Performance Work Statement

Install & Inspect Scaffolding for the Digestor Flare Pipe at the EAFB Wastewater Treatment Facility

Eielson Air Force Base March 2024

Description of Requirement

1. BACKGROUND/GENERAL SCOPE

Background:

During the winter months, operators at the wastewater treatment plant face a challenging and potentially hazardous task. To maintain the anaerobic digester, they must climb an extension ladder to reach the penthouse roof, where they lift a 20-pound propane tank and weed burner onto the ice-covered surface. The operators then use the torch to thaw ice dams in the piping and ignite the bio-methane flare, a critical process that prevents the accumulation of explosive greenhouse gases. This delicate procedure requires significant skill and precision, making it essential to ensure the safe and efficient operation of the digester. To mitigate these risks, this request seeks to hire a contractor to erect scaffolding around the anaerobic digester flare piping, extending to the penthouse roof, and perform periodic safety inspections and repairs as needed. This will provide plant personnel with a secure means of accessing the flare and completing overdue maintenance tasks, while the Wastewater Treatment Plant team will be responsible for servicing and maintaining the flare and digester components.

General Scope of Work:

The contractor will be responsible for providing all necessary labor, materials, equipment, and supervision to design and install a one to three tier scaffolding structure, approximately 10 feet by 10 feet, around the digester flare pipe. The scaffolding will feature two working decks and modular staircases for safe access to the main platform, extending from the lower entryway to the penthouse roof. The structure must be designed, installed, and maintained in accordance with OSHA regulations and industry best practices. The scaffolding will remain in place for approximately 4 months, from March 2025 to June 2025, during which time the contractor will perform periodic safety inspections to ensure the scaffolding's integrity and compliance with regulatory standards.

1.1. Erection of Scaffolding

The contractor shall provide and erect scaffolding that meets the following requirements:

1.1.1. The scaffolding shall be equipped with guardrails, mid-rails, and toe boards on all open sides and ends.

1.1.2. The scaffolding shall be secured to the building structure and shall not be moved or altered without prior approval from the project manager.

1.1.3. The scaffolding shall be designed to allow for safe access to the work area and to provide a stable platform for workers.

1.1.4. The scaffolding will remain in place for approximately 4 months from March 2024 to June

2025.

1.1.5. The contractor will ensure that all work is performed in accordance with applicable federal, state, and local regulations.

1.1.6. The scaffolding shall be constructed of materials that are able to support four times the maximum intended load

1.2. Monthly Safety Inspections

1.2.1. The contractor shall conduct weekly safety inspections of the scaffolding and provide written reports to the project manager. The inspections shall include, but not be limited to, the following:

1.2.2. Verification that the scaffolding is plumb, level, and securely attached to the building structure.

1.2.3. Verification that all guardrails, mid-rails, and toe boards are in place and secure.

1.2.4. Verification that all access ladders and stairways are secure and safe for use.

1.2.5. Verification that all scaffold planks are in good condition and properly supported.

1.2.6. Verification that all scaffold ties are secure and properly installed.

1.2.7. Verification that all scaffold components are free from damage or defects.

1.2.8. Verification that all scaffold tags are up to date and accurate.

1.3 Additional Requirements The contractor shall provide the following:

1.3.1 A detailed project schedule, including the start and completion dates for each phase of the project.

1.3.2 The contractor shall provide a site-specific safety plan that addresses all hazards associated with the project.

1.3.3 The contractor shall provide a qualified and experienced project manager who will be responsible for overseeing the project and ensuring that all work is performed in accordance with the PWS.

1.3.4 The contractor shall provide all necessary insurance coverage, including workers' compensation, general liability, and automobile liability insurance.

1.3.5 The contractor shall provide all necessary permits and approvals required for the project.

1.3.6 The contractor shall ensure that all work is performed in accordance with applicable federal, state, and local regulations.

1.4 U.S. Holidays: The Wastewater Treatment Plant is always manned (24/7) regardless of holidays or down days however work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S.

holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

2 Location

2.3 Eielson Air Force Base (EAFB) is located approximately 26 miles southeast of Fairbanks, Alaska.

The Wastewater Treatment Plant is in Building 3216. This facility is accessible from Kijik Loop and is contained within the secured portion of the base. Please call prior to arriving at facility to be escorted on site.

3 Installation Access:

3.3 Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized. Failure to submit required information/data and obtain required documentation or clearances will be grounds for denying access to U.S. installations, buildings and controlled areas. The Contractor shall ensure that any subcontractors used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any subcontractor utilized by the Contractor, are made aware of and comply with these requirements.

3.4 The Contractor shall be aware of and comply with the requirements associated with Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firm’s failure to comply with Installation Access Control System (IACS) processing requirements.

3.5 The Contractor shall return installation passes to the issuing IACS office when the contract is completed or when a Contractor employee no longer requires access.

4 Deliverables

4.3 A detailed project schedule.

4.4 A site-specific safety plans.

4.5 Weekly safety inspection reports.

4.6 A final project report detailing the work performed and any issues encountered during the project.

5 Performance Standards

5.3 The contractor shall complete the project on time and within budget.

5.4 The contractor shall ensure that all work is performed in accordance with the PWS and applicable regulations.

5.5 The contractor shall ensure that all work is performed safely and that all workers are properly trained and equipped.

5.6 The contractor shall ensure that all work is of high quality and that all materials and equipment are properly maintained.

6 Acceptance Criteria

6.3 The project shall be deemed complete and accepted by the project manager upon successful completion of all work in accordance with the PWS.

6.4 The project manager shall conduct a final inspection of the work and provide written acceptance of the project.

6.5 Any deficiencies identified during the final inspection shall be corrected prior to acceptance of the project.

7 SUPPLEMENTAL INFORMATION

7.4 Base Notification - The Contractor shall contact one of the representatives identified above no later than 72 hours before starting site operations so base access can be obtained.

7.5 Site Visit - The contractor shall become thoroughly familiar with all details of the work to be performed on the flair. The contractor will advise the contracting officer of any discrepancies before performing any work.

7.6 Protection of Government Property and Personnel - The contractor shall protect Government and non-Government property and personnel on-base from inconvenience, damage, or injury of any nature.

7.6.1 The contractor shall accomplish the work in accordance with applicable Base Safety and

Fire Prevention regulations, Air Force regulations, and such other measures as deemed applicable.

7.6.2 Damages of any nature caused by this work shall be repaired or damaged property replaced at no expense to the Government.

7.6.3 If the contractor does not satisfactorily repair or replace the damaged property, the

Government reserves the right to make the necessary corrections.

7.6.4 The contractor shall reimburse the Government for consequential damages and for all materials and labor used for the corrections.

7.7 The contractor is responsible for the storage and safekeeping of all material to be used in the completion of work.

7.8 The contractor shall keep the work area clean of all debris. The contractor shall keep storage areas clean and orderly. The contractor shall dispose of all wastes and not allow them to accumulate.

7.9 The contractor shall comply with base regulations regarding Hazardous Materials (HAZMAT) and ensure procedures meet all applicable policies, publications, and protocols in this contract. Provide Bio-environmental engineer service with a Safety Data Sheet (SDS) on all first-time purchase of hazardous items obtained through local sources of supply and obtain approval prior to purchase.

7.10 The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the government for the cost of medical treatment and transportation at the current inpatient or outpatient treatment rate.

7.11 The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles. The contractor will maintain a current list of employees.

7.12 The list will include employee names along with information required in the REAL ID.
