89 N/A N/A N/A Are there any construction zones? If so, please indicate the number of buildings and duration of construction for each construction section. Also, is there any construction schedule we need to follow?
The 800 area including buildings 812, 817 and 818 could be considered one construction zone. The 700 area including buildings 712, 716, 718 and
723 could be considered another construction zone. There is no set duration for each construction zone, except for the total construction duration indicated in the specifications. The construction schedule for building 221 will be dependent on when the building will be vacated by the current occupants.
90 Drawing F-001 FIRE SPRINKLER
NOTES 4
The drawings say that Buildings 712, 716, 718, 723, 812, 817, and 818 should follow NFPA13R standards, but considering the size of the building, NFPA13D would be applicable. Please verify the standard requirements.
NFPA 13R must be used. The buildings are categorized as Garden Style
Apartments according to the US Air Force Family Housing Guide for
Planning, Programming, Design and Construction, section 4-18.2. This document takes precedence over NFPA and requires a design in accordance with NFPA 13 or NFPA 13R for the Garden Style Apartment type of housing.
91 Drawing 3B-FX101 & FX102, FX103
May we assume that the interior of each residential closet consists of non-combustible materials and that no sprinkler heads are required to be installed?
NFPA 13R section 6.6.3 does not require sprinklers in linen closets or pantries less than 2.2 square meters in area. The closets are 0.85 square meters.
92 Drawing 3B-FX101 & FX102, FX103
Heat retention is required for all fire suppression system piping; is heat tracing required? Heat tracing will not be required as the above ceiling spaces will be conditioned to avoid freezing. Insulation must be provided on piping.
93 Drawing 3B-FX101 There is no mention of backflow, but is it correct to install it on the primary side of each alarm valve? Also, is a pressure reducing type Specificationified?
The riser details 1/3B-F-501 and 1/F-501 indicate a double check valve assembly, this is the backflow preventer. A pressure reducing valve is not necessary.
94 Drawing 3B-FX101 The Mechanical room on the 1st floor where the alarm valves are located needs to be kept at a temperature of 4°C or higher. Is it correct to assume that a panel heater will be installed?
An electric wall heater will be provided for the fire riser enclosures. See mechanical schedule on Sheet 3B-M-601, unit UH-1 for reference.

But standard of copper wire is annealed copper conductor conforming to JIS C 3102. Therefore, we will submit with supplemental documents for material submittal, so please consider them.
(For reference)
JIS C 3101 is standard for hard drawn copper conductor.
JIS C 3105 is standard for stranded of hard drawn copper conductor.

Spec 26 20 00 para 2.9.2 Weatherproof Receptacles describes UL listed for use “wet location” with integral GFCI protection, and to include cast metal box with gasketed, hinged, lockable and weatherproof while-in-use, polycarbonate, die-cast, metal/aluminum cover plate.
However, lockable products are not general-purpose products.
Please consider non-lockable products.
Please check with the catalogs of major manufactures for UL products or JIS products.
Non-lockable covers are acceptable. Government shall provide Addendum with revised specfications.

Para 2.9
Receptacles
Section 26 20 00 para 2.9 indicates receptacles to meet JIS C 8303, JIS C 8281-1, or UL 498 hard use (also designated heavy-duty), grounding-type. However, there are no products of receptacles with designated heavy-duty in Japan. Please revise the specification, or to delete
“designated heavy-duty type”
The wording will be changed to "extra-duty", and this is applicable to all receptacles in wet conditions. Government shall provide Addendum revising the specfications.

Pull Boxes.
Section 26 20 00 para 2.4 requires cabinets, junction boxes, and pull boxes to comply with JIS C
8340 and hot-dip, zinc-coated.
Regarding pull boxes, could the Government consider accepting rust-proof coated steel sheet?
This is a common standard in Japan.
Rust-proof coated steel sheet is acceptable. Government shall provide
Addendum with revised specfications.

Para 2.10.3
Circuit Breakers
Specification 26 20 00 para 2.10.3 states that circuit breaker shall comply with JIS C 8201-2-1 or
UL 489, and thermal magnetic type having a minimum short-circuit current rating equal to the short-circuit current rating of the panelboards in which the circuit breaker will be mounted.
Regarding 1P 20A circuit breaker per JIS standard, the maximum short-circuit current rating is
5KA. Consequently, it does not meet full rated system in panel schedule as described on each drawing of Electrical Panel Schedules.
This is inconsistent with the specification and drawings.
In this case, should we use the UL and NEMA standards so that US products can also be considered?
For JIS standard panels no 1P20A breakers are called for. Only 2P20A breakers, see panel shcedules on sheets 3B-E-701. Government shall provide Addendum for revised sheet PH-E-701 to show 2P20A breakers instead of 1P20A breakers. One-line on sheet PH-E-601 correctly shows
2P20a breakers for these loads.
