PERFORMANCE WORK STATEMENT
FOR
GROUNDS MAINTENANCE SERVICES
1. DESCRIPTION OF SERVICES. The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Eielson AFB Alaska in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor’s performance will be based on the Contracting
Officer’s (CO) evaluation and Contracting Officer’s designated Representative (COR) (Quality
Assurance Personnel) and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract.
The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
1.0.1. Remove Debris and Police Grounds. The contractor shall perform litter patrol in all treeless areas to include parking lots and sidewalks on Eielson AFB. The following list of areas are high visible and shall be patrolled twice daily; Hursey Gate, Amber Hall, Baker Field House, Clinic, Two Seasons Dinning facility, Arctic Lanes, Central Ave, Flightline Ave, Wabash Ave, North St, Kodiak St, and Broadway Ave. Responsibilities shall include, but are not be limited to, removal and disposal of all natural debris, (tree limbs, brush, rodent habitats, dead animals, etc.), and man-made debris. Contractor shall police areas daily. Dispose of all debris at an on-base location in accordance with existing local regulations.
1.1. MAINTAIN IMPROVED GROUNDS. Improved grounds are identified in Appendix A and B. Improved grounds are Areas that require more frequent maintenance such as cantonment areas, parade grounds, drill fields, schools, athletic areas, cemeteries, and housing areas
(including vacant quarters).
1.1.1. Mow. The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance at all times. Vegetation shall be cut on Improved Grounds as indicated in Appendix B. To include up to 150 vacant housing units per week. The inside areas of the Child Development Center (CDC) playgrounds will also be mowed. Contractor must coordinate with the CDC prior to mowing. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove grass clippings when visible after mowing, before leaving work area.
1.1.2. Edge. The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Areas that require edging are shown in Appendix B. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.1.3. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. All areas shall be trimmed concurrent with mowing. Damage to trees and shrubs from trimming shall be repaired by the contractor. If a plant should die or become unhealthy due to damage, the contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days of noticed damage. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.1.4. Irrigation. The contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering (see Appendix A and B). Contractor shall position hoses, etc., for manual watering and then remove/store hoses, etc., between waterings to ensure neat, clean appearance of areas. The contractor shall irrigate Heritage Park.
All of Heritage Park shall receive sufficient amounts of water as necessary to present a uniform green color without browning or barren areas resulting from lack of water. The contractor shall provide watering hoses and portable watering devices.
1.1.5. (RESERVED)
1.1.5.1. ead Animals. All dead animals are to be collected for disposal. Prior to disposing, report number and type (bird, dog, cat, unrecognizable, etc.) to the COR, who will forward report to Pest Management and Natural Resources. Contractor shall contact pest management and public health within 10 business days after contract award to get instructions on the protocols for handling dead animals (e.g., PPE and local disease protections).
1.1.6. RESERVED
1.1.7. Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. Approved fertilizers shall be applied in accordance with the manufacturer’s instructions at a rate of 250 pounds per acre. Unless otherwise indicated, the type and amount of lime applied shall be based on results of soil testing. Soil tests shall be conducted by the contractor and are the responsibility of the contractor. See note in fertilizer specifications.
Apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated.
1.1.8. Pest Control. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest
Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general wellbeing of installation personnel. The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management http://www.dtic.mil/whs/directives/corres/html/41507.htm
Program, Encl 4 para 4.2.2 and AFI 32-1053, Pest Management Program, para 4.7.4 and 4.7.6.
All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The
Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal
Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current state certification for the pest control services being performed. Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.) Civil Engineer Asset Management Flight must approve all herbicides prior to use. All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel.
1.1.9. Lawn Renovation. The contractor shall renovate lawns in improved grounds as identified by the CO or COR. Areas damaged by vehicles, erosion, winterkill, drought or insect/diseases shall be seeded, sprigged, or sodded to meet the standards of surrounding areas.
1.1.10. Prune Shrubs, Hedges and Other Plants. The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. This service will be issued as a work order by the CO or COR. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.
