About this file

This document is a Questions and Answers file for a 513th Camp Tinian Refuse Services contract (Solicitation Number FA502525QB022). The Q&A reveals this is a new requirement for waste management services on Camp Tinian, with no incumbent or previous contract. The vendor will be responsible for supplying dumpsters/roll-off containers and picking up waste, including both solid waste and construction/demolition waste. Waste disposal has specific requirements: construction and demolition waste must be disposed of at the Saipan Landfill or a licensed landfill, while solid waste can be disposed of locally or at a licensed landfill. Since this is a new requirement, there are no historical tonnage estimates, so vendors are advised to plan for the maximum capacity of 30 CY and 35 CY containers.

Questions and Answers - 513th Camp Tinian Refuse Services

1) What is the estimated tonnage per week for the 30 yd roll off container and for the 35 cy roll off container? Is there historical data you can base an estimate off of?

Response: Since this is a new requirement, we don’t yet have exact estimates or historical data for weekly tonnage. Because of the variability in material density, weight, and mission demands, it’s best to plan for the maximum capacity that 30 CY and 35 CY containers can handle.

2) Does this requirement call for the vendor to supply the dumpsters/roll off containers and to also pick up waste? Or is this just for waste pickup?

Response: The vendor is to both supply the dumpsters/roll off containers and pick up waste.

3) Is there an incumbent? If so, please provide the total contract value, length and number?

Response: There is no incumbent. This is a new requirement for Camp Tinian, Tinian.

4) Is the scope of work the same as the previous contract?

Response: There is no previous contract.

5) Regarding the approved site to dispose of the waste at, will you require a permit from the local EPA? Saipan is the only landfill in the CNMI that holds such a license. This will affect pricing if we are not allowed to dispose of waste locally on Tinian at the local dump site.

Response: Vendors must not violate any local laws or regulations regarding the disposal of construction and demolition waste bins. Please refer to section 1.1.2.2 of the Performance Work Statement (PWS) for guidance. All construction and demolition waste, including mixed-load construction waste, must be disposed of at the Saipan Landfill or at a licensed landfill. Solid waste can be disposed of locally or at a licensed landfill.
