(2) the performance period If a problem is found while conducting the site survey, the COR will take corrective action prior to commencement of work.

1.1.4.6.4. Negative Exposure Assessments. Based on the classification of abatement work (Class I-IV) and the joint survey, the contractor may be authorized by the COR and Environmental Flight to perform abatement work under Negative Exposure Assessment (NEA). The contractor shall ensure that all asbestos work performed within regulated areas is supervised by a competent person who shall generate and certify Negative Exposure Assessments for all operations by using engineering controls, PPE and best industry practices. All asbestos-related work will be performed by employees who have been trained in compliance with the standard. The contractor may demonstrate that employee exposures will be below the PELs by data which conform to the following criteria:

1.1.4.6.5. NEA Other Criteria: Objective data demonstrating that the product or material containing asbestos materials or the activity cannot release airborne fibers in concentrations and exceeds the TWA and excursion limit under those work conditions.

1.1.4.6.5.1. Where the contractor has monitored prior asbestos jobs for the PEL and the excursion limit within 12 months of the current or projected job, the monitoring and analysis were performed in compliance with the asbestos standard in effect; and the data were obtained during work operations conducted under workplace conditions “closely resembling” the processes, type of material, control methods, work practices, and environmental conditions used and prevailing in the employer’s current operations, the operations were conducted by employees whose training and experience are no more extensive than that of employees performing the current job, and these data show that under the conditions prevailing and which will prevail in the current workplace there is a high degree of certainty that employee exposures will not exceed the TWA and excursion limit.

1.1.4.6.5.2. The results of initial exposure monitoring of the current job made from breathing zone air samples that are representative of the 8-hour TWA and 30-minute short-term exposures of each employee covering operations which are most likely during the performance of the entire asbestos job to result in exposures over the PELs.

1.1.4.6.6. Asbestos Sampling. The Government is responsible for obtaining asbestos sampling. The survey results shall specify the detection of ACM: the characteristics, condition and location of the ACM within the building and provide marked drawings of the floor plan indicating the location of ACM. Based on the results of the survey, the COR and contractor will review the requirements of the units’ COM and task asbestos abatement work as required.

1.1.4.6.7. Additional ACM contained areas. Work areas identified on surveys known to contain asbestos will be identified to the Contractor. The Contractor shall notify the COR of suspected asbestos which was not initially identified.

1.1.4.6.8. In cases where a records review or visual inspection may result in a presumption that material is ACM, the material may be designated as ACM, precluding the need for further testing. In such cases, the contractor shall proceed with appropriate control measures deemed necessary as directed by the COR and Environmental (CEIE).

1.1.4.7. Asbestos Abatement Performance Periods. A performance period is a period of time to complete individual project(s) assigned by each Task Order.