1.1.11. Aerate Soil. Aerate soil on improved grounds to maintain grounds in a healthy, green, and vigorously growing state.
1.2. MAINTAIN SEMI-IMPROVED GROUNDS. Vegetation shall be cut on Semi-Improved grounds as indicated in Appendix B.
1.2.1. Mow. The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas except in airfield areas designated as Bird Aircraft Strike Hazard
(BASH) areas. Maintain grass height between 7 and 10 inches in BASH areas. See section 1.2.3 for detailed Airfield mowing requirements. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.
1.2.2. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area.
1.2.3. Airfield Coordination. The contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplished only after Airfield Management has approved scheduled times. Airfield Management shall coordinate projects (i.e., mowing, seeding, chemical applications) that may influence wildlife activity on the flight line with
USDA, Wildlife Services via 354 FW/SEF, and when applicable with Natural Resources and
Pest Management prior to initiating work orders.
1.2.3.1. Flight-line Drivers. Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF
Form 483, Certificate of Competency (flight line driver’s license) with them at all times.
Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.
1.2.3.2. Airfield Tower Communications. The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways. The contractor shall maintain contact with the control tower when operating on or within 150 feet of the runway. The contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor. All equipment shall be VHF type with a minimum five-mile range and shall have private line capability. The contractor shall be responsible for any changes to radio types that the base makes in the course of this contract, i.e. frequency changes.
The contractor shall respond immediately to the directions of the Air Traffic Control tower personnel.
1.2.3.3. Airfield Light Fixtures. The contractor shall cut a 10 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects in accordance with improved grounds standards. This service also includes the requirement grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.
1.2.3.4. Mow Airfield Grounds. Grass cutting shall be accomplished on Airfield Grounds as indicated in Appendix A and B as BASH. Airfield Grounds shall be mowed twice per year beginning in early July, and the second mowing between early to mid-September after the fall migration. Grass height may extend beyond AFI91-202’s requirement (7-14inches) to 10-20 inches IAW HQ AFSC/SEFW waiver dated August 2006. Cutting of grass on airfield grounds shall be accomplished only after Airfield Management has approved scheduled times.
1.2.3.5. Airfield Chemical Application. Insecticide application shall be sprayed annually. This is to be monitored in May, where agents are most effective at early instar from the 1-3 stage.
Apply insecticide within 300 feet of all aircraft movement surfaces, and 150 feet from the edge of the runway. Spot treatment area outlined on map.
Herbicide Application shall be sprayed annually. Application is to occur in mid-June prior to first mowing; weather variables/conditions to determine appropriate application. Spot treatment area outlined on map.
1.2.3.6. Airfield Perimeter Fencing. Airfield perimeter fencing shall be trimmed as required to keep height of surrounding areas. Use of herbicide is authorized to reduce frequency of trimming needs.
1.2.3.7. Airfield Seeding. Seeding shall be applied when grass cover is needing to be reestablished.
The following seed mix has been recommended by the AK Dept. of Natural Resources, Division of
Agriculture Plant Materials Center. 60-70% Arcta Red Fescue, 20% Nortran Hairgrass, and 10%
Annual Ryegrass.
1.3. MAINTAIN UN-IMPROVED GROUNDS. Un-improved grounds are identified in
Appendix B. The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year, unless noted otherwise below, to a height not to exceed 14”. (Except BASH Areas).
1.3.1. Mow Fuel Line Right of Way. The contractor shall maintain the petroleum fuel line right of way from the start of the line to the end of the line which runs from Eielson AFB through
North Pole. See section 1.3.2 for service period and grass height. See attached map for details of the fuel line route.
1.3.2. Mow Un-Improved Grounds, by Date. The contractor shall maintain selected un-improved grounds to prevent fire hazards, to enhance security, or for other reasons that require service to be performed at specified times of the year. Vegetation in these areas, shown below, shall be mowed at the times indicated.

