About this file
The document is a Summary of Questionnaires and Government Responses for RFQ No. FA520525QB084, concerning the procurement and replacement of Computer Room A/C (CRAC) Units at Building 650, Misawa Air Base, Japan. The document addresses two key contractor questions regarding the solicitation's performance period and parts replacement scope.
The first question challenges the 45-day performance period, which the government justifies as an estimate based on mission criticality and the need to prevent further facility deterioration. The government allows contractors to propose their own estimated delivery and installation timelines. The second question probes the completeness of a proposed 29-part replacement for 4 CRAC units, with the government indicating that if additional parts are needed to achieve full operational status, a contract modification can be pursued where the vendor would notify the government and provide pricing for additional required parts.

SOW
para. 6.0
Requirement has a Performance Period of 45 days.
45 days is very unreasonable and does not allow for equipment procurement period which currently is estimated at 365 days. A performance period of 400 days for Option 1 is more feasible. Please advise the driving factor behind a performance period of 45 days?
The 45 days is just an estimate based on the USG best judgement. This facility has a high mission impact facility and speed of execution is of importance to the USG to avoid further deterioration of the facility.
If the contractor believes this project will take longer, they shall provide the duration in their response to the RFQ.
In that case, submit estimate delivery time of the items to Misawa AB for Option 1 and 2, and performance period of installation or repair in Misawa AB for Option 1 and 2.
SOW
para. 4.0 / 2.2
Requirement has Option 2 to only provide and change out 29 parts ea. for 4 ea. CRAC units to “reach the desired outcome of fully operational systems”. Contractors willing to bid this requirement have no means to verify in advance of bidding that the list parts replacement alone will resolve current equipment issues and restore equipment fully operational. Based on requirement content language, it appears government has already sourced a vendor for this solution in that the government states the parts were identified as what is required, suggesting another vendor/contractor had the opportunity to conduct equipment survey, and this may also be the driving factor of a 45 days performance period. Please advise if government has a pre-selected vendor for this opportunity and advise if the 29 parts replacement effort does not work to restore units operationally, will contract be modified to include additional requirements to restore unit operationally?
The parts list was developed from assessment by the USG and several vendors. However, USG understands that if additional work/parts are needed to get to the end state, a modification would be needed to resolve. Vendor would need to notify the USG of the additional parts needed and provide pricing.
