Target Document Reference Question Submitted by Prospective Offerors Gov't Response/Clarification

1 RFP Section L-100(b)(3)(i), page

Question: The Government requests the Offeror provide any information currently available (letters, metrics, surveys, etc.) that demonstrates customer satisfaction. Will this count against the 50 page limit for PART III?

It is noted that the page limit is "10 pages per contract" as stated in Sec L-100(b).

Since Sec L-100(b)(3)(iii) limits # of contracts to max. five, max. # of PPI page is 50 in total (= 10 pages x 5 contracts). Your questioned information will be counted as part of 10-page limit per contract. In addition, PPQ completed by the customer and directly sent to the 35 CONS/LGCP will not be part of the stated 10-page limit.

2 RFP Section L-100(b)(2)(ii), Part II

– Price Proposal, pg 40; L-

100(c)(4)(vii)

Question: Please clarify the Government’s reference to the “EXCEL program”, in the RFP statement

“particular care should be taken to ensure the amounts match when using the EXCEL program and the rounding of figures, limited to two decimal places.” The RFP does not include any EXCEL Attachments and

Sections L & M do not reference any requirements for offerors to prepare & submit any EXCEL pricing files.

If the Government requires an EXCEL file – what is to be submitted in EXCEL?

Refer to Sec L-100(c)(4)(vii), 4th and 5th sentences stating that "The Price Part shall be submitted in spreadsheet format, such as EXCEL, and MS WORD for price narrative. The electronic version shall be submitted on a compact disc (CD)."

3 PWS PWS 1.3.5.4.2 When available at the Misawa AB region, the Contractor shall….”

Question: Can to Government provide a schedule for the availability of the equipment at Misawa so the support costs can be accurately calculated?

JDEWR availability is dynamic based on the needs of various exercises throughout

CONUS and PACAF regions. That said, a good estimate for availability at Misawa would be 10-11 months out of the year. This is based on and average of its previous dwell time over the last 1.5 years we've had it on station.

4 PWS PWS 1.3.5.4.2,(a) “Provide highly qualified personnel to operate and sustain all emitter systems at home station. Contractor is responsible for all training of employees in the use of the system(s) to include set up, operations, and tear down of the system, radio communications to the pilots, conducting realistic training scenarios, debriefing procedures, and maintenance…”

Question: (a) We understand all follow-on training is the responsibility of the contract, but please confirm the government will not be providing initial training on this new equipment. (b) Please provide the date(s) and place(s) the technical documentation will be made available to contractor for study and use in association with the equipment and corollary systems for both their operations and maintenance.

To Question (a): Confirms initial training will not be provided.

To Question (b): Firm date(s) and place(s) can hardly be set up prior to contract award. Date(s) and place(s) for availability of the technical documentation will be arranged in the early stage of the resulting contract in coordination with the contractor.

5 RFP Schedule B Question: We would like to request a minor clarification please: Schedule B shows Option period 3 as Oct

16 – Sep 17, it should be Oct 17 – Sep 18 since Option period 2 has the same POP.

Refer to para. (a)(2)(ii) of Amendment 0001 issued on 12 Mar 15. The clerical error in question has been corrected by that amendment.

6 PWS The PWS lacked a Workload Estimates appendix. Will a Workload Estimate be included in a solicitation amendment? The lack of this workload data does not allow bidders to accurately propose and forecast staffing and supplies needed to accomplish the many new contract requirements. Further, the lack of identified specific workload requirements may open the door to future costly and time-consuming contract modifications.

Draughon Range Activity Data is to be provided as Appendix 10 of the solicitation under Amendment 0002. In addition, the following information is provided:

Per the PWS, expect 13 hrs per day of range operation, with a min requirement of 2 RCOs to cover that time window. The rest of the PWS's requirements form the basis for additional personnel estimates. The only new element in this PWS from the previous way the range has been run is the JDEWR component. JDEWR personnel will be required to operate equipment for a maximum 6 hour window per day. The system takes roughly 1 hour minimum to prepare for operation, and roughly 4 hours to move an emitter to a new location and set up. Shut down takes

30-45 minutes. Past experience indicates that operation requires 2 people to run the control equipment. MX personnel are an additional consideration. Past performance during exercises has been 3-4 people. These are all just observations that have been made concerning past operation periods at Misawa.

Draughon Range activity data and the information above are provided for the purpose of Performance-Based service as intended in the PWS.

7 PWS PWS 1.2.6, Operating

Locations.

How many deployments annually are projected to the locations identified as Deployed Sites (TDY

Exercises)?

Our record of current and past contracts which did not include JDEWR shows no deployment was made. The location of "Deployed Sites (TDY Exercises)" at para.

1.2.6 was added in this solicitation's PWS in conjunction with JDEWR, newly requirement to Draughon Range service contract. Therefore, at this point, annual projection in question is not readily available; however, the Gov't responses made to Query No. 3 and No. 8 can be referred for the possibility of deployment in question.

8 PWS PWS 1.6.1, Perform TDY as

Required.

Is this PWS Para meant to infer and include the deployed locations of Para 1.2.6? PWS Table 2.1, Service

Summary indicates neither contractor deployments nor a performance threshold for same.

Yes. We anticipate that PACAF A3 may designate JDEWR operators to go TDY from time to time in support of regional exercises. In such a case, CLIN X004 will be used to reimburse these additional costs.

9 PWS PWS 1.4.6.5, Access Roads. How many miles of range access roads are contractor maintained? Approximately 4.4 miles.

10 PWS PWS Appendix 8, Table A8-5 indicates a SIPRNET.

Where is this located? Building 928 on Misawa AB. This would be for JDEWR operator usage.

11 PWS PWS Table 2.1, Service

Summary, Objective 2

Service Summary, Objective 2 states; Smokey SAM (upon completion of Training and range implementation). Is this to imply that Smokey SAM operations are not currently projected for use?

Yes. At this time Smokey SAMS are not approved for use at Draughon Range.

Should this change we would expect the winning Bidder to perform this function, but implementing these devices is not high on our priority list at this time.

12 PWS If Smokey SAM operations are projected to be utilized, who is responsible to transport Smokey SAM rockets from Misawa Air Base munitions to the range?

In the event that Smokey SAMS are ever used at Draughon, the Government will assume the responsibility for transporting the pyrotechnic/explosive elements of that system to the range.

13 PWS Is there currently an authorized Smokey SAM (1.3G Explosives) storage facility on range? No, there is not. Further, PACAF A3 currently restricts Smokey SAM usage at

Draughon Range. 35 FW is not pursuing a change to policy at this time.

14 PWS During the range tour, a disc attachment was noted as being stored outdoors near the strafe pits. Is this piece of equipment operable?

The meaning of "disc attachment" in question is not clearly understandable;

however, this will answer the question - all equipment needed to maintain the strafe pits is operable.
