About this file

This Statement of Work (SOW) details the repair and upgrade of Lift Station B2212 at Eielson Air Force Base in Alaska. The project involves constructing a new bypass lift station with two Contract Line Items (CLINs): CLIN 001 includes excavation, installation of a new fiberglass wet well, secant pile walls, utilidor addition, piping, electrical equipment, and site restoration; CLIN 002 covers the disposal of 100 cubic yards of PFAS contaminated soils.

The project requires careful coordination with base operations, as Building 2212 will remain operational throughout construction. Environmental considerations are significant, including handling potential asbestos and PCB materials, managing contaminated soils, and adhering to strict notification and permitting procedures. The work must comply with numerous federal, state, and local codes and standards, with a projected completion date of June 2025. The contract will be awarded under the Department of the Air Force Pacific Air Forces, with a small business size standard of $45M and an estimated project value between $1-5 million.

FTQW 231401: REPAIR LIFT STATION B2212

1.0 DESCRIPTION OF WORK

The Statement of Work (SOW) outlines the Government’s requirement for the construction of a bypass lift station and incidental related work at Eielson AFB. The Contractor shall complete the construction outlined in this SOW and the project drawings. Work shall be performed in accordance with (IAW) this SOW and the project specifications provided.

2.0 GENERAL INFORMATION

Eielson AFB is a secure military facility. Access to the Base is controlled. The work is located at the existing lift station (Building 2212).

The building will not be regularly occupied during performance of work under this Contract. However, Building 2212 will remain in operation as a primary lift station throughout the duration of the project. The Contractor shall maintain all necessary personnel and equipment access for the ongoing operation and maintenance of the facility and systems. Building 2210 and 2211 are fed by the existing pole mounted transformer. These buildings are regularly occupied, and service must be maintained. Before work is started, the contractor shall arrange with the Contracting Officer (CO) a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

The Contractor shall carefully plan and coordinate any required or potential partial interruptions, or out of service requirements with the CO in advance and are subject to the needs of the installation. Any partial interruptions or out of service periods shall be coordinated at least fourteen (14) days in advance, be of limited duration, and in accordance with (IAW) with the limitations and constraints identified by the CO, and the requirements set forth in the specifications. Coordinate operation or change in status of any systems, equipment, or capabilities with CO. The Contractor shall not operate or manipulate existing facility systems without specific approval.

2.1 CONTRACT ADMINISTRATION

The Eielson AFB CO and Contracting Specialist (CS) are responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO. The Base Civil Engineer (BCE) monitors the work and services furnished and evaluates the performance of the Contractor as the Contracting Officer’s Technical Representative (COTR). The COTR is not a CO and has no authority to contractually bind the Government or modify the contract.

2.2 GOVERNMENT FURNISHED MATERIAL

There are no Government furnished materials for this project.

2.2 GOVERNMENT DOCUMENTATION

"As-builts", shop drawings, and operation and maintenance manuals that the Government may provide are not guaranteed to be either accurate or complete. It shall be the Contractor’s responsibility to verify any information or data that is given to them by the Government.

3.0 WORK REQUIREMENTS

A pre-construction meeting will be held with the Contractor and Government representatives. The Government shall schedule the meeting prior to the construction as stated in “Meeting and Conference Requirements” of the Solicitation.
