About this file

This Statement of Work (SOW) details the procurement and replacement of four Computer Room A/C units at Building 650, Misawa Air Base, Japan. The project offers two potential execution methods: (1) sourcing, delivering, and installing four new packaged A/C units (two per bay) with 15-tons of cooling capacity per unit, or (2) sourcing, delivering, repairing, and reinstalling parts to restore existing units to full operability. The comprehensive parts list includes 29 specific components such as refrigeration compressors, filter dryers, solenoid valves, fan motors, control boards, and refrigerant gas. Key requirements include using US-manufactured materials, US citizen contractors, on-site escorts, strict security protocols prohibiting electronic devices, and adherence to US and Japanese industrial standards. The performance period is estimated at 45 days, with a three-year warranty on installation and workmanship, and work to be completed during normal working hours (0730-1630, Monday-Friday) with potential flexible scheduling.

Vertiv Liebert Emerson Pex4s 110kw P2110d/up Ec Fan Precision Air Conditioner with High Thermal Energy Efficiency for Data Center is a similar operating system for reference.

2.2 The contractor will source, deliver, repair and install the parts necessary to get the existing units back to full operability.

Refer to the part list in section 4.0 for what has been identified as being necessary for repairs to bring the systems back to fully operational status. This list is not all inclusive. If additional parts are needed upon evaluation of the system, the contractor shall notify the customer and Contracting officer and coordinate for approval from the Contracting officer to source.

2.2.1 Even if not explicitly listed, the contractor is required to source, deliver, and install all the parts necessary to reach the desired outcome of fully operational systems.

ii. Contractor shall disconnect the power from the existing units and connect them for the new A/C units to ensure operability and functionality.

4.0 Desired Outcome:

The desired outcome is four (4) fully operational Computer Room A/C units that produce 60-tons of cooling in total, 15-tons per unit. The contractor shall be responsible for providing the following material and incidental services, at a minimum. Below is a list of identified malfunctioning, inoperable, and necessary parts and equipment. Whether through replaced parts in the existing units or full replacement of the units.
