HAZMAT Inspection Report 2
3.0 ASBESTOS SURVEY
This asbestos survey was conducted in accordance with United States (U.S.) Environmental Protection Agency (EPA) guidance (40 CFR Part 763) and in accordance with the United States Forces Japan (USFJ) Japan Environmental Governing Standards (JEGS) (USFJ, 2022). Under the JEGS, ACM is defined as any material containing equal to or greater than 0.1 percent asbestos by weight (this is more stringent criteria than that observed in the United States). The quantification of asbestos via Polarized Light Microscopy (PLM) was performed using the EPA Method for the Determination of Asbestos in Bulk Building Materials (EPA, 1993).
As much as possible, sampling was conducted to minimize damage to the building and was patched to minimize creating a health hazard to inspectors or occupants.
Photographic records of bulk sampling can be found in Appendix F. The sample locations are shown in the figures included in Appendix A. Sampling forms, chains-of-custody (COCs), and analytical reports for asbestos samples are included in Appendix B. Samples were collected and sent to SGS Forensic Laboratories, Carson, CA under COC, for analysis by PLM.
3.1 ASBESTOS SAMPLING METHODS/ANALYSIS
The laboratory analyzed the bulk samples for asbestos content by PLM following the EPA Method for the Determination of Asbestos in Bulk Building Materials (EPA, 1993). The figures included in Appendix A show the sample locations, and the type and concentration of asbestos, if present. Laboratory reports and chain-of-custody (COC) documents are included in Appendix B.
The JEGS define ACM as material that contains more than 0.1% asbestos (USFJ, 2022).
Table 1 below summarizes the identified ACM in this survey and the Table 2 shown the homogeneous area identified ACM including the approximated quantity.

4.0 LEAD-BASED PAINT
This LBP survey was conducted in accordance with EPA guidance (40 CFR Part 745) and JEGS (USFJ, 2022). LBP is defined as paint or other surface coatings that contain lead equal to or in excess of one milligram per square centimeter or more than 0.5 percent by weight. Lead-containing paint (LCP) is defined as paint or other surface coating that contain detectable amounts of lead, but at concentrations less than 0.5 percent by weight.
4.1 SUSPECT LEAD-BASED PAINT
Prior to sample collection, painted surfaces were categorized into distinct areas of homogeneity, substrate material, building material, distinct paint type, and apparent time of paint application.
The sample locations are shown in Appendix A. Laboratory reports and chain-of-custody (COCs) documents are included in Appendix D. Appendix E summarizes suspect LBP sampled during the field investigation. Of a total Out of 7 paint chip samples collected for this survey, no lead-base paint was found. Samples are shown in the appendix E and photographic records of bulk sampling can be found in Appendix F.
HAZMAT Inspection Report 4
4.2 LEAD-BASED PAINT SAMPLING METHODS/ANALYSIS
Paint chip samples were collected in accordance with ASTM E1729-05, Standard Practice for Field Collection of Dried Paint Samples for Subsequent Lead Determination (ASTM, 2005).
The samples were delivered to SGS Forensic Laboratories, Carson, CA under chain of custody for analysis by EPA Method 3050B/7000B, Atomic Absorption Spectroscopy (EPA, 1996).
Laboratory reports are included in Appendix D. Sample locations are shown in Appendix A.
5.0 POLYCHLORINATED BIPHENYLS
ESC visually inspected the light fixtures throughout the areas that were accessible during the inspection, for the presence of PCBs. Table 4 below summarizes the total estimated/average number of Light Fixtures and Ballasts present.

Notes:
2. Reported quantities represent estimates based on visual estimation at the time of the survey.
3. Counts are estimated and shall be confirmed by the Contractor.
6.0 OTHER POTENTIALLY HAZARDOUS BUILDING MATERIALS
During the inspection, other potentially hazardous building materials were noted, including potential mercury-containing items, potential radioactive sources, and nickel-cadmium or other batteries.