1.4. MAINTAIN VEGETATIVE BEDS, INERT BEDS AND RELATED AREAS.
The contractor shall maintain vegetative beds, inert beds, and related areas as identified in
Appendix A & B to present a neat and professional appearance. The Contractor will meet with the COR at the beginning of the contract for precise locations of the flower beds identified.
Maintenance activities may include but are not limited to fertilizing, edging, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. All weeds shall be removed or eradicated manually or mechanically, but not chemically.
1.4.1. Apply Growth Retardant. The contractor shall, at their option, apply approved growth retardant as required in order to minimize string-trimming workload. Application of retardants shall be allowed only around decorative boulders and shall be limited to those areas directly adjacent to the boulders. Killing of vegetation in these areas in not allowed.

1.7. SPECIAL REQUIREMENTS
1.7.1. Prune Trees. The contractor shall prune or trim all trees as necessary. The contractor shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute
ANSI A300 Part 1 industry standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic or safety. In addition, the contractor shall prune or trim trees that pose public safety hazards. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings.
Trees that pose threats to structures or buildings shall be removed. Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the contractor. Minimum clearance from primary lines (over
600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. Contractor shall be responsible for removing all debris generated from trimming or pruning operations. This service is issued as a work order and must be completed within five (5) workdays from notification.
1.7.1.1. Tree Care. The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification. The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.
1.7.1.2. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

1.7.1.3. Emergency Spot Pruning/Trimming. Emergency spot pruning/trimming shall only be accomplished through issuance of a work order by the CO or COR. The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date.
Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.
1.7.1.4. Tree and Stump Removal. Tree and stump removal shall only be accomplished through issuance of a work order by the CO or COR. The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the tree removal date. Stump-grinding debris shall be removed the same day grinding is performed. In areas where a lawn sprinkler system exists, the contractor shall backfill with topsoil, and lay sod to match the existing ground grade. In areas where no lawn sprinkler system exists, the contractor shall backfill with topsoil and compact to match existing grades. Trees identified for removal shall be considered within the following categories, Large, Medium, Small and Sapling, as based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.
Large Trees: Diameter 36” and above, remove within 10 workdays from the work order date.
Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the work order date.
Small Trees: Diameter 3” to less than 24”, remove within 5 work days from the work order date.
Saplings: Diameter 3” and smaller, remove within 2 workdays from the work order date.
1.7.1.5. Emergency Tree and Stump Removal. The contractor shall perform emergency tree and stump removal only after the issuance of a work order by the CO or COR.
Large Trees: Remove within 2 workdays from the work order date
Medium Trees: Remove within 2 workdays from the work order date
Small Trees: Remove within 1 working day from the work order date
Saplings: Not required
1.7.1.6. Tree Disposal. Smaller tree waste shall be chipped or shredded and disposed of at the designated on-base site. Larger tree waste shall be cut into firewood and delivered to the designated on-base site. Firewood splitting is not required.
1.7.1.7. Remove Debris/ Police Treed areas. Twice monthly, the contractor shall perform litter patrol 10’ into all tree lines along Flightline Ave, Central Ave, French Creek Dr, Arctic Ave, and
Moose Lake Dr. Additionally the contractor is responsible for 50’ into all tree lines identified for service requests. Responsibilities shall include, but are not be limited to, removal and disposal of all man-made debris. Dispose of all debris at an on-base location in accordance with existing local regulations.
1.7.2. Emergency and Special Event Services. The contractor shall upon notification by the CO through the issuance of an oral or written work order, perform emergency or special event grounds maintenance service. Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral work orders for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work orders.
The contracting officer will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event.

1.7.4. Special Cuts/Projects. Special Projects Crew shall be comprised of three contractor employees with suitable transportation, equipment, and materials capable of accomplishing miscellaneous grounds maintenance-related tasks at the direction of the government. The contractor’s on-site representative shall retain sole authority and supervision of the special projects crew. Tasking(s), as provided by the government to the contractor’s on-site representative, will normally be scheduled a week in advance and shall take priority. Additional mowing operations may be implemented on the flight line if wildlife activity becomes hazardous to aircraft operations. Short-notice changes may be required. Contractor shall inspect each tasking upon completion. Work performed by the special projects crew shall not interfere with or preclude the successful completion of any other service required under this PWS.
