Statement of Work (SOW) APO microphone upgrade
7 January 2025
1. BACKGROUND: The 353 Combat Training Squadron (CTS) at Eielson Air Force Base near
Fairbanks Alaska and 354 Operations Group Detachment 1(Det 1) at Joint Base Elmendorf Richardson in Anchorage Alaska have a national Defense related mission need in the area of mission critical data, that is not reaching everyone in a fast-paced combat environment. The current Advanced Programs Office (APO) theater mics are handheld or area microphones spread throughout the auditorium. This requires every individual to find and speak into a microphone during our briefings. This is a very cumbersome process as our briefings are very interactive and require continuous input from those seated around the theaters.
Frequently microphones are not utilized and the distant end during a Video Teleconference(VTC) will miss import information being passed. The environment in which data and real training scenarios exist is severely outdated and does not meet the needs of our modern warfighter. The mission impact of this project on the DAF and DoD will be to accurately inform and convey the mission requirements with sufficient real time information passage to enhance communications and training.
2. SCOPE: The goal of the project is to install ceiling mounted beam forming microphones along with a digital sound processor at 2x separate facilities and in 3x total rooms. Site 1:
Eielson AFB building 1141 large theater(34x50) and small theater(24x34). Site 2: JBER AFB building 9549 small theater(20x24). The ceiling mounted microphones will allow individuals to remain seated, speak freely, and be heard and understood at the distant end of the VTC, ultimately removing the requirement to speak into a handheld microphone. The space prevents installation of any devices that require a network switch for intersystem communications. Additionally, the Eielson project requires communications, preferably a gooseneck mic from the control access booth(CAB) to the theater and from the theater to the CAB, driving the need for speakers in the CAB to monitor theater audio. Finally, mute capability is required both in the CAB’s and theaters and must provide a visual cue to let participants know that the microphones are muted/unmuted.
3. OBJECTIVES:
1. Replace existing microphones in the Eielson small and large theaters as well as the JBER small theater with a ceiling mounted beam forming system that facilitates clear and effective communication with external video teleconferencing participants utilizing the existing video teleconference equipment.
2. Communication must be capable of supporting smaller meetings to maximum capacity briefings with multiple participants dialed in on video teleconference.
3. Communication capability between theater and their respective CAB along with the ability to mute in all locations, with a mute/unmute indicator visible to all participants.
4. All equipment must meet security requirements outlined in governing documents and pass inspection by the facility security officers, any installation personnel must be a U.S. citizen.
5. Install timeline will be deconflicted from Alaska major flying exercises, which are typically May-August.
4. REQUIREMENTS, TASKS AND DELIVERABLES: The Government requires the installation of a next generation ceiling mounted beam forming microphone with digital signal processing to facilitate clear communication between video teleconferencing participants and the primary facility participants from anywhere in the room. We require installation, calibration and confirmation testing, satisfactory to Red Flag Alaska leadership.
The installation will be for 2x separate locations(Joint Base Elmendorf-Richardson, Alaska and Eielson AFB, Alaska) and 3x rooms in total. Delivered and to be demonstrated on site with functional tests for Display and Control box. Security testing, video test, color test, resolution test, input switching and automation integration testing. Also included will be functional software GUI acceptance and review and installation schematics/cut sheets must be provided. The equipment will be in a special access program facility (SAP-F) and will have strict equipment requirements. Must not be network or wireless capable and must be compliant with DoD Manual 5205.07 vol 1, DoD Joint Special Access Program Implementation Guide(JSIG), ICD 705, and be TAA compliant. The equipment will have to be approved by the facility government special access program security officer(GSSO) and information special access program security officer(ISSO) prior to purchase and bringing into the facility. Work must be done by U.S. citizens.
5. PERIOD OF PERFORMANCE: The contractor shall propose a schedule in which the government will evaluate (and negotiate as applicable) and incorporate the negotiated schedule into the contract. The period must be deconflicted from any flying exercises, and other significant scheduling events. A schedule of which will be provided to the contractor upon request.
6. All taxes, insurance, and fees must be included in the pricing.
