RFI No. FA520525N0006 RFQ No. FA520525QB048

Performance-based Work

Statement (PWS) Reference Question/Comment Government Response

1 N/A Contract management along with an IDIQ is feasible.

A Blanket Purchase Agreement (BPA) will be the procurement vehicle for this requirement. It is the most suitable procurement method going forward.

2 N/A Consider compensation for officials completing requirements such as certification at a similar rate to payment for officiating events.

The prices will be deemed fair and reasonable and certifications IAW the PWS and BPA are required as part of being deemed technically acceptable to fulfill the requirement. Compensation for completing requirements for certifications will not be granted. Only items in the final signed Price List and subsequent Price Lists throughout the Period of Performance (PoP) will be paid out.

3 1.12. Cancellations Cancellation policy may pose a potential issue if officials are traveling from further away given the nature of Misawa’s location.

The cancellation policy is fair and not overly stringent when compared to the commercial market. A 3-hour notice for weekday games and 2-hour notice for Saturday games should be sufficient to cancel official’s travel plans.

Although no charges will be incurred to the government for cancellations made before these timeframes that will be a risk to potential contractors and should price out their quotes accordingly.

Furthermore, reasonable claims & situations from cancelled games can be reviewed by the end user and Contracting Office to determine a solution that is fair to all parties.