1.7.5. Planting trees, shrubs, and vegetative beds. The contractor shall upon notification by the
CO or COR through the issuance of a work order, perform planting of trees, shrubs, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability.
2. SERVICES SUMMARY. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The
Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and
Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.
During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

Re-performance for SS-1 and SS-2 shall be re-accomplished within eight (8) hours of notification. Re-performance for SS-3 shall be re-accomplished within one (1) day of notification. Re-performance for SS-4, SS-5 and SS-6 shall be re-accomplished within four (4) hours of notification. SS-8 Compliance is mandatory and shall be accomplished within five (5) calendar days.
2.1. QUALITY CONTROL. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry
Association, American Society of Landscape Architects, the American National Standards
Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service.
Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.2. QUALITY ASSURANCE. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this
PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting
Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the Contracting
Officer within 10 calendar days of receipt.
2.2.1. Voluntary Protection Program. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.

2.3. PERFORMANCE ASSESSMENT
2.3.1. Periodic Validations. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.
Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO.
Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team.
All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions -
Commercial Items, Inspection/Acceptance.
2.4. PERIODIC PROGRESS MEETINGS. The CO, Functional Commander, COR, other government personnel as appropriate, and the Contractor shall periodically meet to discuss the
Contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the Contractor to http://www.osha.gov/dcsp/vpp/index.html prevent unsatisfactory occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends. The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. FACILITIES. The Government will provide the facilities identified below for contractor use in support of the requirements of this contract. The facilities are provided “as is.” Obtain CO approval in advance of making any changes to the facilities. Such changes will be at no cost to the Government unless otherwise approved by the CO. The contractor shall ensure facilities are maintained in a neat, clean and professional manner. The CO reserves the right to reallocate and relocate assigned facilities during the term of the Contract. Upon completion or termination of this Contract, or upon such reallocations or relocations, return facilities to the government in the same condition as received, fair wear and tear and approved modifications.
3.1.1. Approximately 1,500 SF of floor space are provided at building 6220.
3.1.2. Approximately 8,500 SF of exterior space are provided at building 6220.
3.2. UTILITIES. The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. Any piping and service lines required to deliver these utilities during the contract shall be provided and removed by the contractor at no additional cost to the government. The
Contractor shall not change or modify any utility system or component; or connect any
Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.
3.3. MATERIALS. The government will provide the materials listed in Appendix H, Government Furnished Property/Service/Equipment.
3.4. SECURITY, FIRE, AND MEDICAL SERVICES. The Eielson AFB emergency telephone number is 911. This number will reach medical, fire, and police agencies. NOTE: If calling 9-1-1 from a cellular phone, the call is automatically routed to the Emergency Call Center in Fairbanks. Contractor employees must identify to the operator that they are located on Eielson
AFB.
3.5. TELEPHONE. The contractor shall provide one on-base telephone. The number of this telephone, and any other numbers required to facilitate quick, effective communications (i.e.
“home office” numbers, etc.) between the contractor and the government shall be provided to the contracting officer not later than the first day of the contract performance period. A cellular phone is not a suitable substitute for the on-base telephone. The Government will provide 1 telephone line(s) in the Government provided facility for contractor use in making local commercial calls and on base calls in support of contract requirements. Long distance calls and toll calls are not authorized on government phones.
3.6. SOLID WASTE COLLECTION AND DISPOSAL. The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS. The contractor shall adhere to all base level recycling programs to include disposal of yard/tree waste in specified dumpster collection stations or at the recycling collection center on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.
4.0. GENERAL INFORMATION
4.1. MISSION. The overall Civil Engineer mission at Eielson AFB Alaska is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees.
4.2. RESERVED
4.3. DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION
Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 –
“Protection of Government Buildings, Equipment, and Vegetation.”
4.4. ENVIRONMENTAL REQUIREMENTS. In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:
4.4.1. Hazardous Materials. The CO shall approve all hazardous materials brought on-site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment.