6.1 MERCURY
Mercury is hazardous and requires special handling. In buildings, mercury is commonly found in thermometers, barometers, switches, thermostats, and fluorescent light bulbs.
As summarized in Table 3, fluorescent light bulbs were present in the surveyed building. The florescent light bulbs and HID lamps should be assumed to contain mercury unless proven otherwise, and should be removed, handled, and recycled or disposed of accordingly.
Additionally, 4 thermostats were identified in this survey.
6.2 RADIOACTIVE MATERIALS
Smoke detectors were observed in the study building. Detectors currently in use were not dismantled for internal inspection. Approximately 7 fire detectors were identified in this survey.
HAZMAT Inspection Report 5
Fire detectors may use a small radioactive source, such as Americium-241, as a key component in detecting smoke particles. Therefore, fire detectors should be inspected prior to disposal.
7.0 GENERAL CONCLUSIONS AND RECOMMENDATIONS
Asbestos Containing Materials
Material assumed, reported, or confirmed to be ACM were found in building 221 during this hazmat survey. Therefore, further action with respect to asbestos may be required if this material is to be disturbed or removed prior to renovation or demolition of the building. Should any building materials be encountered that are suspected to contain asbestos and which were not accessible or evaluated in this survey, they must be assumed to contain asbestos, and handled appropriately, unless determined otherwise by an EPA Model Accreditation Program (MAP) certified Asbestos Building Inspector. Any identified or presumed asbestos containing material shall be appropriately removed and disposed of in accordance with all applicable laws and regulations and in compliance with project specifications.
Lead Containing Paint
LBP is not present on the buildings in this project.
PCBs
PCBs are assumed to exist in any light ballast even those that contain a “NO PCB” label by a US manufacturer or is not Japanese ballast manufactured after 2004. PCB containing ballasts require additional coordination, processing, and disposal through CES/CEIE, for testing and recycling.
Mercury
Fluorescent and HID light bulbs should be assumed to contain mercury unless proven otherwise, and should be removed, handled, and disposed in accordance with applicable local disposal laws and regulations.
Other potential mercury containing building materials were not observed in the buildings inspected at the site but could be present in electric switches and thermostats. Any equipment found to contain mercury should be removed, handled, and disposed in compliance with governing regulations.
Radioactive Materials / Nickel-Cadmium Batteries
Fire detectors and exit signs at the site should be properly inspected, handled, and disposed of, to avoid damage and potential release of radioactive materials.
8.0 LIMITATIONS
This hazmat survey was conducted to identify potentially hazardous building materials, in accordance with the contractual scope of work. No attempt was made to identify whether
HAZMAT Inspection Report 6 materials in or around the building that were not part of, nor affixed to, the building structure included potentially hazardous materials. Any potentially hazardous substance present onsite that are not building materials, if any, were not evaluated, and should be properly disposed of in accordance with applicable regulations.
Since the building was currently in use, destructive sampling that may compromise the integrity of structures was not conducted during this survey. This includes, but is not limited to, removing portions of walls to inspect the cavities, sampling inside of ducts, or other equipment, etc.
While ESC has made every effort to locate and sample all suspect materials for lead and asbestos, there are limitations inherent to physical inspections, especially for materials located behind walls, under multiple layers of flooring, above ceilings or plenum spaces, in crawlspaces, or inside of piping or equipment, etc. It is possible that materials may exist in the surveyed buildings that have not been identified or evaluated. Therefore, while ESC has performed this survey in accordance with the standard of care typical to the trade, ESC cannot confirm that no other potentially hazardous materials are present within the building or space surveyed. No other warranty expressed or implied is extended. This report should therefore not be construed as a final statement that all hazardous materials have been identified.
Should any potentially hazardous building materials be encountered which were not accessible or evaluated in this survey, they should be assumed hazardous and not be disturbed prior to evaluation by a licensed and competent inspector.
