Solicitation FA5004-19-Q-A031 – Continuous Emissions Monitoring Support (CEMS)
Questions & Answers
Question: Does the probe require service with the CEM system?
Answer: Probe repairs (if needed) have been included in current agreement, but the provider didn’t maintain all parts. If work was required we would have assisted in acquiring parts. The determination of whether a probe had failed or not would be made by our Instrumentation & Controls Work Lead along with the contracted technical expert. The CEMS system would likely show signs of a problem with our data, which would trigger our troubleshooting which would probably end up involving the service provider via telephone support. The point of having a service contract for our CEMS equipment/system is that we do not have the expertise to id and fix everything. We would rely on their help in finding the problem and determining the path forward for a fix. If a probe were found to need replacement, we would purchase the part and they would make the repair.
Question: If yes, which probe is being used?
Answer: Universal 275E Extraction Probe
Question: What is the height of the probe on the stack?
Answer: Approximately 8’ up on the stack. The stacks have raised working platform all the way around that provides easy/safe access.
Question: Where are the analyzers located, and what is their environment? – shelter, building, etc.
Answer: Analyzers are located in the plant one deck below the roof in a conditioned modular room/shelter.
Question: In Section 2.2 of the work statement, 2.2.1 & 2.2.4 both request 2 visits per year, can these be conducted at the same time, (visit 1, PM & Gas Audit then 6 months later another PM and Gas Audit) or do you would you prefer 4 visits per year?
Answer: Yes, CGA can be completed along with a PM visit.
Question: Is there a list of parts that are expected to be in-stock?
Answer: Would expect manufacturer recommended routine wear items to be on hand. Tubing, Filter Elements/Kit, sample conditioner filter elements, O-Rings, Drierite……..
Question: Which CEMDAS software is used, and what is the current state of the license and its renewals?
Answer: The current version we have is a Monitoring Solutions CEMDAS Data Acquisition package (current version is 1.0.78.) This is proprietary compiled software provided under a license agreement. I have provided you with a statement from Monitoring Solutions stating this.
Question: Will the contractor be expected to pay for the software renewal, or just maintaining the software that is already purchased?
Answer: We currently receive software version upgrades as part of our service agreement and would expect the same going forward.
Question: 1.0 General Scope: That first paragraph reads like you want a person on-site or in the area. Can you clarify? It would seem that this simply means you want 24/7 access to a technician. Am I correct?
Answer: 1.0 – 24/7 is emergency telephone support. It’s rare that we’ve needed it, but phone support on a weekend has been needed in the past. Basically need technical support available if we need advice during non-business hours.
Question: 2.2 Contractor will provide Monitoring Solutions complete service to include: Are we providing support to Monitoring Solutions or to the CH&PP?
Answer: 2.2 – This line is a carryover from Monitoring Solutions information/submittal as they installed the system currently in use and have been providing support ever since. It could be changed to “Contractor will provide the CHPP with CEMS-CEMDAS service to include;”
Question: 2.2.6 Contractor will provide emergency parts shipment (expedited shipment and delivery) of in-stock parts for any emergency. What is the intent of this statement - are we to provide the service with shipping charges to be billable or are we to cover the cost of shipping as well?
Answer: 2.2.6 – Current provider has paid for shipping.
