About this file
This document is a Request for Information (RFI) containing questions and answers for Solicitation FA500425B0003, a Department of the Air Force project to repair Lift Station B2212 at Eielson Air Force Base in Alaska. The questions cover technical details such as utility as-builts, sewer main information, potential site plan modifications, control panel housing, project scheduling, safety personnel requirements, and environmental compliance.
Key responses include the government's willingness to consider relocating the lift station to simplify dewatering and soil handling, approval of a fiberglass enclosure for control panels, confirmation that SSHO and CQCSM positions can be combined, and clarification that a SWPPP/NOI is required if the total project area exceeds one acre. The wet well for the lift station will have a height of 24'-0" and a diameter of 10'-0". The solicitation indicates the project is valued between $1,000,000 and $5,000,000, with the NAICS code 236210 and a small business size standard of $45M.

SUBJECT: Questions for FTQW 23-1401 - Repair Lift Station B2212; Solicitation
FA500425B0003
1. Please provide whatever utility as-builts exist which show the utilities and utilidors around B2212.
Answer: All utility information available is shown on the drawings.
2. Please provide any available as-builts for the sewer main in the area that the project connects into. The purpose of this request is to quantify the effort required to intercept, divert, or pump waste for the tie-in. This would include flow rates, if available. If this information is in a format other than as-builts that will work as well as long as it is enough info to quantify the effort required for isolation.
Answer: No flow rate data exists for the lift station influent sewer line, but the CE Operations have recommended assuming 1100 GPM for normal flow.
The existing sewer line is 18”, but no additional as-builts are available. The existing lift station will remain operational and bypass pumping operations may connect there for outflow.
3. Would the Government consider moving the lift station to a location adjacent to the utilidor bump out and a reconfigured pipeline routing? One larger cofferdam would simplify the dewatering and installation. Locating the lift station next to the bypass tie-in eliminates ~40' of direct buried gravity main. Per detail 3 on C700, this main is ~6' below the water table and creates additional issues to include: 1) problematic dewatering and 2) considerable more excavation stockpiling, and characterization of potentially contaminated soils.
Answer: Yes. The Government would allow for this change in site plan to reduce dewatering and soil handling via RFI and approved submittal.
4. E003 shows the control panel mounted on an H-frame. Eielson is starting to go to a fiberglass enclosure to house similar control panels. Is this desired?
Answer: Yes. The new standard wasn’t identified prior to the designs, but Eielson would like to proceed with the fiberglass enclosure to house the control panel. The control panel enclosure itself will not need to be weather rated as the fiberglass enclosure will be. A small electric heater shall be installed within the enclosure to keep it above freezing.
5. Section 01 32 01, Project Schedule requires a MS project schedule and then has a lot of remnant wording on P6 schedule requirements. Request clarification that the Government desires a MS Project schedule and the P6 wording is not applicable.
Answer: Correct, the Government desires MS project schedule.
6. Can the SSHO positions and CQCSM positions be combined for this project?
Answer: Yes the positions can be combined. All certifications, trainings, and requirements must be met for both positions. For any periods of time where the SSHO/CQCSM will not be on site – either temporarily (less than 24hrs) or long term (greater than 24hrs), the alternate(s) must me all requirements as identified in the specifications.
7. Section 01 57 19, request clarification that a SWPPP/NOI is required only if soil disturbance is one acre or greater.
Answer: SWPPP/NOI is required if the total project area - including laydown yard, parking, staging, stockpiling locations – is over one acre.
8. Section 33 32 16 2.5.1 says "provide a wet well with inside diameters as indicated and to the depths indicate on the drawings". The drawings do not clearly show an overall height or a diameter and much of the info is not scalable. Request exact wet well dimensions.
Answer: Wet well has a height of 24’-0” per Sheet S101. Diameter is 10’-0” per Sheet S101 section/scale.
9. What is the wet well diameter?
Answer: Diameter of new wet well is 10’-0”.