In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
4.4.1.1. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level. Upon discovery of any hazardous material spill, the contractor shall immediately call 377-7745 (377-SPILL).
4.4.2. Pesticides. All pesticides must be approved prior to use by the Command Entomologist if not on base approved list (Submit list with intended uses via the CO). The contractor shall provide an inventory of hazardous materials with the applicable Material Safety Data Sheet
(MSDS) that will be used to perform the required services. The contractor shall use reasonable care to avoid releasing hazardous material or hazardous waste, which may cause environmental damage to government structures, public land, water, or other natural resources. If the
Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs. If the
Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
4.4.2.1. Pesticide Storage and Mixing. At no cost to the contractor and during normal business hours, the Government pesticide and storage mixing facility may be used concurrent with
Government use. The Facility is located at building 4335.
4.4.2.2. Monthly Reports. The Contractor shall submit a report to the CO within 10 working days following each month listing all pesticide applications made. Include pesticide name, use concentration, amount applied, date, and detailed location of use. A DD Fm 1532 will be provided on request to facilitate record keeping.

4.5. PERMITS, LICENSES AND CERTIFICATIONS. Unless otherwise specified in this contract, obtain necessary permits, licenses, and certifications; give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review. All pesticide application will be made by State or Host Nation certified applicator as prescribed in DoDI 4150.07
4.6. HOURS OF OPERATION. Perform grounds maintenance services during normal duty hours which are 0730 to 1630, Mondays through Friday s, excluding federal holidays, unless otherwise required in the contract or approved by the CO. There may be situations that require the contractor to work at times other than normal working hours. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO and reschedule the work to minimize disruption.
4.7. RECOGNIZED HOLIDAYS. The contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.7.1. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.8. SECURITY REQUIREMENTS. The contractor shall be responsible for and shall pay for obtaining all necessary clearances, cards, passes, decals, or other items required for access of contractor personnel and vehicles to the base or other areas where work will be performed. The contractor shall be required to apply for vehicle and personnel identification media at the Pass and Registration Section. Upon completion or termination of the contract, the contractor shall ensure all vehicle and personnel identification media are surrendered to the Pass and Registration
Section. Security and base access requirements are contained in clause 5352.242-9000
“Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
4.9. PERFORMANCE OF SERVICES DURING CRISIS OR HEIGHTENED
SECURITY. In the event of a crisis declared overseas or in the United States, not affecting the local area, the contractor shall perform ALL SERVICES required in this contract unless and until notified otherwise by the contracting officer.
In the event of a crisis declared in the United States affecting the local area, the contractor shall continue to perform ALL SERVICES in accordance with this contract unless and until notified otherwise by the contracting officer. These services are essential due to the lack of available government personnel to immediately perform them.
For those tasks identified as essential, the contractor shall develop a contingency plan in order to provide a reasonable assurance of continuation of those services during crisis conditions. The contractor shall also identify any employees that have military mobilization recall commitments and have adequate plans for replacing those employees in the event of mobilization.
4.10. SPECIAL QUALIFICATIONS. AK state pesticide applicator’s license. The contractor shall provide the name and telephone number of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS. The contractor’s on-site manager must be able to speak and write in the English language. Provide telephone numbers of contractor manager and alternate(s) for after duty hours. The contract manager and alternate(s) must be able to read, write, speak and understand English, or an interpreter must be provided to work alongside the contract manager or alternate(s) at no additional cost to the Government.
4.11. INTERFACES. Do not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the Government person involved, to the CO immediately by the most expedient means.

4.12. CONTRACTING OFFICER AND CONTRACTING OFFICER
REPRESENTATIVE (QUALITY ASSURANCE PERSONNEL). The Contracting Officer will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contact award. The contracting officer shall follow FAR 52.212.4, Contract
Terms and Conditions-Commercial Items (May 1997), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
4.13. WORK CLEARANCE REQUESTS. The contractor shall obtain an approved Work
Clearance Request for all work which involves excavation including minor digging.
4.14. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
