.2‐3.6 cuf". Refer to Amendment 0001
Please confirm the required capacity of the washer. Salient characteristics list dry linen capacity at max. 35 lbs. and later list the range at 35‐40 lbs. Capacity of 35‐40 lbs. applies to commercial laundry units, front‐loading type, and not household washers.
CLIN0002 Refer to Answer #3.
Required washer material is metal. Do you mean outside cabinet, outer drum, inner drum?
Please clarify.
CLIN0002 All shall be metal
6 Please confirm if washer should be top load or front load. CLIN0002 Top Load
Please confirm the dimensions of the unit. Washers with capacity of 35‐40 lbs. will be much bigger than the dimensions stated
CLIN0002
Please refer to Amendment 0001, capacity change. Please comply with the required dimensions.
I noticed that the RFQ requests that the top load washers have a maximum capacity of 35lbs.
For that size capacity, we would recommend our industrial equipment which would not meet the dimensions spec'd. Our commercial top load washers offer a capacity size range between 16lbs and 18lbs. Also, for the dryers there isn't any capacity specified; our Speed Queen Commercial Dryers that meet the dimensions spec'd are 18 lb. capacity (7.0 cu ft.
cylinder).
CLIN0002 Refer to Answer #3
Do you require the washer and dryer to have a opening door on the top of the machine or would an opening door on the front of the machine be acceptable? The solicitation stated the "TOP MATERIAL" has to be metal and the commercial factory standard for metal doors for washers and dryers is for the front opening design not the top opening design. If you require a top opening designed washer and dryer can we request you allow a plastic door instead of a metal one as no factory manufactures washers and dryers with metal top doors.
CLIN0002
CLIN0003
Washer shall be top load, but the dryers can be either. METAL IS REQUIRED and NO PLASTIC DOOR is acceptable.
Line item 0003 : for the Dryer, there is no capacity given, please specify the correct capacity for the dryer
CLIN0003
Dryer capacity should have twice the capacity of its corresponding washer. Dryer capacities rage is from 5.8 cuf to 7.3 cuf. Refer to Amendment 0001
Don't you require any specific brand name for any of the items except line item 0004 and 0005 which says : Mfr: Lambro Industries, or equal please clarify
CLIN0004 OR EQUAL is acceptable. Refer to Amendment 0001.
For washer and dryer machine while I was checking the specification of the Dryer, i couldn't find any load volume for dryer, pls advise?
CLIN0003 Refer to Answer #3 and #10.
Required top and dryer is metal. Do you mean outside cabinet, outer drum, inner drum?
Please clarify.
CLIN0003 Refer to Answer #5.
14 Should dryer be electric or gas? CLIN0003 ELECTRIC. Gas dryers are not acceptable.
15 Is the requirement for timed cycles only, auto‐dry cycles only or both? CLIN0003 It does not matter.
16 Should dryer have a side‐swing door or drop‐down door, or is there no preference? CLIN0003 Either is acceptable.
17 What is the required dryer capacity? Should it be the same as the washer capacity? CLIN0003 Refer to Answers #3 and 10.
18 Can you share if do you have specific model numbers and make in mind? ALL Reference Models are as follows: CLIN 0001 E‐RANGE MFF3015RW;
CLIN 0002 WASHER 2DTWT4705/4845; CLIN 0003 DRYER
3LWED4800YQ

We are the manufacturer or Speed Queen and UniMac laundry equipment, and would love to assist with your laundry needs. Please let me know if I can provide any information to you about our commercial and industrial laundry options
ALL Refer to #18.

ALL Voltage requirement for CLIN 0002 is correct.
As for shipping requirements; it states equipment is to be shipped to destination with an APO address; we would require the complete physical ship to address to obtain a freight quote for an overseas shipment. The document also states this order may ship in 3 individual shipments; we would need to know the breakdown of quantities per shipment in order to obtain (3) separate freight quotes for overseas shipment. We can also ship to the Tracy, CA depot for consolidation at that location within the Continental US
OTHER
This is FOB Origin. As stated in solicitation, Contractor does not need to include any shipping cost to the quote. The Government will ship the items from origin to Japan.
22 Can we quote washers and dryers on GSA? OTHER Yes, but GSA is not a mandatory source. Therefore, GSA and open market items will be treated equally and will be evaluated only on price.

Was a prior solicitation ever issued for this current one and what was the contract award amount? What is the budget for this current procurement?
OTHER This is a new requirement. We can't disclose budget.

OTHER The Government will pick up goods. Partial shipments is preferred.
28 Will contract award be made to one vendor only or multiple vendors? OTHER Multiple, unless on vendor quotes the lowest on 3 groups
Inspection and acceptance terms are FOB Origin, yet page 40 states that contractor is required to provide proof of delivery and prepaid freight bill along with invoice. If contractor is not responsible for shipping, how can contractor obtain prepaid freight bill and proof of delivery?
OTHER Page 40 is incorrect. Refer to Amendment 0001
Supplies/services will be inspected/accepted at: Origin” according to the solicitation. Please confirm that place of inspection will be acceptable in our warehouse in Hong Kong?
OTHER
Place at inspection can be Hong Kong, but product made in China will not be considered, unless there is no other quotes.

The clause does not affect award evaluation.
