Questions:

1) Appendix A Show:

Type of Service Quantity Service per Year Mow Vacant Housing 150/Week 20 Trees, planted/Transplanted 150 Up to workload Trees, Irrigated 250/Week Up to workload Litter Crew 120 Man hours/week 22 to 24

Base on this:

• What CLINS should we use to price this Items? Clarified?

Mow vacant housing is should be invoiced under CLIN 0029. It is included under improved grounds but will be invoiced under CLIN 0029. There is not a current need to utilize the “Trees, planted/Transplanted” CLIN 0028, so it will remain reserved on the solicitation and does not need to be priced. It will also be removed from the PWS. Trees, irrigation would be covered under the irrigation CLIN, CLIN 0003. Litter Crew would be under CLIN 0004 which will be changed to a priced CLIN via amendment.

• Are the Vacant Houses the TLFs? And if so, are the back yards included?

• Yes vacant houses are the TLF’s. Backyards are not included.

• Is the Litter Crew responsible for Area along Richardson Highway?

No.

• “Maintain Flower beds” in Appendix A. Please clarified quantity?

Flower beds are to be maintained in front of Amber Hall, which is also shown on the updated irrigation map.

2) Appendix A show irrigation: 50 acres/Week, but Maps (Appendix B) show 8.16 acres.

Clarified?

Map error, Irrigation will occur on improved grounds. Irrigation map will be updated.

3) Appendix A show Fertilization to be 426 acres, but the Maps (Appendix B) show 97 acres.

Clarified?

Fertilization is to be 97 acres. PWS will be updated.

4) CLIN 0007 Pest Control with quantity—1 & Unit of Issue –LOT. Is divided as follows:

a. Herbicide --Improve Grounds: 426 acres. (May, June, August-- application)

b. Herbicide --Fences/Crack grass – Herbicide 1,500,000 sq. ft.

c. Herbicide Flightline—130 acres(mid-June application)

Has been changed to beginning of June application

d. Insecticide Flightline – X acres? ( May application)

Questions:

• How is the contractor to invoice for this CLIN 0007 when the complete work will be completed until August, but there is a lot of labor and investment initially? Can it be invoice by percentage? What happens when certain item does not get done? Who decides the deduction and how much?

CLIN 0007 will be changed to 5.5 months for monthly invoicing. What is completed for that month may be invoiced.

• Herbicide Improve grounds-- Calls for applying 426 acres of herbicide (3 months).

There are 372 acres of Improve grounds where are the rest of the acres? What type are they vegetation elimination or weed elimination? Is it the fuel farm, railroad tracks…?

PWS error, herbicide improved grounds is to be 372 acres. For improved grounds it is to be for weed elimination, for flight line it will be for gallium and fireweed elimination. Herbicide is to be applied to improved grounds and on the BASH areas as shown in the Herbicide/Insecticide Map.

• Herbicide Fences/ Crack Grass – Does this item includes parking lots, around buildings and the airfield itself? Also, is the contractor responsible for clearing overgrown sprayed weeds?

This does include parking lots and airfield however for around the building, the facility manager is responsible for up to 50ft from the facility to take care of the grass/weeds which can be done mechanically and not chemically. Contractor is responsible for overgrown sprayed weeds which again can be complete mechanically (e.g. weed wacker)

• Herbicide Flightline (130 acres) – Is to be done Mid-June. But mid-June usually there is a “RED FLAG” operation going on and there is no access to the Airfield. Can the application be done in the short window before the “RED FLAG” or the short window between the “RED FLAG” and the first Airfield mowing?

Herbicide Flightline will be conducted in the beginning of June for RED FLAG purposes, PWS has been updated.

• Insecticide Flightline – How many acres is this area?

208.69 acres

• In Appendix G states “If within 2-4 weeks and either application shows no effect, another application may be required……..” Since the application will be made into a dense foliage and the contractor does not have control over the weather who pays for the extra labor and supplies if the application does not take? Also, who is the responsible party to monitor the activity of the pest?

It will be up to the contractor to pay for further application. The responsible party to monitor the activity of the pest will be the BASH program, and the Pest Management Shop

5) 1.3.2 Mow Un-Improve Grounds by date.

• Quarry Hills is to be mow at 6” or less and Engineering Hill to be mow at 14”. Is this correct?

Yes.

6) Appendix B (maps) show Quarry Hills actual ammo bunker to be mow as Semi-Improve and only a small section pass the gate is to be mow as Un-Improve. Is this correct?

Yes.

7) Appendix A shows Semi-Improve grounds to be mow with a services per year of 15. Is this correct?

PWS has been changed to services of 6 per year.

8) CLIN 0016 Maintain Surface Drainage Ditches

• Can you clarify! Because in the Statement of Work—Section 1.5 MAINTAIN SURFACE

DRAINAGE DITCHES is RESERVED?

This is a mistake, the PWS will be revised to add this verbiage.

9) Appendix I – Contractor provided items

• One each limb shredder/Chipper Does the chipper has to be of a certain size?

The government will not dictate the size of the chipper, the contractor will determine what size enables efficient completion of the required task.

10) Getting equipment/supplies to Eielson AFB sometimes take a long time. Will the contract be issue in time to give the contractor time to get his/her equipment here?

The contract will ideally be awarded in January, which will allow the contractor plenty of time to ship equipment before April.

11) What height is the ski hill maintained at and when is it mowed?

Per PWS paragraph 1.3.2, the Ski Hill is to be 6 inches or less. It is to be mowed late August.

12) What animals/insects is the pesticide meant to target?

Grasshoppers and caterpillars

13) Are there spigots for irrigation areas?

Spigots are only located in Heritage Park.

14) In the site visit today it was emphasize certain areas were debris was to be pick up more often.

The contract is to be work with Appendix A-- Workload Estimates and Appendix B-- Maps. Again.

the Litter Crew has 120 man hours/week with service summary of 22 to 24 per year, but the CLINS show this as RESERVE. In Addition there are other CLINS stated in Appendix A but are in RESERVE too. How are we to bid for this items?

This CLIN (CLIN 0004) will be changed to a “priced” CLIN. The Reserve CLINs specified in the PWS that are to be priced will be corrected via amendment.

15) In the Solicitation -- Evaluation-Commercial items- The evaluation will base on PRICE only. Not in past performance or experience. Is this correct?

This is correct, price is the only factor for this IFB, however, a determination of contractor responsibility will be made prior to award.

*Note: The insecticide/herbicide map provided is for the airfield. All other applicable areas shall conform to the descriptions in the PWS.
