About this file

This document is a Questions and Answers (Q&A) attachment for Solicitation FA500425Q0014, a Service Disabled Veteran Owned Small Business set-aside for a Microphone Installation System project. The solicitation requires installing digital ceiling-mounted microphones and digital signal processing equipment in multiple rooms across two Alaskan military installations (Joint Base Elmendorf-Richardson and Eielson AFB). The project involves strict security requirements, mandating that all equipment be non-network and non-wireless, compliant with DoD security manuals, and approved by special access program security officers.

Key technical details include allowing digital microphones like Shure MXA 920 ceiling arrays and gooseneck microphones, with a previous installation utilizing a Biamp Tesira Server I/O with specific input/output cards. The desired installation window is September 2025 through mid-January 2026. Installers must be U.S. citizens, and all equipment must meet comprehensive security standards including DoD Manual 5205.07, DoD Joint Special Access Program Implementation Guide, and be Trade Agreements Act (TAA) compliant. Potential contractors were instructed to submit questions by March 7th at 2:00 PM AKST and quotes by March 12th at 2:00 PM AKST.

# Contractor Questions

Government Response

Date of

GOV

Response 1 It calls out ceiling mounted microphones with no network capabilities. Are you wanting analog mics in the ceiling?

Digital microphones are allowed, what is meant by “no network capabilities” is no ability to transmit. The microphones cannot be Bluetooth or wifi capable due to being in a secure environment.

2 Is there a specific microphone that you are looking for?

No specific equipment is directed, as long as it is compliant with the security directives listed. We have utilized the Shure MXA 920 ceiling mounted array and Shure gooseneck 10” and 15” microphones which are compliant.

3 It looks like it is also asking for a DSP that is not network capable?

The same security requirements for the mics apply to the DSP. No wifi or Bluetooth is allowed. A previous install utilized Biamp Tesira Server I/O with nine (9) 4-channel mic/line input cards, three

(3) 4-channel mic/line output cards for EX-MOD, DSP-2 card, DAN1 Dante card, Tesira logic expander, and EX-MOD.

4 Is there a time period that install will need to be done and completed by?

Desired install window is September 2025 through mid January 2026. Finalizing to be discussed with the government on deconflicting various events/meetings.

The information herein is For Official Use Only (FOUO) which must be protected under the Freedom of Information Act of 1966 and Privacy Act of 1974, as amended. Unauthorized disclosure or misuse of this

PERSONAL INFORMATION may result in criminal and/or civil penalties.

5 Any brands or models that are requested or have been used prior?

Extron XPA U 358-70V eight-channel audio amplifier, Biamp Tesira Server DSP, Shure gooseneck and ceiling mounted mics are what we have used before, but not required for this install

6 Could we have some drawings and pictures of the meeting spaces? We want to confirm the seating arrangement and furniture layout of the space

See attached. The only caveat is the JBER small theater is undergoing a renovation so the theater seating is longer in place and will be replaced by a large table in the middle of the room that will be the focal point for the microphone.

7 Would your customer like a speaker system upgrade to support and accommodate the large room and audio zones?

No, we do not need a speaker upgrade.

8 If so would a dynamic voice lift system, w/ proposed ceiling mics arrays work?

Dynamic voice lift would only provide a benefit to the Eielson large theater as the other spaces are not large enough. This is a nice function but not required.

9 Or would the customer like to stay with the current existing distrusted audio system, if so we are in need of quantities and model numbers of the speakers and audio amplifier.

The speaker function of the system is not distrusted and functions as needed. The speakers are connected through standard speaker wire that runs into the control access booths

10 What is the current DSP installed, and what is the VTC model being used?

DSP – Shure SCM810 Both VTC Codec – CISCO TTC6-13 Both VTC – TTC8-07 Sm Theater VTC – TTC5-09 Lg Theater

11 Is it expected to have any audio fed back into room via either CAB or ceiling microphones?

Yes. As outlined in the SOW there is a requirement for two-way feedback with the control access booth at both Eielson sites. This enables the booth operator to provide audio/video support to the presenter and audience.

Information Act of 1966 and Privacy Act of 1974, as amended. Unauthorized disclosure or misuse of this

However, this is not a requirement at the JBER site.

12 If the network port on DSP is removed or disabled, would it be permitted in this?

Must not be network or wireless capable and must be compliant with DoD Manual 5205.07 vol 1, DoD Joint Special Access Program Implementation Guide(JSIG), ICD 705, and be TAA compliant. The equipment will have to be approved by the facility government special access program security officer(GSSO) and information special access program security officer(ISSO) prior to purchase and bringing into the facility.

13 Will the local bases grant access for non-military or service members to complete this work?

Installers will need to be US citizens to be granted access to the SAPF. For base access all personnel will coordinate with the 353 CTS/ 354 OG Det 1 to facilitate a visitor pass for base access.

14 Is it possible to get access to pictures or a site visit scheduled to either site?

We can support a site survey, pictures will be difficult to release, we will work to try and get some.

15 Does the government have 16 rack units of available space in the existing equipment racks for each room?

No

16 Would an internal isolated network be granted as long as the devices do not have outside network or wireless connectivity?

Depends on the configuration and equipment being installed. Must not be network or wireless capable and must be compliant with DoD Manual 5205.07 vol 1, DoD Joint Special Access Program Implementation Guide (JSIG), ICD 705, and be TAA compliant.

The equipment will have to be approved by the facility government special access program security officer (GSSO) and information special access

Information Act of 1966 and Privacy Act of 1974, as amended. Unauthorized disclosure or misuse of this program security officer (ISSO) prior to purchase and bringing into the facility.

17 It calls out updating the GUI to accommodate, what brand and model is the display or system equipped with?

I don’t know what this is referring

to. Is it the VTC or is it the mics?

Or is it the Projectors?
