Solicitation FA5004-19-Q-A031 – Continuous Emissions Monitoring Support (CEMS)

Questions & Answers Continued

Question: For emergency service calls, should our quotes include a contingency to account for emergency service visits, or can this be a separate line item billable only when used?

Answer: Emergency visits would be billed separately. To date, we’ve not had one. We have used the 24 hour telephone support several times, but have not required an unscheduled visit yet.

Question: If emergency visits are to be integrated into a single line item with regular service, what has been your average number of emergency site visits over the last 3 years?

Answer: See item 1.

Question: Can you recommend an example, provide a sample or headings that are required or preferred in the Technical Acceptability Narrative?

Answer: The technically acceptable narrative is a written narrative from the contractor describing how they plan to satisfy the requirement. Typically, this is completed in one to two pages.

Question: Can you confirm which configuration, or which technology is being used in the CAI 600 analyzers (section 2.1.2) – NDIR, FTIR, FID, CLD, HCLD, HFID, MHFID, etc.?

Answer: CLD.

Question: Can you confirm how many CEM systems require service? We were unsure if boilers 5A and 6A are using the same stack and share a CEM system.

Answer: We have two (2) systems. One for each of our new boilers (5A and 6A).

Question: Do you have any drawings of the system that can be shared, and if so can you please release them?

Answer: No.
